Few persons are aware of, the amount af skill requisite to be a perfect detec? tive, and it te only by a lengthy training that toe - parties aoquire the requisite knowledge to enable thean.to spot a thief when called upon. This quali? fication is so well known that many of the officers in Northern cities have been in service from fifteen to twenty years, and are familiar with the co ante - . nance and calling of every individual they may meet. In every large city a detective force has long i been considered a. necessity, aa crime is comparatively unkow? in,, tho rural districts, the thieves preferring ~ to be nearer their field of operations. To detect ibid punish these r?scate ia the business of the force, and frequent? ly the arrest te made and tho property recovered on the same day that toe complaint is lodged; but to do this duty, and to attain the efficiency neces? sary for a well-trained officer requires time, appli? cation, and a strict attention to toe routine of their business. Unfortunately, the system of rotation in office has, in many cities, destroyed toe effi? ciency of this corps, for toe principle "to the vic? tor belong the spoils" is carried out by the party in power, and the luckless officials who are not on the. winning aide are immediately decapitated. Thia evil has been obviated in toe larger and more populous cities, by making these offices a perma? nency during toe good conduct of the incumbents, and the ponce and detective officers in the Northern cities have many of them grown grey in .-che service. At toe South this principle has not peen generally observed, but in Savannah and other cities it has proved to be a success, and is gradually being adopted. , We learn that effoi ts are being made to introduce this change in our Police Department, and that it baa given general satisfaction, as toe present in? cumbents have proved by their energy and vigi? lance that they thoroughly understand their du? ties and are prepared for any emergency. A bill to this effect will be soon introduced before Coun? cil, and there is no doubt that it will be immedi - Story passed. Experience shows that crime in? creases with the growth of a city, and unless ac? tive measures are taken to nip it in the bud it will soon acquire such a rank growth that it can laugh at the puny efforts then directed against it. As the whole community are interested in toe pro? posed change there wfll be probably no objections offered, and the oitiaens will be relieved from some , anxiety, knowing that their property te guarded by experienced eyes. MATOB'S COUBT, Hay 22.-Two men who were iBgaged in a pleasant discussion on family mat : taras' in which one intimated that the other was a 1 receiver of stolen goods, end had once grabbed a barrel of nails, to his knowledge, and who received a tap in the month for his information, were broughtbefore'liii Honor, who fined one of the party $5, and discharged the other. .Theinevitable Susan Hutson who was arraigned under the old charge of being drunk and noisy, kindly placed another five dollar bill in the coffers of the city. A stranger who was drunk and found in the City Park "lying in clover," was fined $2. Three beautiful colored youths, named respec? tively Mike Brown, J. P. Taylor, and B. H Hamil? ton, who had attended a raffle at a houae where they became boisterous and were turned out, and then complimented the proprietor by brick batting the establishment, wero fined $5 each. An individual who had refused to have his chimney swept was fined 15. COUBT OF COMMON PLEAS_In consequence of the illness of the Hon. B. MUMBO, the Hon. THOS. W. GLOVES presided. Boesoh. /Supernumeraries.-P. C. Schroder, Biohard Ho? gan, F. Backus, Jr Cummings. The case of Jos. G. DUPES, vs MICHAEL MOMAX NON, Trespass vi et armis, was tried before Jury No. 1. A. P. LIKNIKQ, Esq., appeared for the plain? tiff, and Messrs. SEYMOUR, Spain and BURKE for the defence. This case was one involving the right of a landlord to eject a tenant who bad used his premises without permit or lease. The trial of ] this case consumed the remainder of the morning, and the Jury were directed to return a Healed verdict. UNITED STATES DISTRICT COUBT-Hon. Geo. 8. BEYAS-presiding.-The Grand and Petit Juries both answered to their names, and the former re? turned a true Bill in the case of the United 8fc ates vs. JATOS GRIFFIN, for altering and passing counterfeit Treasury Notes and United States Fractional Currency, and were then discharged un? til Monday, Sd. The consideration of the case of the United States vs. B. MCBRIDE, for passing counterfeit Fractional Curre noy was rescaned, and the wit? nesses on the part of the defendant examined. Those for the United States having been discharg? ed, and the District Attorney wishing their attend danc? for an examination in reply; the case Was, on bis motion, continued to Friday. Gen. Jas. CONNOR, on the part of ima defence, presented the following exception, winch was, at his request, signed by the Judge : "The defend? ant respectfully excepts to the ruling of His Honor in granting the postponement of the case for for? ty-eight hours after the jury had been sworn in the cause and the testimony for the defence con? cluded, and that fact formerly announced to the Court by the counsel in the case."
