CHANDLER, District Attorney for Eastern Virginia, has addressed a lotter to the Secre arv of War requesting that the Command? ant of Fortress Mrnroe be ordered to obey Judge UNDERWOOD'S writ for Mr. DAVIS. WASHINGTON, May 6.-A petition favoring tho par? don of Mr. DAVIS, was started herc, but met with little favor among his nearest, friends. It is well understood that Mr. DAVIS has not made, and it is said on good authority, he will not make any extra judicial appeal under any circumstances. WASHINGTON, May G.-Genoral EOUSSEAU has been ordered to the command of the Northwestern Military District, embracing Oregon and Washing? ton and Montana Territories. Supreme Court. WASHINGTON, May 6.-In tho Supremo Court, in the case of the Grey Jacket and cargo, the decis? ion of the lower Court was confirmed, condemn? ing her as a prize. Tho Court bold that there was no proof that the claimant was of the class ac? cepted by the proclamation of the President in December 8,1863. Hie own affidavit is not suffi? cient to estabdsh the negation required to be proven. Both the proclamation and the substi? tute of Jnly 17, are silent as to maritime captures like tho present, but tho proclamation will not bo held in any case to jxti ngu?sh tho liabilities of a vessel and cargo running the blockade and seized iu the act of so doing. The Court also holds that there is no ground for an order of further proof, the claimant has forfeited his right to auch an or? der by fraud, aud the evidence, as it exists, is sa? tisfactory to the Court. The order of the Secretary of the Treasury, re? mitting the forfeiture, does not affect the case, and if he does so his aots aro void. Tho case has no feature which recommends it to tho Court, or which redeems it iu any respect. Tho lower Court decisiens in tho cases of the brig Basldng Wave and tho bark Science, both from ibo Eastern District of Louisiana, were con? firmed. The decree of the some Court, in thc caso ol' the brig Volante, waa reversed and restitution ordered. In the case of the bark Gerisita, from the same Court, was affirmed. The Court ordered tho cap? tors to pay costs and expenses. WASHINGTON, May 6.-Attorney General STAN BEBBT closed the argument in the Georgia and M s* sissippi Injunction cases. He spoke as to general principles, denying the jurisdiction of the Court. There was in these cases no basis of property in which relief could be given. Only two of the ten States affected were here. That the Supreme Court was in tho bands of Congress, which might so act as to destroy its efficiency by impeaching the Judges on false accusations, or by denying thc salaries acquired for their support. It rests with the people ts secure the honesty of tho Legisla? ture, and to this basis we must look for the preser? vation of the right of citizenship and the integrity of tho States. The Court adjourned immediately on the close of STANBERRY'S argument. From Richmond RICHMOND, May G.-In the United States District Court, Judge UNDERWOOD, presiding. Among tho members of the Grand Jury wero J NO. M. Bo rrs. JOSEPH SEO AB and Loora MCKENZIE, also five col? ored men. The Judge on charlo congratulated the Jory that the court, which was threatened with destruction by assassination, thanks to Con? gress now met in security, this promises better things for Richmond, a city where the press had reached the lowest depths of profligacy ; the pul? pit had been prostituted oy ministers. Gay lotha? rios and licentiousness had ruled until half thc births were liligi tim ate. The Jury would have a gre?t deal of work, much of it created by the de? moralizing of the people by a disloyal press whioh had encouraged perjury and counterfeiting to cheat the Government. Ho called attention to the fact that the negroes were not allowed the freedom of the streetcars. The Examiner has information that the session of the Court will be prolonged until the adjourn? ment of the Supreme Court, when Chief Justice CRASS will come here and preside at tho trial of Mr. DAVIS. L. H. C HANDLER, prosecuting attorney, is now in New York consul ting with Mr. EVABTS, DAVIS' e an? sel, about the trial. Mr. DAVIS will probably bc brought here on Saturday, and then held by tho civil authorities until the trial. Chief Justice CHASE is expected next week. : t ; Prom New Orleans. New - ORLEANS, May G.-The following named men have been appointed a board by Gen. SHERI? DAN: EFFINGHAM, LAWRENCE, and HARRIS of Plaque mines, J. H. OGLESBY, Parish of Orleans, J. BOBN .SXDE of Ascension, W. D. SMITH, of Jefferson, W. L. MCMILLAN of Carroll. A fire broke out yesterday at a manufactory of composition roofing, endangering the gas works and was with difficulty got under; loss $2000. The negroes yesterday attempted to get up a ri it, taking possession of tho street cars appropri? ated for the nae of the whites, refusing to ride upon those appropriated for themselves. Ou Saturday night the negroes threatened to force entrance into the Fronch Opera House on equality with the whites. They appear determined to take advantage of the temporary reduotirra of the police force by Gen. SHERIDAN'S order, which was to thc effect that half of tho old force be discharged and be substituted by Union soldiers. During a heavy atorra last night, another ere-1 " vasse occurred on the wost bank of the river, thir? teen miles above the city, endangering tho safety of Algiers and thc Opebusas Railroad. The steamer Prince Albert, from Corpus Christi for New Orleans, with a cargo of cattle and hideB, was wrecked on the beach west of Galvcsto i yes? terday. Crow and passengers saved.
