The 17th Annual Commencement of the College .
of Physicians and Surgeons, took place at Stein?
way Hall on Thursday night. There were ninety

Tho Winnsboro (S. C.) News says : "We do not
hnow what other communities and sections may
think of the situation, but there are indications
here that the people aro ready for accepting that
situation aa it exists, and making most of the par?
tial advantages which action may promise.
The supply of ice in Now York city for local con?
sumption the present year amounts to 593,000
tons, an excess of 55,000 over that of the previous
year. This amount is distributed among eight,
compa??a, one of which'owns over one-half of the
entire number of tons.
In the New Jersey Assembly, on Wednesday, the
Tepon of the committee in favor of amending the
State Constitution so as to allow colored persons
io vote was rejected.. The Assembly is composed
' " of a majority of Radicals. Congress should at
once send on an "investigating committee" to that
hody, to see if the State ought not to bo "territo
xalized."
One of the best appointments, in our estimation
made by the President is that of Mr. HENRY BAB
WABD, (now President of St. Johns College, Annap?
olis, Md.,) for Commissioner of Education. He
was confirmed a few days ago by the Senate. We
do not approve of the Bureau of Education, but
since such an agency has been established by law,
we are glad it has fallen into competent hands.
Dr. JOSEPH E. CLAGGETT, late of tho Confederate
States army, has been appointed Professor of Med?
ical Chemistry and Pharmacy in the medical de?
partment of the Washington CDiversity, at Balti?
more, Md. A very good appointment. Dr. CLAG
GETT was in charge of what is known in army
phrase as the "Distributing Hospital" of General
LEK'S army, and endeared himself to all who carno
in contact with him.
The Columbus (Ga.) Enquirer, of the 16th inst.,
says : "It gives ns pleasure to learn that the cot?
ton factory, located three miles above the city, has
commenced operations, and is turning out superior
work. The thread manufactured there is said to
be quite even and fine. We have not heard that it
has yet commenced Weaving. May it have a pros?
perous career of long duration, and prove one of
the most useful and profitable _of our industrial
establishments.
Mr. HESTON, the cashier of the Farmers' Bank of
Wilmington, Delaware, is charged with a defalca?
tion of nearly $10,000. He himself informed the
President and Directors of the fact, and offered as
an excuse that hiB salary of $1200 fer year was not
sufficient to support him and his family. He is
about thirty-seven years of age ; has been for a
. long time a member of the church, and for the last
twelve years connected with the bank. .His secu?
rities, it is said, are (good for the amount of the
defalcation. -
The Dundee (Scotland) Advertiser says : "In the
*^?BLtXi Debt Court, recently, a very clever retort
was given by a witness in reply to a question. The
witness, who waa an elderly man, was asked if he
knew a liare' from a rabbit.? The man exhibited
some amazement, and did not appear to think the
lawyer was in earnest. The question was then re?
peated, when the witness, with great composure,
quietly replied, .'Do ye ken a horse foe a coo?'
The reply, as may be imagined, excited great mer?
riment."
GABB?iag has issued a stirring electoral mani?
festo to' the Italian people. Its precise effect is
not yet known, for a cable dispatch of yesterday
informa na that the result of the general election
ia still doubtful, as in about oiio-half of the places
new elections must be held. GARIBALDI hirnaelf
has, of course, been re-elected, and will be the
leader of the opposition against the Ministry. As
regards the great question of Italian politics-the
annexation of Borne-GARIBALDI stated, in a re?
cent speech at Bologna, that he preferred a peace?
able solution, bot that if no other moans availed,
recourse must again be had to revolution.
The general ticket agenta of the varions rail?
roads of the United States held their annual con?
vention at Memphis, last week. Various matters
connected with railroads were discussed, and,
among other things, it was decided that free bag?
gage should be limited to 100 pounds, o il in excess
of this to be charged fifteen per cent over first
class through rates, the costs to be collected as
fax aa such baggage is checked. It was also de?
cided that claims on lost baggage (admitted and
nnlooated) bo charged pro rata to roads constitut?
ing the line on which the baggage waa checked
through.
Mr. HOFFMAN sends to the Qriincy (Fla.) Com?
monwealth the following terse account of the
present condition of things in Texas : "Provisions
cheap and abundant; corn selling about 75 cents
per bushel; pork 4 and 5 cents per pound. Largo
quantities of wheat made, sufficient for home con?
sumption, at 75 cents per bushel; horses (pretty
fair) from $50 to $100; cotton crop excellons-selling
there from 15 to 18 cents in gold; freedmen behav?
ing very well, and giving general satisfaction; landa
remarkably cheap, from the fact that,old owners'
are desirous of investing in stock in the western
portion of the State, and for the purpose of doing
this throw landa upon the market. Emigration
unprecedented; health very good, currency gold,
except in payment of taxes, when greenbacks are
nsed at 50 per cent, discount. "

THE TROUBLES SS YORK DISTRICT.
