The issue which Governor PEBKT has, we
think, unfortunately made before the people of
the State is so grave that wo'feel it bur duly to
urge upon them the fullest- consideration ol its
-consequences: is it wise for the people of the
State to refuse to call a Convention and take
the preliminary steps to restoration to the righi
of representation?
? It seems to ua too clear for argument, that if
it is, indeed, doubtftil whether the State will be
admiftad to representation . after oomplying
with the conditions precedent,; it is still wise to
comply ^vith them. Because, if that represen?
tation be iefusebV^ can only be on account 'of
the strength of the extreme Radical wing ol
fcheT Republican ^arty; and if 'they have the
^power stiIKo enforce, pur exclusion . when we
have complied with, t^e .t.cru\3 required, will not
tl)o same power be ready to enforce still' more
hostile legislation because we* have not com?

If he proves fit for his citizenship, being free
there is no reason why he should be excluded.
If hc'is not fit he will not exercise it except in
dependence upon others.
! Have not recent events proved that the pur?
pose of the "military governments is to carry
out the Reconstruction Act. What does the
correspondence between General POPE and
Governor JENKINS-what does the notice given
by General SCHOFIELD to the Richmond Tima
mean but this? Tho Reconstruction Act is to
be enforced, and the States restored to the
Union under the conditions of that act; and no
interference against the means so provided
will be tolerated, ls it supposable -that-wc will
bc allowed to effeot, by passive resistance, what
other States are forbidden to do by active re?
sistance? And if restoration is tho end, why
should-we oppose it? We may not, with our
present feelings, value representation as a po?
litical -privilege; but does any one doubt the
advantage to the'South, in every point of view,
if it had twenty Senators and its compliment
of Representatives to represent its interests
to speak its f?elings-to vindicate its conduct?
For five years we fought bravely against
overwhelming odds to go out of the Union, and
we were beaten. For two years we fought
with the President to come back on our own
teams, arid wc were beaten: and common
sense, and an experience by no means common;
ought to have taught us that if we again fight
Congress against the terms which have been
prescribed, we will be beaten again!- J.
And if we must return, where is the dignity
or the wisdom of returning under protest? Il
\\ ? think the judgment, harsh-if our feelings
must^find voice-let us, if we will, exclaim,
like Madame ROLAND, as she passed tranquilly
to execution, "Oh, Liberty, how many tsrimejs
