This very interesting quarterly is published in
Boston, by LITTLE, BROWN & Co.
NEW OBOAN.-The congregation of the Unita?
rian Church have recently obtained from the North
a fine organ in place of tile one formerly owned
by them. This iris trament came by tho last trip
of the Saragossa, and tras immediately put to?
gether, and placed in the proper position. It is a
.^mull organ, but has all of tho modern improve?
ments, and is finished in its different details. It
will be quite an addition to the choir,, and will ren?
der tho church more attractive than ever. The
organ was procurred at the North by Mr. N. M.
PORTER, who purchased it for the church.
DowsFXLL.-The fence that once stood on the
King strwt side of the Citadel Green, and which
was covered with gafty-painted posters, annonne
ing to the world that MOTE LITMAN'S show was bo
uind them, has been romcved.. Tho place that
knew it once knows it now no more ; its glory has
departed, and until another eirena arrives to cheer
tis, we will be deprived of the'sight of the sacred
cow, the nimble horses, tho flying leaps, &c., which
stimulated the curiosity, and wero the cause
of many visits to the hugo pavilion. With the ex?
ception of a huge ring, nothing remains to tell the
t;pot where the knights of tito sawdust wero wont
to display the wonders of their art. The ring is
still used by a number of small darkies, who have
circus on the brain, and who practice ground and
lofty tumblings, and aommersaults, to the great
edification of their compeers, and without any
manifest injury to their woolly craniums.
MAYOB'S COOBT, April 4>-Two white boys, whose
names before a long period will bo very prominent
in the records of the Court of Sessions, were
brought up for stealing some fancy goods at the
fire, and after receiving a lecture from his Honor,
-were sentenced to an imprisonment of one week
each.
. Sam Eraser, a colored driver, who accidentally
run his cart against a lamp post and damaged the
l?utern, had his case referred to the Gas Company
for settlement.
Phoebe Bryant, a woman of color, who had gone
into tho room of Henry Lewis, and grabbed from
awash tub, therein situated, a towel, an under
hhirt and two shirts, with which sb? wa? -walking
_ ?OT?T?T seized both her andifeeS
goods and brought them to Court. She was im?
prisoned one week. '
FTBE."- At-SJ A. M. yesterday a fire broke out in
the'premises in Victoria Range, King street, occu- | j
pied -by Messrs. HOFFMAN, BBABHAIT & Co., as a
dry goods and clothing store.' It was first dis?
covered in the rear of the second story, which was
used as a work -room to make up the clothing.
The flames spread-rapidly, and although the
engines were:prornptiy on the ground, they could
not prevent the destruction of the building. Hone
of the stock was removed, and what was not de?
stroyed by the fire was damaged by water ?o as to
be useless. The fire communicated to the roofs
of the adjoining buildings, and the stores were
deluged with water, injuring the. goods materially.
Mr.'Wm. MATHTESSON'S clothing store,1'to tho north
. of the burnt building, was damaged "by both fire
and water, but only a emili .portion of the stock
was injured, and it was fully covered by insurance.
' Mr. Jos. FBAKK, who owned both the store and
?tock of the dry goods eateollshmont to tho south,
had $8000 insurance on tho house, and $16,000 on
tho stock. His losses, however, will not reach
that amount. Tho store occupied by Messrs.
HOFFMAN, BRABHAM & CO., was 'owned by Mr.
LOPE, and was insured for $5000 ; tho stock was
insured for $20,000 in several of the city agencies.
The fire is presumed td" have been .used by an
incendiary, as the store was; closed early in the
evening, and no one slept - on the premises. The
iront of the building and the lower story aro com?
paratively unharmed, but the interior was com?
pletely destroyed, and the raina will mar the
appearance of King street considerably. | (

Middle street, measuring in front on Middle street
seventy-one feet, and in depth seventy-six feet,
more or less. The dwelling luis'six straight rooms,
with double piazza. On the lot are likewise a large
kitchen and stable, $3,700.'
All that lot of land, with tho buildings thereon,
situate on .the south side of Vanderhorst street,
city of Charleston, -measuring 60 feet on the front
and bask lines, and .181 feet in depth on the east
lie, and 183 feet on the west line, $3925.
At the name plage Mr. JAS. L. GANTT sold for JAS.
TTJPEEB, Esq. , lyster in Equity, oil that lot of land,
situate on the north side of Queen street, in tho
city of Charleston, distinguished by the number
61, measuring in front on said street, and running
from east to.wost, 22 feet G inchea, and in depth
from south to north ^120 feet, $1170. " '
ABTEBTIBINO.-The advantages to be gained by I
Advertising have been portrayed so often that it ia
almost useless to expatiate ' on the subject. Suc?
cess is dependent, in a great measure, upon the
favor of the community, andi that, can only be ob-'
tained by presenting the claims to their patronage
conspicuously before them. The South has .been
behind the age in this particular .and should take
lessons from those places where advertising is re
doced to a science,' and every available means is
employed to gain the public eye. .
The Thunderer of the press is perhaps the larg?
est advertising sheet in the world, but JNO. BOLL
cannot competo with his Yankee cousin in this re
. . j spect, for the means employed by the latter to at
; tract attention and puff his goods ' are' not to be
equalled. - In the Northorn cities advertising is I
carried to an excess and is not confined to news?
papers, but houses, fences, and oven individuals
' (tte ornamented-with placards setting forth the
advantages to be gained by purchasing certain
- nostrums. - The great patent medicines of the day
Juive gamed their notoriety simply by the exten?
sive advertising done by the proprietors, and their !
Buccess has amply repaid this outlay.
In our own city, beyond the postera of some com?
ing exhibition, the' advertising is confined to the I
I aewspapera, and it is only" through them, that tho i
public are informed of the numerous places where I
they can obtain the cheapest and the best goods.
Contract with the outside world has considerably
enlarged the views of some of our merchants, and
they have lately adopted a few of the customs pre?
valent at tho North. While taking a walk a few
days since, wo encountered a stalwart son of HAM
hearnig a wooden sign which stated to the world |
that cheap clothing could be obtained at Messrs.

