most provoking disappointment. What we
certainly wanted, and what we supposed the
military commanders,-wno applied, for instruc?
tion, wanted, was a clear interpretation of the
act which they'have-not-got, and not a learned
suggestion of difficulties bf construction which
they haye got ' So dense a thicket of legal
puzzles we have never- before attempted to
penetrate. The difficulties of the Reconstruc?

sure that it is an elaborate opinion, for it is.

learned opinion; for we cannot -understand it. I
But "wc are by no mtr.ns sure that, after all, it j
does not leave the whole question in the hands
of the registers, the test of whose fitness to
decide, is their ability to take the teat oath.,j
There-has, as we all know, been Some. little
dissatisfaction with the idea that oar -"colored'
brethren" were to he a?dnuttei^o the; registra?
tion boards, - but we are , satisfied that there
will be an universal recognition . of, Ute 'fitnesa
for. such a. position of any. "gentleman of
color" who can read, and .inwardly digest this
formidable document. -
However, let us examine - it in . detail, - and
first as to registration." The Attorney-General
decides that the registration must be complete
by the first of September, that after that date ;
nothing oan be done by the registration boards,
out perfeot their returns. The qualifications
sntitling persons to register are then detailed,
md aa the oath is specific, there is not much
room for .? interpretation, except as to the die-,
qualification of disfranchise ru eat and the quali?
fication of ' residence. As to the disquali?
fication? the Attorney-General d?cid?s very J j
properly. " Whether we consider this disabili- J1
:y as arising out of participation in rebellion

AUorhey-General expresses an 'opinion, which,
rash as it may seem, we venture to think in
lireot conflict not only with the intention, but
arith the letter of the Reconstruction Act
He decides that a residence of twelvemonths
in the.State is not .necessary to "registration,"
but that any citizen; otherwise qualified, can
register although he cannot rofe after register*'!
ing until he has .fulfilled the condition of the
twelve months' residence. And be ; suggests
that the registers ought to note in the registry
the time of residence, so as to prevent a citizen
from voting, -simply because he had registered
without fulfilling the term of residence. Now,
if this decision is oorrect, the opportunity of j
fraud is terrible. Everybody can register, and
unce registered, how are the notes of the regis?
ter to be-made available to prevent his voting?
The ground of this opinion) as far as we can
gather it, seems to be that the registration
oath requires the candidate for registry to
swear that he "bas resided in said State for
-months nert preceding the day when he
takes oath," &c; and the Attorney-General
mys; "For we find that in the Supplemental
Act the oath as to residence does not re?
luire the applicant to swear that he has been a
resident for a year, but only requires him to
state the number of months of his residence,
:ontemplating a period lesa than, as well as a full
'erm of, twelve months."
Now we think this a most gratuitous infer
snoe, and a very large one, from the simple I j
act of the blank in the required oath. Why j
hat blank was left we are not called on to ex?
plain; but that it does not justify the inference,
s, we think, conclusively proved by this;
The Supplemental Act. uses this most em?
phatic language; "That before the first day of
September, &c., the Commanding General, &c, I
ihall cause a registration to be made of the 2
osle citizens of the United States, twenty-one
rears and upwards, &c, which registration will

Who are thu9 "qualified to vote for ?. 'agates
y the act aforesaid?"
Section 5 of the act answers: "A convention
f delegates elected by all the male citizens of |
aid States, twenty-one years old and upward,
f whatever race, color, or previous condition,
:ho have been residents m said State for one year
revious to the day of such election," &c, &C.
Now it is clear that to register, the applicant
mst do two things; 1. Be entitled to vote for
lelegates by this section 5; and 2. Take the
egistration oath.
If he is not qualified by section 5, he cannot
ake the oath nor be registered,
v Well, the Commanding General of each Dis- 1
rief is instructed upon the close of the regis- 11
ration to order an election, of which at least
hirty days' notice must be given, but the date J t
f the election is left entirely to his discretion.
It may be a month ?fier the registration, it may
bc six moaths.
Now, take a practical illustration. A applies
to bc registered; he has been a resident but six
months in the State. How can he say he is
qualified under section 6? He cannot say that
he has been "a resident twelve months before
the election, for the election is not ordered, and
neither "he, nor the registers, nor the Com?
manding General himself know when it will be
ordered. If the election ahoiild be ordered two
months after the registration, he would not be
qualified; if ordered six months after, he would.
And yet the registry can include "only those
persons who are qualified to vote for deleyates by
the Act aforesaid" and the Act aforesaid says
distinctly that qualification includes as a sine
qua non twelve months' residence before the
election.
We think it clear that this is one of the omis?
sions which is due to the burry and utter want
of all statesmanlike consideration with which
the Act was passed. But we think it equally
clear that the Attorney-General, in supplying
the hiatus, has erred. If it must be supplied,
let it be by a just analogy, and require the
blank to be filled up with twelve months so that
by securing the requisite residence before regis?
tration, you secure the requisite residence be?
fore election. Both interpretations are con?
structive, but the latter neither contradicts the
letter of the Act nor opens the door to the
frauds, which, under the other interpretation,
will surely be practiced.
THE "DOMINION OP CANADA."
The cable reports that yesterday Queen VIC?
TORIA issued a proclamation establishing the
Dominion of-Canada. The provinces of Upper
and Lower Canada, Nova Scotia and New
Brunswick, Newfoundland and Prince Edward's
Island are included in the now Government by
the provisions of the Act of Confederation re?
cently passed by Parliament. Senators have
also been designated by her Majesty, so that
all is ready for the people of the provinces to
enter upon this new arrangement.

These provinces have been for many years
ruled by colonial governments, and have exer?
cised many functions of distinct sovereignty.
They 'levy taxes, incur debts; and administer
justice. The sources of revenue are from cus?
toms, excise, crown lands, bank taxes, fines
ah(d forfeitures, and - the. post office. The reve?
nue ?of Canada some years ago was $4,420,162 ;
expenditures, ?4,769.300; public debt,
$51,517,-180. Of this indebtedness about
$24,000,000 should bc credited to public works ;
$21,000,000 to moneys advanced to railroad
enterprises, anti $9;000,OOO to loans to munici?
pal corporations. Since that period, these lia?
bilities have somewhat increased, but we have
not the figures at hand.
The other provinces have not had any better
financial management. New Brunswick, with
a publie revenue of $376,000, expends $660,
000, the treasury of Great Britain making up
the deficiency. ' Nd va Scotia raises a revenue
of about $700,000,. and dispenses a larger
amount. The British Exchequer pays the ex?
cess. Newfoundland has a public debt exceed?
ing $600,000. Prince Edward Island expends
?bout $70,000 a year, which is amply supplied
by revenues.

I. Be it ordained by the Mayor end Aldermen in City
Council asse L bled, That all taxes payable nder the Or?
dinance to ra iso supplies for the year 1867, and for otbent,
purposes, be paid on or belora the 29th day of June next:
and that persons who shall make default of payment of
their taxes on that day, shall pay, in addition to the
amount of their taxes, one and a half per cent per
month until the 31?t day of July, when, it not paid, an
amount of two per cent per month upon the amount
of taxes shall be paid: and alter tho Slat day of August
three per cent per month on the amount of taxes due
shall be paid until payment of the whole amount is made.
IL That all persons who neglect or fall to pay their
monthly taxes on or before the fifteenth day of each
month, shah respectively pay on the amounts thereof,
two per cent per month from such fifteenth day, until
payment ls made.
Ratified in City Council this seventh day of May, in