Wo are indeed rejoiced to see that however'
serious the apprehension, there was no positive
violence at the late session of the Court of Com?
mon Pleas at Yorkv?lo. All that really happened
appears to be that a rcspoctablo committee of the
citizens waited upon thc presiding judge, and
communicated to him their fears 'that the people
would not permit the Court to proceed in the ad?
judication of civil issues. Judge MUNRO did what I
all who know him might have boen sure he would
do-his duty, and the Court has proceeded to the !
discharge of its business. No language of ours
can describe the injury to the character and the
highest interests of the State if justice is over ob?
structed by mob violence. It could afford no pos?
sible present relief, and would create infinitely [
graver, private and public distress in the future.
Rut this incident should not be disregarded, and
it proves the sharp and general distress which
afflicts our whole community. The fact that the
docket at Yorkville was crowded with summary
process cases-and this is true, in some of the ad?
joining Districts-shows how unusual is the in?
debtedness of the country, and how inadequate the
means to meet it.
Surely tho present condition of the State oners
trouble and perplexity enough to the people not
to need. the aggravation of an universal and ruin?
ous sale of its property. We understand that
even in this city the sale of real estate has been -
of late made at unprecedented sacrifice. Weare
neither lawyers nor judges, but it does seem to us
that it is very desirable that sales should, if possi?
ble, be delayed until a return to something like a
settled condition of interest and industry restores
a fair value to real estate. This pressure of snits
now is producing another evil which is doing in?
justice to creditors in general. In the country it is
becoming a practice, which is not to be
approved, that whenever a creditor persists
in suing, his debt is defeated by a con?
fession of judgment, which not only deprives him '
but the balk of the creditors of the benefit of any
assets. Now if, as we understand it, the now bank?
rupt law gives the power of making involuntary -
bankruptcy, and of setting aside such confessions,
there will be no end to litigation. This proceed- 1
mg at Yorkville, the resolutions at Newberry, and
other popular movements, show that our people j
are learning that most dangerous lesson of distin?
guishing, or rather, we should say, .trying to dis- ?
tinguish between the moral and the legal obliga?
tion of a jost debt. Wo think almost any- remedy j
that the art of legal ingenuity can devise' is better
than snch demoralization. -
IMMIGRATION-COOLIES UV THE WEST
INDIES.
There is no subject of more immediate interest
to this State than its supply of labor. But it is] j
one upon which we need information before we can-.
have judicious action, because the question is com?
plicated in our case, by the fact that the different I
sections of the State require different kinds of |
laborers. As far as the up-country is concerned,
the question will settle itself, although its solution
may be hastened by concert of action among the
landowners, and bv judicious legislation.' With a
healthy and delicious climate, a soil where a basis
of red clay makes with the proper manure, ? sure
foundation for the culture of the grasses and
grains, capable of large development by means of
the grasses, into a stock-raising country. With a
hardy population accustomed to work, and holding
as a general role, small farms, the moment atten?
tion is directed to its advantages and facilities af?
forded for reaching it, we have little doubt but
that it will attract capital and enterprise. Even)
now the cheapness of the lands and 'the fact
(unfortunate .in- itself, we admit), that much
of the property in these sections must be sold,
make it worth the consideration of many sf the
low counti y planters, whose capital has been re?
duced by the war, who are unwilling to encounter
the difficulties and the enormous expense which at
present attend all' agricultural enterprise on the
coast, and whose remaining means would "secure
homos always healthy, and where judicious work
would guarantee independence, if not wealth. But,
our chief difficulty will be in the low country-a
groat deal of the labor of the country hes been
drawn away by the high wages offered in the West.
The system of ton acre grants has very much de?
moralized the native labor, and the malaria of the
climate seems to present insuperable obstacles to
an immigration of white labor. We do not pro?
pose to discuss this question now, as we hope to
return to it at some future time for the purpose of
faller illustration. Bat we would call attention to
tho interesting debate in the British Parliament,'
which we publish this morning,- on,the subject of
the Coolie immigrationin to the Wes t Indian islands.
Mr. ADDEELX'S official statements in regard to its
conduct and its success are worth consideration,'
and some of his remarks will .be found to have
especial application to oar own condition.
SOUTHERN PRESS ASSOCIATION.
It is in contemplation, we learn, to revive this
association at on early day. . There .is to t&
meeting in Atlanta, on the third Wednesday in
April, which will take thia matter into considera?
tion. Boma x?f?ifhi or improvement ia desirable ;
almost any change will bo for the better. Tho
Associated Press, on whose agents we are at pres?
ent dependent for oar t?l?graphie reports of news,
is a gigantic monopoly, both niggardly and caro,
less in its management, and apparently determined
to reimburse itself at the expense of the Southern
press, for the great outlay they were compelled to
make in order to drive their rival, Mr. CEAIO, from
the field.. The dispatches of late have'sot only
been extremely meagre, bat often quite unintelli?
gible. The agents at Washington and other points
are either cul pablo of gross neglect, or else other
wiso unfitted for their positions.
