John Quincy Adams, in Washington, proposed this
sentiment:" Universal suffrage and universal educa?
tion." It has been answered in away which Calhoun
never expected, and which his followers might

John Quincy Adams in 1819" but at a dinner at
Brown's Hotel on the occasion of the annual elec?
tion of the Columbian Institute December 27,1823,

caucus of " sixty-six" which nominated William
H. Crawford, then Secretary of tho Treasury for
tho Presidency. Mr. Adams had been , elected
president of the socioty, and at the dinner, gave tho
following toast: "The lamp of liberty lighted by
tho torch of science."

And among the other toasts ofioiod on the occasion
were these: by Mr. Maldon Dickinson, of N. J.:

planetarion, the electric road and the steamboat:
the triumph of American genius over the prejudices
of Europe."
It now appears from Mr. Calhoun's toast that
ho was nearly a - half a century in advance of
Wendell Piiillips, who how proposes constitutional
amendments, ono establishing universal suffrage
in sptto of st to legistation, anothor establishing
common schools by act of Congress' in any State

in almost every conceivable article to send agents

we believe, consider them very useful members of
society and give them a courteous reception. It

CHOP PROSPECTS.-Wo have information from
almost every portion of our district that the present
appearance of the wheat crop is very nattering,
lue weatherTor tho last throe or four weeks, hus
been quite favorable to its growth, and a large
crop is anticipated.

determined to do their best. ?Such a Bpizit as this
will soon overcome the difficulties caused by the
scarcity of money. Corn and cotton planting is
going on rapidly, and the determination is to moke
a good showing if the seasons are propitious.

COTTON.-The steady decline which has for some
time characterized the Cotton market, and which was no
doubt mainly caused by the markets of the world be?
coming temporarily glutted with' cotton goods, has had
an additional and mora active downward tendency given
to it by the imminence of war on the Continent of Eu?
rope, tho action of the combined causes producing sn
almost daily decline, and lowering prices to a figure be?
low the views of the most desponding. Since Wednes?
day tho 17th inst, prices have receded rally three cents
t-j Jb., Middling Uplands being quoted on that day at 20?
2G*?c. ? lb., and closing yesterday at 23c $ lb. The
receipts at this point continue to fall off, and were for tbs
past week 123 bales of Sea Island and 1251 bales of Up?
land Cotton, against 140 bales of Sea Island a id 1919
bales of Upland Cotton the week before, and showing tho
most limited arrivals of any week since last September.
The following is a report of the daily transactions in this
market for the past week:
On Friday, tho 19th instant, the unsettled condition of
prices, and the day being Good Friday, there waa but lit.
tie disposion to transact business, and tho sales were
only 29 bales at nominal rates.
On Saturday'the market continued flat under declining
foreign news, and the sales, which amounted to 134 bales,
were'at a decline of about two cents fl fis. from the
prices of the previous Wednesday, Low Middling selling
at 23c, and Middling at 23j?c ? B.
On Monday there was a light demand, principally for
the better grades at rather firmer prices. Sales 143 bales;
Middling being quoted at 23??a24c
On-Tuesday prices were irregular and generally easier,
the transactions being .mostly in the lower qu^Htiea.
Sales 227 bales; Low Middlings selling at 21 H?22c
?? lb.
On Wednesday holders were offering but light stocks,
but prices were weak, under news of a further decline at
Liverpool. Sales only- 51 bales; Middling Uplands sell?
ing at,23c. ? lb.
yesterday the market was steady. Sales 100 bales-say
21 at 20; 12 at 20K; IS at 21; 63 at 21X; 17 at 22; Sat

opened this morning with a continuance of tao previous
dullness, andas no thing trau spired io s tim ula tc opera-*
taons, the movement has exhibited little activity at any
time throughout. The discouraging tone of the New
York market, and tho heavy fluctuations attending tho
course of sterling exchange, contributed not a little to thc
general inuction. The supply and demand were quite
restricted, tue anticipation ol o reaction, on tho ono hand,
inuueing holders to keep their tables covered, wuilo on
the other, o belief that prices hud not yet reached thu
lowest PMBt, restrained most buyers ?rom op
crating, ' uro latter opinion being predicated on
the warlike attitude of Europe. Hence thc
sales were light, being confined to IMO boles, token by
seven brokers, at irregular but easier prices, tue market
closing so completely unsettled os to prevent any and all
attempts at definite quotations. Toward thc close a
rumor prevailed to the effect that in addition to the above
a sale of 400 boles hod been cn'octod, but being unable to
