war they had an agency in this city, and did a
large business, paying all their losses punctually,

most respectable merchants. They stand now as
well as they did then; having lost by the war (by
judicious management) only fourteen thousand
dollars in Confederate securities and currency.
The advantage gained by insuring in this compa?
ny is that, being a mutual one, all yearly policy?
holders participate in the profits, and are entitled
to a vote in its direction, without any liability what?
ever. This alone is worthy of consideration. Last
year they declared a dividend to policy-holders of
forty per cent., returning to them nearly one-halt
their premium. Mr. J. L. HONOUR, at No. 8 Broad
street, is their agent, and is ready to redeem any
outstanding dividend scrip of the company in pay?
ment of premiums. A word to the wise is suffi?

Hrourjot-The immunity from any pestilence
which our city has enjoyed for the last few years
should prompt, every one to use a l necessary pre?
cautions, to guard against a sickly season. Tho
spring has always been considered tho proper time
to remove all rubbish, garbage, or filth, which in
our climate would tend to produce sickness, and
in order that this practice may be rigidly observ?
ed, it has been customary for the city authorities
to send some of the Police sergeants on a tour of
inspection throughout the city. These officers
will commence their duties this week, and will
make a complete and thorough inspection of every
lot and inclosnre in the city. Those detailed for
this purpose will each be assigned to a ward, and
all violations of the City ordinances will be im?
mediately reported to the Mayor, who will cause
the parties to be summoned before him to answer
for their neglect.
Iii order to I avoid this unpleasant -occurrence,
owners and-occupants of lots aro required to see
that their premises are in good condition, and that
all filth and garbage is removed. .This will occupy
but a short time; bot will be of incalculable benefit
not only to 'tint locality, but tho whole city. .

REOPENING.-We tako pleasure in announcing
that Messrs JEFFORDS & Co., who were burned out
at the late tiro in Tendue Rango, have resumed busi
neas at No. 30, opposite their old stand. Vendue
Rango has a deserved popularity ns a good busi?

will now have no difficulty in locating thom.
REBOILMNO.-Tho burnt district will long con?
tinue an eye-sore to our citizons; but though tho
improvements in that locality are slow, the ravages
caused by tho Fire King in other sections are rap?
idly disappearing. The fires are aB frequent, and
the results as disastrous, hut tho energy of old
Charleston ha? not been destroyed, and tho re?
building now in progress on King street proves
that the promenade of the city will not lone; be
disgraced by rains. Tho late fire in Victoria
Range completely destroyed one' houso, and se?
riously damaged others, but the workmen are al?
ready on the spot, and though the scaffolding
offers sonio impediment to tho passers, it is a sign
of progress that compensates for the temporary
inconvenience offered to travel.
B'KAI B'BITH.-The gentlemen connected with
the newly established lodgo of this Order gave a
very handsome entertainment last night at the He?
brew Orphan Society's Hall, in honor of the Dele?
gates from the Philadelphia Grand Lodge, who
had come here to install tho officers of Dan Lodgo
No. 93, organized yesterday in this city. The
Presidents of the several Synagogues, and of tho
different Hebrew Societies, members of the learned
professions, and even of the "fourth estate," were
among the invited guests. There were many toasts
drank, and many speeches made, some of them
very good. We regretted that tho stern demand
of the nightly treadmill compelled our early with?
drawal. The reunion was one altogether pleasant
and nothing whatever occurred from first to last to
mar the entente cordtcue.
The feast was one in deed as in name. Every?
thing was of the best, and prepared in excellent
style by the very canning hands of Mrs. E. E.
OTTOLENODT, assisted oy several artistes not less
skilled. The Committee of Arrangements also
merit the amplest credit for tho handsome- man?
ner in which they executed thoir trust,

j Grand Lodge, in answer to the toast to the

teresting remarks, setting forth tho aims and ob?

! Samuel Gordon alias Blood, made a raid on
several large grocery establishments, and succeed?

