American Institute will hold a World's Fair in New

Baltimore, $10,000 in Philadelphia, and $3000 in

LUCY STONE is creating quite an excitement in

A San Francisco correspondent says that a sys?
tem of slavery exists on the Society Islands, under
tho auspices of the French government, unequalled
io barbarity by any former plantation system down
Sooth. The victims are' Chinese coolies and na?
tires of tho Pacific islands. ,
;A young man went toa Catholic church in St.
Louis, with two acquaintances whom he had fallen
in wi th, and;-as he waa devoutly ' worshipping on
bis knees, they. seized him by the neck, half
choked him, and stole his pocket book. While he
prayed hi? 'companions preyed.
Tn 1840 we consumed 24,000 pounds of opium, at
S cost of $40,800. In 1850. wo consumed 87,000
pounds, at a Cost: 0f $253,600. In 1860 the impor?
tation reached 119,500 pounds, at a cost of $437,
750. Meanwhile the population has doubled, bat
the consumption of opium has quintupled.
Alluding to the purchase of Russian America by
the Un tod States, the Journal, of St. Petersburg,
says: "We can only state that tho transaction is
mutually advantageous, and that the ports of
Eastern Siberia will be granted certain privileges,
and that the commercial interests of both coun?
tries will be promoted.
A Washington dispatch of the 29th says : Sev?
eral Luge boxes filled with presents for the Presi?
dent,. Secretary SEWARD and Gen. GRANT, con?
signed to the Japanese Commissioners, arrived
to-day. The sword for General GRANT is one of
the finest pieces of workmanship ever seen in this
country. .
Yale College is opulently rich, and the faculty
are making the most of the money to raise it to the
highest standard of excellence. They have for
building purposes fifteen hundred thousand dol?
lars, and design soon to erect an entirely now sot
of brown stone dormitories, a memorial chapel,

We learn from the Turf, Field and Farm that
Captain JOHN TRAVERS, the celebrated pistol shot,
is making arrangements for opening a gallery at

distance of thirty-six feet, and is ready, on a suit?
able wager, to repeat the feat. A friend of his ex?

FIRIO DIAZ. The reports folly corroborate tho in?
telligence previously received of the defeat of tho
Imperialist General MARQUEZ. General BEN A VIDES
hkd heard of the capture of Queretaro by Esoo
BZDo, and also mentions a rumor that MAXIMILIAN
had been made a prisohor.
A Mr. BROWNING in* the Massachusetts Legisla?
ture, a member from Lee, opposed an appropria?
tion to the Agassiz Museum as being of no "practic?
al use to the people." Mr. B. declared bo was
down on a great institution for the preservation of
pickled snakes, and periwinkles, and dead fish and
auch trash, and the old loBsils who want to keep
their - snakes, and fishes, and rubbish, should pay
for the keeping of them ont of their own pockets.
A remarkable case of swindling took placo in
Sidney Bar, C. B., a short time since. Aman
named HARRT JAMES CLEA VE LAND claimed to havo
received a telegraphic despatch announcing that
he had fallen heir to property valued at ?2500 a
year. ! He exhibited the dispatch to several mer?
chants; it was thought to be genuino, and they
trusted him to a large amount. Ho tried tho same
game in TTulifa^ but was detected, and is now in
custody.
A Btrong story of coincidences is told by an Eng?
lish paper-that at Liverpool two women in differ?
ent localities, each curving a grandchild down a
stairway, stumbled and fell. In each instance the
child was uninjured, but the woman died tho samo
evening. The nomo of each woman was ELIZA?
BETH FLEMING. We should rathor bo excused
from believing the whole of that story. Wo are
willing to admit that tho two women fell down
stairs.
A Yorkshireman has jost been sentenced to a
year's imprisonment, in England, for theft. For
the last twenty-three years ho has supported him?
self by the manufacture of spurious fossils, Ro?
man remains, coins, flint instrument?, and other
forged relics of the Roman and anciont British pe?
riods, with which he has deceived many of the
most eminent antiquarians of the kingdom. In
1859, having been detected by Professor TENNANT,
be was induced to exhibit before various learned
societies bia method of manufacturing spurious
flints.

