A curious strike has occurred in an English mine I
-(he boys striking against the men. A fide had I a1
been imposed on several of the lads for breaking I a:
lamps, which they deemed unjust; the rest of the ii
boys, forty in number, made common cause with I ti
their comrades, and refused to go down the pit I D]
unless th? fines were remitted. The result was
that the working of the pit had to be suspended. *
The men who had gone down were obliged to re- J sc

Among -the specimens of Yankee ingenuity at Si
ihe Paris Exhibition is a machine for making, in
papier-mache, the mould or matrix for casting a
stereotype plates at a single operation. The com?
positor site at a sort of piano-forte key-bench, and
"plays off" his page of copy. At each note's de- jto
pression a type impresses its stamp upon the soft
paper, which retains the form, and against the face bc
of the matrix, thus.formed, almost automatically,

The Herald, of the 23d, comes charged with
m editorial, which if it means anything, is of |
rery grave significance.
: After ft most eloquent description of .the
?vils whioh our civil war has inflicted upon the
whole oountry, it endeavors to show that Mr.
DAVIS is, the responsible author of all this
misery.
Of coarse the Herald does not believe this.
No sensible man does. If there is one fact
which history will demonstrate, when history
san be written, it will be that the leaders in.
the secession movement were only nominal
leaders; that they followed, without power of |
resistance, the popular will, and that never, in
the history of the world, has there been a
movement so purely popular os was the seces?
sion of the Southern States. We do not mean
.o say that the people, if left to themselves,
rvould have inaugurated this war; but we do
neon to Bay that the public mind had been
Aught and trained, and directed by the influ
moe of leaders who had long since passed
iway, and that of living statesmen there was
lot one who could have stayed or diverted the
:urrent of popular will.
Those who are familiar with the interior his
ory of the secession movements know well
mough that Mr. DAVIS was by no means one
>f the foremost in its inception, and that when
ie was elected President of the Confederacy
here was a minority, very considerable both
n point of numbers and intelligence, who did
tot consider him lit for the place.
What bia own convictions were it ls not for
is to say; certainly, after he had put his hand
o the plough, he did not turn back, and that
te was the representative man of the Confede
acy we wUl not deny.
But it is scarcely worth while to argue thia
mint, as it is put forth by the Herald simply
n order to make another. Who is responsible
br Mr. DAVIS' release ? In this even we are
tot interested. Mr. DAVIS is released, and as
he Herald was perfectly quiet in prospect of
hat release, we suppose it has a personal pur
)ose to serve in its present agitation. Whether
t wieihcs to defeat the chanoes of Chief Jus
ioe CHASE for the Presidency; or whether it
fishes to promoto the chances of anybody else,
re don't know, and do not much care; but it
oncludes its editorial with a question which
iocs seem to be of very large interest.
"We drop thi3 subject for the present by
saving to the consideration of the great pub?
ic two questions:
"First, who is to blame for this failure of jus
ice?
"Second, since justice hasfailod, since treason
i not treason, a sd since wt have been bearing the
resent burden of debt in the belief thal treason
ias treason, it it worth while bearing it any
niger?"
We confess we would like to know the mean
Qg of this bitter question.
Does this mean the repudiation of the nation
1 war debt by the Northern people ?
We are honest folk at the South, and this
light diminish our zeal for reconstruct ion.
IEPUBLICAN ADDRESS TO THE SOI TH?
URN PEOPLE.
The Union Congressional Republican Com?
mittee has published an address to the people
f the South, which we will publish for its
enefit whenever we can find space. It is not
very strong address, nor a very wise one. It
i a resume of the political commonplaces of ten
ears ago, and does not at all comprehend the
ict that the Republican party is not the nation,
nd that when hey have added four millions to
ie free citizens of the South, it is not improb?
?le that they may use their freedom to think
>r themselves.
"More than 200 years ago the slaveholding
ristocracy of the South originated its policy
ad controlled ita destinies. The result is seen
i exhausted and barren fields; in the condl
on of its laboring population, white and
lack; in the relative poverty of the inhabi
mts of all olasses; in the absence of public
?hoots, commerce, of manufactures, and of
i enlightened system of agriculture." How
uch of this "relative poverty" is due to Gen.
HERMAN the Committee does not say.
If our friends of the Committee will show us
more perfect system of agriculture than the
d slave culture of rice and long staple cot
n, wo would like to soe it.
If we had no manufacturers, who reaped the
:nefit but the New England mill owners*
And if we had no commerce, who paid and
ho received thc profit en four millions of
des of cotton, and what became of the amount
.alized by its sale ?
However, we are perfectly willing to accept
ie change. We eau grow eotton with free
bor; wc can educate and will educate the
eedman, and we have water-power enough, if
e freedman will understand his interest and
irs, to be soon independent. ?
If our friends of the Committee will confine
eir efforts to an industrial and not a political
volution, we will give them all thc assistance
our power.

THE FOLLOWING ORDINANCE IS PUBLISHED

AND VAULTS IN TUE COnPOllATE LIMITS OF THE CITY.
I. Be lt Ordained by the Mayor und Aldermen, that
(rom and attor tho ratification of this Ordinance, it sholl
not bo lawful tor any person to cleanse or remov? the
contents or Vaults or Privies within the Umita of the
city, without having previously obtained a license for the
same; all such licenses io expire on thc 31st December
af every year, and be subject to all requirements impos?
ed by Ordinances regula ting tho granting of Licenses for
Drays and Cuts.
H. That the use of Barrels in open Carts and Wagons
is prohibitod, and parties applying for License will be re?
quired to provide closed Curt? sm tabla for the purpose.
ILL All persons having such Licenso shall repoi t a',
me of th Guard Houses, durint? tne day, his or their in?
tention h !o such work during the ensuing night; In the
Lower Wards such report to be made to thc Main Guard
House, in the Upper Wards to Upper Guard House.
IV. The placo"or places for the deposit of such offal