$300.
On Friday night .Messrs. WAONEB, HEATH A
MONSEEH, at the corner of East Bay and Queen
streets, lost one and a half boxes, and on the fol?
lowing night Messrs. BB O?S & BEE, HENRY BIS?
CHOFF & Co., and G. W. CLARK S? Co., were tho
sufferers to the extent of one box from the first
two establishments, and two boxes from the last.
? The case was placed in the hands of Lieutenant
HENDRICKS, and the tobacco was soon traced to the
' house of two noted receivers at the corner of Cal
; hours street and East Bay. The tobacco was found
; and identified by the owners, although it had been
; taken from the boxes, and the latter partially
burnt, the names and brand fortunately escaping.
Tho thieves and their confederates Richard Borh

day (Sunday), and committed to jail.

vends sodawater daring the week for the benefit
of thirsty souls in the upper wards, and who,
thinking Ins syrups might taste as pleasant on tho

dock. Brown had been arrested on the charge of I
robbing the house of Mr. LEVIN ia Society street,
of silver, table, linen, ?c. . Some of tho - stolen arti?
cles had been found in his possession at the time
o? arrest. Under the circumstances it was deem?
ed best by his counsel J. D. MEBKAUOH, Esq., to
plead guilty of'grand larceny, and no defense was

This haying been appointed sentence day, the
prisoners who bad been convicted were brought
to tho bar and received their sentences as follows :
-The State vs. Thomas Harrington, guilty of j
manslaughter. The prisoner plead the benefit of
clergy and was sentenced to be imprisoned for ten
years in the Charleston jail until tho penitentiary
at Columbia ia completed, aud upon tho requisi?
tion of tho Governor to be transferred to the same
for the remainder of the term of his imprison?

The State VS. Major Larry and Samuel Cannon.
Grand. Larceny. The first plead guilty and the
latter was convicted by tho Jury. Both plead tho
benefit of clergy, and were sentenced to bo im?

tho completion of the penitentiary, and be then
transferred to that institution.

Prisoner plead guilty of graud larceny. The benc

as the previous sentences.
The State vs. Jack Harrisson or Harrison.
Guilty of grand larceny. Tho benefit of clergy was
allowed and he was sentenced to ten year's impris?
onment upon the same terms.
The State vs. Carroll Gains, Merritt Moore and
Wm. Green. Larceny. The benefit of clergy was
allowed, and they were sentenced to five years' im?
prisonment each, on the same terms.
The States?. Wm. Edmonds Fetit Larceny. Ono
years imprisonment on samo conditions.
The State M. Dominic Casey. Petit Larceny. A
sailed sentence was left, a bench warrant ordered
to be issued, and the defendant's recognizance to
be estreated.
The State vs. JNO. PENDERS* JAS SMITH and
THOS RILEY. Boarding; a vessel and not wearing
a proper badge. A notice of appeal was furnished
by tho Counsel and a sealed sentence was lett.
Tho Jurors for the third week wore thou called,
but a sufficient number not answering to their
names, a new tales venire was ordered to be made
out. Tho County Process Docket was then taken
up and sounded, and the days aaaigned to the dif?
ferent cases for trial. There was a good attendance
of tho Bar and several motions wero made, tho
hearing of which consumed tho entire morning un?
til the hour of adjournment.
Arnon? the cases argued was a snit brought by
Mrs. ENSTON to recover the reut of tho Charleston
Hotel from the estate of MIXER. Messrs. MoCn ADY
and O'CONNOR appeared for the cstato of MiXEn,
aud JOHN PHILLIPS, Esq., for Mrs. ENSTJN. The
points of tho caso, aa claimed by the d?fonce, wero
that the house was.rendered untenable by tho
shelling ; was struck several times, aud employees
and guests having both left it was necessary to
close it, and nc. the circumstances of tho times pre?
vented any business being transacted the tenants
.yore released from their obligations.
Mr. PHILLIPS argued that the leaso made no
such proviso ; that tho house was not turned over
to the owners, and no notification being given
them of the closing, that tho rent was legally due.
The point under discussion was a motion made
by Mr. O'CONNOR to compel Mrs. ENSTON te satisfy
a judgment sonferred as a security for the ront of
the hotel.
Tho Judge reserved his decision, and the case
will be fully heard at aa early day.