PAY UP.
We are sending out at present, a great num?
ber of bills for subscription and advertising,
and most earnestly request that all those who
may receive them, will have thc kindness to
make prompt remittances.. A great many of
these accounts have been standing for a year
and more, and it is absolutely necessary now
that they should be paid.
SUFFERING IN SOUTH CAROLINA.
The New York Ilerald of the 4th, publishes a
communication from Governor ORK, accom?
panied by abstracts of letters addressed to Rev.
WM. MARTIN, of Columbia, who had issued cir?
culars, calling for information in regard to the
extent of thc destitution prevailing in different
parts of the State. These abstracts, which we
? publish, this morning, tell a tale of wide-Bpread
and all but hopeless destitution, such as thc
world has not heard of since the famine in Ire?
land twenty years ago.
The appeal which is made to thc humanity
of the country by this mere statement, is gener?
ously and^eartily endorsed by the Ilerald.
But while we acknowledge tho kindness with
which this has been done, and recognize the
relief which in many instances has been afford?
ed by the exercise of Northern charity, there
is a truth contained in this statement which we
would impress upon our Northern friends.
That truth is that this destitution and suffering
is the direct result of tho political agitation of j
the last two years.
When the war closed throughout the South,
there was universal preparation to go to work,
and if one half of the hind that could have been
planted had been cultivated, if ono half of the
energy which could have been exercised had
been employed, there would havo been but
comparatively little destitution, and no where
any possibility of starvation.
What prevented it ? The unnecessary and
mischievous agitation in Congress, or if it is a
fairer statement, the unfortunate difference be?
tween Congress and the Executive. What the
South wanted was capital-capital to buy mules,
to supply provisions, to pay the wages of freed?
men, who had nothing but those wages to de?
pend upon. There was ample security for such
capital, and for large and suro returns of in?
terest upon its usc. And this capital would
have come but for the constant threats of con?
fiscation and the uncertain political status of
the States in which such capital was noeded.
What wise man, seeing the influence of Mr.
STEVENS, and listening to declarations of com?
ing vengeance, "a little mild confiscation pun?
ishment first, and then quiet," would have ven?
tured his capital in property which might be
snatched from his debtor.
Then, too, the wildest theories and tho most
foolish theorists on the subject of negro labor
were all powerful. It seemed at one time
if the Democratic party had resolved that no
freedman should he permitted to labor; that
the whole of the present generation were to be
secured in the employment of a perpetual
holiday.
And in this State the monstrous iniquity of |
tho confiscation of tho Sen Island lands de?
molished labor through one of the richest and
most productive sections of the State, while in?
ducements, thc most delusive but thc most at?
tractive, were offered in other sections to per?
suade thc laborers to emigrate.
And both of these are still at work. Violent
and extreme men are still threatening confisca?
tion, and even such a Democrat as Mr. BROOKS
shows his love for the South by the declaration
that he would sooner trust capital in Hay ti
than in the Southern States.
The condition of things, however, is impro?
ving, and we would say to the Ilerald and all
other papers or individuals who would prevent
the recurrence of such suffering, thot the
surest way is to put an end to the political agi?
tation which is consequent upon the unsettled
status of the South, and to discourage and con?
tradict the thousand wild and wicked rumors
with which the Northern press teems, that per?
sons and capital seeking employment in the
South run unusual risks. The truth is just
the reverse, and, much as we have suffered,
Mr.-STEVENS' speeches and Mr. STEVENS' poli?
cy, by creating and fostering this distrust, have
deprived Northern capitalists of more certain
and larger profits than have been offered to in?
vestments for many years in this country.
THE SITUATION Hf CENTRAL AND
SOUTH AMERICA.
The Panama correspondent of the New York
Herald states that Isthmus politics remain in
statu quo. The reports which Admiral DAHL
OREN had heard of the difficulties along thc
coast were exaggerated, and his orders to Cap
tain PAULDINU, of tho Walene, to make all
haste in reaching Panama, as well as the daily
drill of the crew, proved to be superfluous. On
her arrival the Walene found no pretext for an
attack upon the city; but her presence had tho
effect of renewing the feeling of security which
thc American residents have not enjoyed since
the departure of the Jamestown. According to
the latest dates from Central America peace
has been thoroughly re-established in t he dis?
contented States of Guatemala, and CRUZ, tho
rebellious leader, has been exiled. The Costa
lticnn Congress was to be convened early in
Muy, and certain amendments to the Constitu?
tion were to be discussed. The contradictory
reports from Peru rendered it difficult to judge
of thc actual state of that country-some de?
claring it serenely quiet; others describing it as
agitated by uprisings and revolutionary excite
ment. In Lima tho toleration measure was
defeated in Congress by a vote of 43 to 40, hut
a proposition is still under discussion about re
ducing the Church property by one half in that
city. On tho 11th ult. a meeting called by the
priests in thc public square, in front of the hall
where Congress meets, led to a row, in which
paving stones were used as knock-down argu?
ments. Thc police were summoned in force,
and a company of cavalry was ordered out to
end thc row. This was accomplished after a
sharp little fight, in which many were wound?
ed, hut only one was killed. Several priests
were arrested and aro now in prison. The
treaty, offensive and defensive, made by the
American Congress of 18C-3, has just been ac?
cepted by Salvador, Honduras, Colombia, Vene?
zuela, Eucador aud Bolivia. Chile and Peru
will probably accept it also.
Tho Santiago correspondent of the same
journal states, under date of April 1, that the
Spanish fleet has not yet reappeared in the
Pacific, lie adds that the L uce question be?

tion: and he chronicles the resignation of Ad?
miral TUCKER, who left in tho English mail
steamer of the 25th for Callao. Thc resignation
of the Admiral seems to have been prompted
by the hope of harmonizing affaira in Peru,
where the foreigners were making uso of thc
ippointiiiont nf a foreigner to the cotnmaud of
i fleet against President PKAOO.
The new ten miilion loan, negoliatcil hy
Chile in England for carrying on thc war, hus
been nrrnnged just in time to pay pressing
Jebls nml lo continue the war. The news from
MENDOZA is unimportant. Thc Argentine anil
revolutionary forces remain inactive, and thc
only details we receive attest outrages on thc
inhabitants and general anarchy.
