BUTTON'S fine steamer the Seagull, had a trifling accident to her. machinery on her voyage bonce to Baltimore on the 30th, and has put into Fortress Monroo for repair! Had the policeman boen so unfortunate as to have been hit by this missile, ho would, no doubt, have boen seriously, if not fatally injured. Tho scoundrel who took this cowardly way to hurt a most excellent- mon made his oscape so expeditiously that no trace could be discovered of him, though immediate search was made. David Brown, a colored laborer, who not only re? used to work for a dollar and a quarter a day, but ittempted to interfere with others of au industri? es turn, who were willing to take that amount, vas fined $5. An elderly female, who refused to let her chim ?ey be swept, was mulct in $10. . . Edward Moultrie, a very black individual, who :'drawod" a sling shot on some darkeys with whom tie was quarrelling, was fined $3. Henry Page, a man of color, who dunned one Henry Deane, of the same persuasion, for five dol? lars borrowed money, and received a challenge for 1 fight instead of the greenbacks, and who was "double-banked" by Beveral of Deane's friends, ind then drew a pistol which was unloaded, made bhis statement, which iras not contradicted. STEELE, Esq., the Secretary and Treasurer, read his report : Gentlemen : In accordance with the practice of all associations of this kind, the Secretary presente to you a condensed report of the transactions of this Board during the period of his official services. Before entering, however, upon the details of a formal report, he would take occasion to acknowl? edge the goodness of Him in "whom we live, and move, and have our being," by whose favoring caro the life and health of each ono of ns has been pre? served. It can rarely be said of an association, so large as ours, that, at the close of the year, no death hos been recorded. Surely, then, it is right that thu manifest providential caro should be gratefully acknowledged. Ho would, also, take occasion to siy that bia Labors have been cheered and lightened by the cordial co-operation of the members of your hon? orable body, the constituted guardians of the trade and commerce of this city, likewise by the assistance of others, who, though holding no con? nection with the Board, are, nevertheless, our friends. He entered upon his duties, personally, a strang? er to tho majority of the Board, and it is gratifying to him to hare received from the Committee ap? pointed to examino his books, also from the Exec? utive Committeo and from the Board, who adopted unanimously the resolutions reported by them at the last meeting, the flattering testimony of his labors, and he begs to return to all of you his heartfelt thanks. Commerce, once the pride of this city, but which was entirely broken up by the ravages of war, bas. greatly revived, and has, thron ?h its several agents, aw ?kened to a sense of its importance, and seems resolved not to be behind in the race for the golden prize. Numerous steamship lines have been put in suc? cessful operation, running both to Northern and Southern ports. The South Carolina and Kortheastern Railroads, well equipped and efficiently managed, are also in successful operation. Horgan, a member ot tho Executive Committeo, and this waa j in consoquen:e of his removing from tho city. GENERAL BUSINESS. Soon after tho organization of the Board sub- j committees woro appointed, and various impor? tant questions refcrrod to them for consideration. Tho Chairman of the Committee on Hall, Bead? ing Boom, sad Library made a report, which was referred hack to tho Executive Committee for pru den tial reasons. This is a subject which has, since the formation of tbe Board, occupied its attention, and the Sec? retary hogs to rocommend an early action on the part of the Hoard. It is to bo boped that this Board will lead off in this grand scheme, not only for the diffusion of j knowledge and intercourse among its members, but for tho good oi the people of our city and State. The Committees on Inland Transportation and ; Coastwise Navigation, two of. the most impor? tant of our committees, have been at work tho entire year.- and presented several inter estit g report?. Besides these we have had j interesting debates, Reports on the Blue Bidge Bailroad from Messrs. Trenholm & Gourdin-on | tho Bankrupt Law, Bales of Wharfage, on the construction of the Cheraw and Coalfield Bailroad, when addresses wero made by Messrs. B. D. Town- I send and Allon McFarland-the Usury Laws, and ! many other topics. W? have also put ourselves in communication with Chambers of Commerce and Boards of Trade in various parts if tho United States, and have been in receipt of important communications from many of them. Altogether the Charleston Board of Trade has even.- reason to feel gratified at the degree of suc? cess that has crowned its new-born efforts thus far. It has often been asked, what has the Board of | Trade done? Doubtless .tho .objects and inten? tions of this body are, in many instances, misun? derstood. It 3hould bc impressed upon tho minds of those who aro apt to ask, what has been accom? plished? that the Board of Trade is no legislative body, endowed with the privilege of enforcing its convictions in the shape of laws upon the people about us. We have no actual po ver to improve business facilities or destroy monopolies; hut we i have the advantage of making tho feeling of the community publicly known. Every merchant of our city, in whatever kind of ! business, ha? tho privilege of joining our body, and I thus secure tu himself the advantage of expres? sing publicly bis ideas on the business points of tho day. Merchants of every grade and standing meet ! here on equal footing. Ali have a right to be heard, and tbe decision of the Board of Trade may always be considered an index to the feelings and wishes of a majority of the business men of our city. We pretend, through our members, to represent energy, experience and cap.tal, and there is no reason why the mercantile voice of Charleston should not meet with tho same attention and re? spect as is given to associations of the same character in our sister cities. Let us not, then, grow weary in well doing, and I I think we bave every reason to look forward to a 1 bright and happy future. FINANCE. The aggregate receipts of the past year amount to $2163 62. Expond.tures $894 51, leaving a bal anco in tho Treasury of $1769 ll. Before closing this report, your Secretary knows that he is expressing the s ntiment of every indi? vidual mombor of the Board when ho mentions the many acts of kindness and attention to our body on the part of Messrs. White & Mixer. Not only bave we had the use of their elegant | club room during all the past year, free of charge, but they have furthermore furnished us on all oc? casions with every conceivable facility in their power, and what, under other circumstances, would have been an onerous obligation, by their polite? ness and pleasant manner has made it almost un? felt, thus in reality,' howover, entitling them to greater thanks from the Board.
