The Jewish Poor In London. Tho London Examiner sums np some tacts given in ? recent work by Dr. J. H. bulLard, on "Lon? don Pauperism among Jews and Christians." Dr. Btallard says there are about hf ty-ti ve thousand ' pauper Jews in London-many of them Germans, poles and Hollanders, who merely stay a few . montha in England, on their way to America and other places, where they hope to improve their ' ' condition-and the rest, of whom the majority are also foreigners, settled residents, who do what ?j they can, or choose, to get a living by cigar-mak? ing, slop-work, old-clo' trade, and occupations as oostermongers sud the like. The former class is avowedly relieved as scantily as possible, since it - ia known that if too much encouragement were given to emigrants and immigrante, tue whole race of continental Jews would be tempted to set v tie in a kind where, with the exception ot America, they have unequalled freedom from persecution or restraint of any sort. But of the resident poor very praiseworthy caro is taken by their wealthier brethren. There are in London twelvo schools, giving sound education to four thousand children, lhere gre special Jewish wards, the expenses of which are guaranteed, in the London and Metropolitan Free Hospitals, besides the German Hospital at Dalston, and other establishments for the sick, to . which the Jews contribute liberally. There aro three societies for providing the poor with bread, ? .- rn oaf and coals, Bevoral almshouses and societies Jv helping old people, two lying-in societies, six burial societies, and a number of other miscelia "-neons institutions. All these, since 1859, have - been,under the direction, or at any rate subject to tho supervision, of a Jewish Board of Guardians, of whose twenty-nine members nineteen are deputed HT1J by the London Synagogues, the rest be mg elected - ' ? by the subscribers to the various funds. Mr. Alex, the founder of the Boord, is its President; Mr. Lionel Cohen is its devoted Secretary. This Board is divided into a relief committee, which ?its twice a week to hear the reports of the rnvesb " " gating officers, make grants and decisions for the *" rature, and sanction any unusual steps that have '.been taken by subordinates to meet special emer? gencies; a visiting committee, a work commit? tee, and a medical committee. "In conducting their 'operations," says Dr. Stallard, "the Jewish : guardians begin by ignoring the first principles of ' the poor btw; indeed, there is not a single prohib? itory order issued by the Poor Law Board which is .-'.'_ not neglected every time they meet." MONETARY AND FINANCIAL-Thia week Gold opened at 136*137, and on Wednesday touched 137al38 under an advance in New York, but since then, with a downward turn there, has ruled at 136)?al37??, at which rates tho week closes. COTTON.-Th e trade in the early part of the week was depressed by rumors that the negotiations now pending hi London for peace were likely to provo fruitless; tho declarations, subsequently, of high officials, that peace would be preserved, has imparted a more confident feel? ing to dealers in the staple everywhere, and prices have advanced here fully 2c, placing middlings 24; strict mid? dlings 26. With sales for the week of 571 bales, and re? ceipts for samo time of 199 bales, and with a stock on hand of about 12,000 bales. Tho weather is again good for our crops, and the prospects so far favorable. It is not too late to plant corn, and our present need should admonish farm era of its necessity. Transactions tn Sterling have been to a limited extent, and only the best bills could be placed. Rates have fluctuated between 133al35 for sixty day bills, and 13?a 136 tor sight, closing ; o-day at 134 for the former, and 1SG tor the latter. Business on New York baa also been limited. The first two days of the week the ruling rates were par checking and discount buying, since then par to V discount has ruled. NEW ORLEANS, May 9.-Notwithstanding the uon jeceipt of the regular cable advices from Liverroo\ and the rather discouraging tenor of the noon telegrams from New York, thc movement to-day has been of a more geu etal character, and has resulted in the transaction of a fall averago business, 3900 bale3 having changed hand?, thirteen rrokers participating in the busmens. Prices disclosed no material variation, the greater portion of the hats sold realizing figures fully up to yesterdav's ruling rates.
