RADICAL AGITATION.
The order which we published yesterday
from General SWAYNE, putting Mobile under
martial law-for that is ita practical effect-is
of special interest to the South in view of thc
prospect which the following appeal from tho
National Union Committee opens before us:
The National Union Committee appeals to thc
Republicans of every 8tato for thoir assistance
ana co-operation in'this auspicious crisis of our
country.
Wo deem it of the highest importance that the
Republicans of each State should immediately re- ?
organize for tho romain i ii p election of 1867, prepar?
atory to tho coming Prosidontial contest. . Espe?
cially should this organization be immediately ef?
fected in' those States' which have never before
recognized is tho only Just basis of government
the oqual and inalienable rights of man.- Not a
day should be lost in forming and strengthening
Within those States a public sentiment. in ..conso?
nance with tho principles which underlie the great,
political organization to which we belong.
To this end, we desire to prosecute a systematic
and thorough canv> sa of the Southern States, by
tho most efficient speakers of both jacoe. Wo
would second their e?orts by a distribution, of doc?
uments, enforcing the principles, .policy and aims
of the Republican party. We would cali;'hi evory
locality where it ie possible, meetings for diBcn?
Hion, wnere those who axe with ns in prinoiple may
learn to act with unity and energy. These meas?
ures aro required to bring ont tho vote of that
large body of Republican Unioniste who now ren?
der the Southern States a battle-field of principle.
It is the pressing need of the hoar that bold, ju?
dicious and able men, thoroughly imbued with our
creed, should there explain pur principies, estab?
lish our faithfulness to them, and prove that na?
tional greatness and haman freedom depend upon
the permanent triumph of our cause.
If this appeal is' responded to, we may ex?
pect to nave the country covered with itinerant
orators, exercising the right which the Evening
Post claims for Judge KELLY, ?" to use the bit?
terest language he can command." The labor
of the country is to be interrupted, the pas?
sions of the country to be excited, and when
the inevitable result comes as it did in the riot
at Mobile, Gen. SWATNE'B order famishes the
remedy. A military officer will 11 assume the
maintenance of public order," the administra?
tion of the local authorities will be suspended;
public meeting after night will bc forbidden,
and " a severe responsibility will be attached
to the exercise of free thought and free speech.''
; Whether Judge KELLY'S visit-?to Mobile and
its consequences, have produced such a state of j
feeling as to render this interference of the mili?
tary .authority necessary, whether a disturb?
ance originating in an accident, has been.ex?
aggerated by the condition of tho public tem?
per, or whether the Radical policy requires
another " New Orleans Massacre" as an incen?
tive to a renewed popular agitation, we do not
know.
Upon thc special case we db not feel called
upon to express an opinion, certainly not until
all the facts are before us. But whatever may
oe its character, it is perfectly plain that noth?
ing but evil can come from this proposed agita?
tion.
j The educated and intelligent portion of tho
colored voters of thc South have now ample
means of political information. In all tho
towns and villages they hnvo organizations to
form and direct public opinion among them?
selves, and there has not been anywhere the
slightest attempt to interfero with their public
meetings or to silence their orators. There is
the freest field for tho exercise of whatever le?
gitimate influence they possess. But an organ
iked effort to gather thc great mass of tho labor
of tho South in political meetings to bc har?
angued by hired speakers who, as a general rule,
have neither discretion nor temper, but who,
us a general rule, do have that ready and reck?
less cleverness which is the characteristic of j
American stump oratory, can only produce
mischief. Thc character of the audience will
control the character of the topics upon which
'bey are to be addressed, and to govern the
great mass of tho voters they must bc governed
through their feelings. Even in so sacred a
subject as religion, those who teach them have
tb adapt their teaching to their emotional na?
tures, and we all know what tho wild excite?
ment of a negro camp-meeting is. Not one of |
thc signers of this appeal but must know that
to such audiences it would be impossible to
explain the political questions before us. The
only appeal must be, as it has been wherever
thc experiment is tried, to the black man's
gratitude for his freedom due to tho Republi?
can party. Then of course comes the contrast
with slavery and the denunciation of those who
formerly supported "this cursed institution."
These topics are so obvious, their mischievous
treatment so easy and so successful, that the
temptation is.irresistible to the great majority
of the second-rate orators who will be hired
for tho campaign.
In his speech at Richmond, Mr. GBEELEY,
whose name is signed to this appeal, called
upon those who heard him to forget that they
were black or white-that they had been mas?
ters or slaves-to remember only that they
were citizens of Virginia, bound to her fortune
and identified with her interests.
Now, does Mr. GREELEY think honestly tha*
this crusade of passionate partizan speakers
whom he is about to scatter over the whole
South, will help forward his mission of peace ?
Of course it is out of our power to prevent
this agitation if it is forced on us, but when
Judge KELLEY proclaims that he speaks with
the 15th regiment at his back, with the army
of the United States to support him, and when
the Tribune says :
And now, Messrs. Military Commandants at tho
South I a word with you I Military rule is open to
grave objection: but it has one good quality-it
makes short work with rioters and mobs. WiU you
comprehend that yon are in power expressly to
preclude such doings as those at Mobile and Gal?
veston, and secure to every one the right to meet
and speak freely ? We don't auk you to silence our
adversaries-we insist that you shall guarantee
them the ut mos t li berty of speech and action-and
we demand tho same, and no more, for our own
fide. If any of yon don't know how to stop such
doings as those at Mobile and Galveston, he should
Eromptly resign and let some one take hold who
as more capacity or moro pluck. Tho people are
paying heavily for the maintenance of order, and
they have a right to the article they bargain for.

It seems to us that the Military Commanders
may Bafely act on an old and sure proverb,
"That an ounce of prevention is worth a pound
of cure," and before they allow themselves to
be forced to armed interference, insist in the
interest of peace and good order, that, the pro?
vocation shall not be given which makes such
interference necessary. It would be ns easy,
!tnd just as effectual to suppress un incendiary
?rator, as au excited audience.
ORDER NO. ?5.
In publishing Order No. 25, we would cull
.ht attention of our renders to the fact that
ilierd is now au act in our Statute Book, the
tct of liS05, prohibiting the distillation ofspir
ttious liquors from anything but "fruits in
heir season," und making such distillation a
misdemeanor puntHtied by fine and imprison
ment.
As we understand the order it transfers all
trials of violations of the United States revenue
laws, us far as they relate lo distillation, from
the United States Courts to a military commis?
sion, consisting of the Commander of tho Mil?
itary Post and two associates.
It also prohibits distillation from grain, so
far doing just what the act docs, but transfers
all violations of the order from the civil courts
of tho State to thc same military commission,
and instructs them to bo guided in the punish?
ment to be inflicted by thc analogy ot* the pen?
alties of the revenue laws.

purchase of slaves-a doctrine unnecessary ex?

and every lawyer in the South has been re?
volving this question since thc abolition of |
slavery, and whilo many of them have arrived
kt the same conclusion here published as being
the judgment of the Supreme Court of Louisiana,
they would be slow to forejudge the question by
