100 bales on the basis of 25 conta, for Middling Upland,

FLOUR.-Wo continue to notice a dull market, and
prices favor buyers 25a50 cents, per bbl. on spring wheat
brands of Super and Extra city ground. Low grados of

V. It shall not bo lawful for any person, not having tho

Charleston, tho boarding or lodging of any of tho crew
employed on any vessel, or ot uny immigrant arriving m

VL The City Council shall take the application of any
person axiplyiug l'or a license to keep a sailors' or immi?
grant's boarding house, or sailor's or immigrant's hotel,
ia thc city ol charleston, 'and upon saustuclory evident o
lo them of the respectability and competency of such ap?
plicant, and of the suitableness of hus accommoa?aons,
shall issue to hun a license, which shall Le good, for ono
year, unless sooner revoked by said City Council, to
keep a sailor's or immigrant's boarding house in the city
of charleston, and to invite and solicit boarders tor the

VU. Tho City Council may, upon satisfactory evidence
of the disorderly cnarocter o*' any sailors' or immigrants'
hotel or boarding house, licensed as hereinbefore pro?
vided, or of tho keeper or proprietor of auy such house,
or of any force, iraud, deceit or misrepresentation, in in?
viting or soliciting boarders or lodgers for. euch house,
on tho part of such keeper or proprietor, or any of lils
agents, runners, or employees, or of any attempt to pox- |
suado or entice any of thu crew to desert irom any vessel
in the harbor of Charleston, uy such keeper or proprie?
tor, or any of his agents, runners or employees, revoke
tho liconso for keeping such house. -
YUL Every person receiving tho license hereinbefore
provided for shall pay to tho City Council aforesaid the
sum of twenty doUars. ..."
IX. The said City Council sholl furnish to each sailor's
or immigrant's hotel or boarding house keeper, licensed
by them as aforesaid, ono or more badges or shields, on
which sholl bu printed or engraved tho nome of such
hotel or boarding house keeper, and tho number and
stroot qf his hotel or boarding houso; and which i said
badges or BhieldsshoU bo surrendered to said City Coun?
cil upon tho revocation by them, or expiration of any
license granted by them, os herein provided. ;
X. Every sailor's or immigrant's hotel or boarding?
house keeper, and every agent, runner or employ?e of
such hotel or boardtng-houso keeper, when boarding any
vessel tu thu harbor of Charleston, or wben inviting or
Holici ting tile boarding or lodging of any Beaman, sailor
or person employed on any vessel, or of auy immigrant,
shall wear, conspicuously displayed, thc shield or badge
referred to in tho foregoing section.
XI. It shaU not be lawful for any person, except those
named in the preceding section, to eave, wear, exhibit or
display any such shield or badge to any of tho crew em?
ployed on any vessel, or to any immigrant so arriving In
Ute city of Charleston, with tho intent-to invite, ask .or [
solicit the boarding or lodging of such Immigrant or ol
any of the crew employed oa any vessel being in tho
harbor or Charleston.
xxl. Whoever shah offend against any or either of thc
provisions contained in section 1, 2,3,4, 5, lu und ll, in
this Act, sholl be teemed guilty ol a misdemeanor, and
shall, upon conviction thereof,- be punished -by imprison?
ment for a term not exceeding one year, and not less
titan thirty days, or by a fine not exceeding two hundred
and fifty dollar*, and not less than one hundred dollars,
or hy both such fine aud Imprisonment.
Xl IL The word "vessel," as used in this Act, shall in?
clude vessels propelled by steam. .
