roof of COXES* old cotton press-in Chalmers street
soon attracted attention. Although the hour was
an unusual one, the firemen were promptly oa the ]

Directors of the Charleston City Bailway Company,
by which it is declared that the cars ot the Com?
pany are open to the public, and that the right of
nil persons to ride therein is recognized. 1 trust
this action of your Company will be appreciated in
the right sense. Yon nave removed an occasion
lor colusi?n and disorder. Yon have added far?
ther and emphatic testimony of the disposition of
the people of the South to accept in good faith the
legitimate cons?quences of the enfranchisement of
the colored race. In tho concession of s common
right to share the privil?ge conferred for the bene?
fit of all citizens, you have discharged a plain
duty in a manner most conducive to tue public in?
terests.
It u more gratifying to soa the citizens them?
selves take the mitutive in measures tending to
-promote tranquillity, concord and peace, than to
find myself constrained to exercise authority to
secure those ends. Hence, I bavo not yielded to
the impatience of those who desired to press this
cues tion upon tho attention of the military au?
thorities, feeling confident that in this, as in other
aimil ar' matters, a more satisfactory and permanent
?olntion would be found in the voluntary action of
those most interested in doing equal justice to the

Tux CATTLE TRADE.-Ono of the unfortunate
.osults of the 'late war was the wholesale draft
nade upon the cattle in the State in order to feed
?ho army. The stock raisers have never recov?
ered from this demand upon them, and the Charles
ion market has been supplied only by thc few
.attie that had escaped the clutches of the Com
nissary, or had been hidden in the swamps at the
time. At tho close of tho war every one became
Luxions to push their stock to market in order to
?aise money for supplies, and the cattle were col?
ee ted from various parts of the country, and
ihipped to Charleston. This tended to lower the
nice of beef at the time, but the temporary sup
>ly was soon exhausted, and the butchers wore
brown upon their own resources to furnish the
narket. The railroads wero not completed, and
here was no means of bringing Tennessee stock
nto Charleston but by driving them, which was
aborious and expensive.
Formerly cattle were brought in large droves
rom the West and Florida, but the war has pro
rably drained both of those sections of their re
?ources, as the supply hes been extremely
neagre. The meat market of Charleston has been
tradually deteriorating and advancing in price,
m til at present the quality and quantity are far
lohind the palmy days of yore. The high price
harked, twenty and thirty cents per pound, may
ie owing to the want of sufficient stock, but with
he facilities for transportation now presented this
3 inexcusable, and the condition of the market is
great tax upon persons of every class, but par
icularly upon tho poor, who are often debarred
com the use of meat by the exorbitant prices de?
luded.
Ten and fifteen cents was formerly considered a
lir price, but with the same advantages for trans?
portation, twenty-five and thirty cents is now
barged, and the meat, of all kinds, is decidedly in
srior. 'It is singular that the caterers of the mar?
et do not endeavor to procure an abundance of
neat, for certainly at the present time the quality
nd the price are such as only necessity would ac
ept.
' MAYOR'S COURT, April 8.-A little colored boy?

ho Freedmen's Orphan Asylum.
A female, who is regarded as an old customer,
ras fined $5 for being drunk and noisy in the

The different witnesses, both for the defense,
nd the prosecution were examined, and their
ombined evidence tended to show that the prose
inting parties had been plainly at fault, and were
n short perjured. ~
Neither the counsel for the defense or proseou
ion essayed any argument, and with a short
barge from the Judge, the case was left to the
"ury, who, without leaving their Beats, returned a
erdict of not guilty.
When tho verdict was rendered the Attorney
ieneral made ?motion that a warrant of perjury
te issued against HANLEY, which was concurred in
lythe court, and HANLEY was arrested for the
Qisdemeanor." -1 g .. .
The ?vidence elicited in this case plainly proved
li?t the-charge was brought by malice, as* Mrs.
?0LLOUQH and her immediate family were proved
oibe honest and hard working, and their conduct
ras guaranteed by many of the most respectable
Fitnesses in the neighborhood.
HANLEY and his wife were not only indicted for
terjury, but strong suspicions were raised that
hey had poisoned the late Mr. BOLLOUGH, and
tad intended perpetrating a similar crime upon
he remainder of the family.
After a recess of half an hour, the case, of Garritt
laina, Merritt Moore and Wm. Greene; colored,
ros taken up. .
The prisoners were charged with having stolen
wo barrels}.oT superfine sugar from Messrs. G. W:
VXLLUKS A Co.'s store, on tho 19th April. Thc
heft was don? through the connivance bf some of
he colored employees of the store. .
R. W. SEYMOUR appeared for the defence, and
he Attorney-General replied. The Judge charged
he Jury w! o returned a verdict of guilty.

of the disorderly character of any sailors' or lmmigranta*

viting or soliciting boarders or lodgers for such house,
on the part of such keeper or proprietor, or any of bis
agents, runners, or employees, or of any attempt to per?

YUL Every person receiving the license hereinbefore
provided tor shall pay to the City Council aforesaid the
sum of twenty dollars.
Ci. The said City council shall furnish to each Bailor's
or immigrant's hotel or boarding house keeper, Roen sed
by them as aforesaid, one or more badges or shields, an
which shall be printed ar engraved ute name of snob

license granted by thant, as herein provided.
X. Every sailor's rr immigrant's hotel or boarding
bouse keeper, and every agent, ronner or employee of
euch hotel or boarding-house keeper, when boarding any
vessel in the harbor of Charleston, or when inviting or
soliciting the boarding or lodging of any seaman, sailor
or person employed on any vessel, or of any immigrant,
shall wear, conspicuously displayed, the shield or badge
referred to in the foregoing section.
XL lt shall not be lawful for any person, except those
named In the preceding section, to i-ave, wear, exhibitor
display any such shield or badge to any of tbs crew em?
ployed on any vessel, or to any immigrant so arriving m
tho city of Charleston, with the intent to invite, ask or
solid t the boarding or lodging of such immigrant or ot

than thirty days, or by a fine not exceeding two hundred
and fifty dollar', and not less than one hundred dollars,
or by both auch fine and imprisonment.