I. He it unacted, by the Senate and Haute of Represent %
lives, now met arid silting in General Assembly, and by the
authority vf the sam?, That it shall not be lawful for any
person, except a pilot or public officer, to board or at?
tempt to board a vessci arriving in the port or harbor of
Charleston, before such vessel shall have been made fast
to the wharf, without first obtaining 1 eave from the mas?
ter or person having chargo of such vessel, or from her
owner or agents.
II. It shall not be lawful for any owner, agent master,
or other person having charge of any vessel arriviug or
being m thc port of charleston, lo permit or authorize
any sailors, hotel or boarding house keeper, not licensed
as hereinalter provided, or any agent, runner or em?
ployee ol any sailor's or immigrant's hotel or boarding
house, to boord, or attempt to board, any vessel arriving
in, or lying, or i cing in the harbor er port ot Charleston,
bclore such vessel snail have boen made fast to the wharf,
or anchored, with intent to Invito, ask or solicit the
boarding ot any of the crow employed on such v easel.
III. It shall not bo lawful for any sailor's or immi?
grant's hotel or boarding house keeper, or the employee
of any sailor's or im ? igraut's hotel or boarding house
keeper, having boarded any vessel made fast to any wharf
in the port ol Charleston, to neglect or refuse to leave
paid vessel, after Lav.eg been ordered so to do by the
master or person having chargo of such vessel.
IV. lt shall not bo lawful lur any person to keep, con?
duct ur carry ou, either as owner, proprietor, agent or
otherwise, auy sailor's or inuuigiani's boarding house,
or sailor's or immigrant's hotel, in the city ol Charleston,
without having a license from the City Council thereof,
V. It sha:.' not be law; ul for any pursou, not having the
license in this Act provided, or not being thc regular
agent, ruuueror employee ol a person having such li?
cense, to invite, ask or solicit in thc city or harbor of
Charleston, the boarding or lodging ot any of the crew
employed on any vessel, or ol any immigrant arriving m
the said city of Charleston.
VL The City Council shall take the application of any
person upplyiug lor a license to keep a bailors' or immi?
grant's boarding notts?, or sailor's or immigrant's Loud,
in the city ol Charleston, and upon satislactory evidence
to them of tlie respectability and competency of such ap?
plicant, and ol' the suitableness of h's accommodations,
shall issue tn him n license, which shall be good tor ona
year, unless sooner revoked by said City Council, to
kceji a sailor's or immigrant's boarding bouse to the city
ol Charleston, und io invite and solicit boarders for the
same.
VU. The City Council may, upon satisfactory evidence
ol' thc disorderly character of any sailors' or imniigrants'
hotel or boarding house, licensed os hereinbefore pro?
vided, or of the keeper or proprietor of any such house,
ur of auy force, froud, deceit or misrepresentation, in in?
viting or soliciting boarders or lodgers for such house,
on tho part ol'such keeper or proprietor, or any of his
agents, ruuuors, or employees, or ot any attempt to per?
suade or eu Lieu any of thc crew to desert I rom any vessel
in tb-- harbor 04 Charleston, by auch keeper or propne
tor, or any ol bin agents, runners or employees, revoke
the license lor keeping such house.
VIII. Every person receiving thc license hereinbefore
provided lor shall pay to the City Council aforOhaid the
sum ol'twenty dollars.
IX. Toe saul City Council shall furnish to each sailor's
or Immigrant's hotel or boarding house keeper, licensed
?>y them as aforesaid, ono or inure badges or shields, on
which shall be printed or engraved thc narnu of such
hotel or boarding house keeper, and the number and
street of his ho el or boarding house; and which said
badges or shields shall be surrendered to said City Coun?
cil upon the revocation by them, or expiration of any
license granted by them, ss herein provided.
X. Every bailor's or iininigraut's hotel or boarding?
house keeper, and evory agent runnor or employee of
such hotel or boarding-house keeper, whenboanliug any
vessel iu the harbor of Charit, .?ton, or when inviting or
soliciting the boarding or lodging of any seaman, sailor
or person employed on any vessel, or of any immigrant,
shall wear, conspicuously displayed, tho shield or badgo
referred to in thc lorogoiug seetiou.
XI. lt shall not be lawful for any person, except those
na me, I in the preceding section, lo nave, wear, exhibitor
display any such shield or b:id;;e to any of the crew em?
ployed on auy vessel, or to any immigrant so arriving in

Xii. Whoever shall offend against any or either of the
provisions contained in scctiou 1, 2,3,4, 6,10 and ll, in
this Act shall bo ceemed guilty ol a misdemeanor, and
shall, upon conviction thereof, be punished by Imprison?
ment for a term not exceeding one year, and not less
than thirty daTs, or by a tine not exceeding two hundred
and tiny ??ollar-, and "not less than one hundred dollars,
or bv both such due aud imprisonment
XIII. The word "vessel," as usuu in this Act, shall in?