the benefit of mankind. Amidst all tho signs of

this section of your native land has been engraven

Mr. W. B. Hood, to Miss Sarah J. Hitmant, Esq.,

PLANTING OPEEATIONB. -We are pleased to learn 1
that tis? planters in the lower Districts have gene?
rally been successful in obtaining their labor for ?
the coming year, and in making the necessary
irrangements to work a crop. In Beaufort and :
Colloton Districts they have been retarded by the
difficulty in obtaining their lands from the Govern?
ment, and when this was effected, the neglect of |
four years had to be repaired. Notwithstanding
Lhese drawbacks, they have gone to work bravely,
md have succeeded in producing order out of con?
fusion. The sea island cotton and rice plantations
)f these Districts are perhaps* the richest in the
State, and before the war were in a highly culti?
vated condition. Many of them escaped tho havoc
jf war, and the owners are now enabled to sit mi?
ler their own vine and their own fig tree ; but
bese are raze cases ; most of the dwelling houses
vere burnt, and many of the negro cabins snared j
?ie same fate, and the owners-were compelled to
.ongh.it as best they could. Those who succeeded |
n making a crop last year have devoted a portion
)f the proceeds toward rebuilding these houses
ind improving their plantations, i More land bas
-teen reclaimed, and hopes are entertained that |
x>th the cotton and rice crops will greatly exceed
hose of last year. This section of country was
considered the Garden of the State, and from the
mcrgy now displayed by the proprietors, it will
lot be many years before it will be reclaimed from
bs wilderness, and be again made to blossom like
the rose.

I. Be a enacted, by the Senate and Haute of Representa?
tives, now met and sitting in General Assembly, and by the
authority of the tame. That it shall not be lawful for any
person, except a pilot or public officer, to board or at?
tempt to board a vessel arriving in the port or harbor of
Charleston, before such vessel shall have been made fast
to thc wharf, without first'obtaining leave from the mas?
ter or person having charge of such vessel, or from her
owner or agents.
IL It shall not be lawful for any owner, agent, master,
or other person having charge of any vessel .arriving or
being in the port of Charleston, io permit or authorize
any aahors, hotel or boarding house keeper, not licensed
as hereinafter provided, or any agent, renner or em?
ployee ot any sailor's or immigrant's hotel or boarding
house, to board, or attempt to board, any vessel arriving
'in, or lying, or - eing in the harbor or port of " Charleston,
before euch vessel shall have bees made fast to the wharf,
or anchored, with intent to invite, ask. , or solicit the
boarding of any of the crew employed on such vessel.

agent, runner or employee of a person having such li?
cense, to invite, ask or solicit In the city or harbor of
Charleston, the boarding or lodging of any of the crew
employed on any vessel, or of any immigrant arriving m
the said city of Charleston. ; - ,
VL The City Council shall take the application of say

to them of the respectability and competency of such ap?

VIL The City Council may, upon satisfactory evidence
of the disorderly enaracter of any sailors* or immigrants'
hotel or boarding house, licensed as hereinbefore pro?
vided, or of thc .keeper or proprietor ol any such house,
or of any force, fraud, deceit oz rcisreprcaentation, in in*
vi ting or soliciting boarders or lodgers for suah house,
on the part of such keeper or proprietor, or any of his
agents, runners, or employees, or of. any attempt to per?
suade or entice any of the crew to desert jrom any vessel
in the harbor of Charleston, by such keeper or proprie?
tor, or any of his agents, runners or employees, revoke
tho license for keeping such house.
VIII Every person receiving the license hereinbefore
provided tor shall pay to tho city Council aforesaid the
sum of twenty dollars. .....
IX. Tho said dry council shall tarnish to each sailor ?
or immigrant's hotel or boarding house keeper, licensed
by them os aforesaid, one or more badges or shields, on
which shall be printed or engraved the name of such
hotel or boarding house keeler, and tho number and
street of his ho el or boarding house: and walch said
badges or shields shall bo surrendered to said City Coun?
cil upou the revocation by them, or orptraOon of any
license granted by them, as herein provided. -
X Every sailor's or immigrant's hotel or boarding,
house keeper, and every agent, runner or employee of
snob hotel or boarding-house keeper, when-boarding any
vessel in tho harbor or Charleston, ox. when inviting or
soliciting the boaiding 'xe lodging of any seaman, sailor
or person employed on any vessel, or of any immigrant,
shall wear, conspicuously displayed, the shield or badge
referred to in the loregoing section.
XL lt shall not be lawful for any pereon, except those
named in the preceding secoue, to i.avo, wear, exhibitor
display any such shield or badge to any of the crew em?
ployed on any vessel, or to any immigrant-so arriving m
the city of Charleston, with the intent to invite, ask or
solicit tao boarding or lodging of such Immigrant or ot
any of the crew employed o? any vessel being in the
harbor of Charleston.
XC Whoever shah offend against any or either of tho
provisions contained in section 1, 2,3,4, 5,10 and ll, in
this Act, shall be ceerded guilty ol anuVuemnanor, and
shall, upon conviction thereof, be punished by Imprison?
ment for a term not exceeding one year, and not less
than thirty days, or bv a fine not exceeding two hundred
