eracy whilo it lasted, or tho spirit in which thoy
havo dcalarcd their rendiness to do thoir duty to
the Onion aa it has beon restored, no two public
men aro botter entitled to this roliof. But wo can
not help thinking that both in their own internat
nnd in that of the country it Is very questionable
whether such an oxcop'ional position la an advan
tage, whether tho object which tho Govornruont
hau at hoart, anil which men liko theso can so
efllciently servo, will bo furthorcd by separating
them from tho thousands in tho Bouth who acted
with thorn in tlio paat, and who can aot wiaoly and
olBcicntly with them at present, and thus rendering
them liable to tho suspicion, if not to tho charge,
of being iniluonccd in tho ndvico thoy giro, by tho
personal benefit which such ?dvico may seem to
bring thorn.
Tho ncconstruction Act is a hard measure to a
conquered peoplo. Tho intercut, tho good sense,
tho manly resolution to moot tho consequences
of a groat failure, may control tho Southern poopld
to accopt it. And in time, whou wo bocomo fa
mili?r with Iho now idcaa and realize tho broader
development of thought and enterprise which that
system inaugurates, wo will become reconciled to
tili? now lifo. But it is idlo and useless to attempt,
to diBguitjO tho fact that wo submit to necessity,
and like wiso men aro endeavoring to mako the
beat of a very diaagreoablo position. Our peoplo
ucod to bo educated to their new dutioa, to be
taught how to uso tho conditions of this suddou
and radical resolution in their thoughts, habite
aud interests. Thoro in a largo and most rospec ta
ble? class of mou who will be slow hoth to learn
and to unlearn, and it is of groat importance to
our unfortunate section that this lesson should be
learned quickly. Tho mon who hnvo hitherto en
joyed tho public confidence can be of incalculable
service in bringing about this resolute and intelli
gent perception of tho truth. But their influence
depend.) upon ono condition?tbo people of tho
South, whom f hey nil vino and hope to influonco,
must feel nom of thoir perfect diainloTcatednoss.
Wo do not care how wiso theso mon havo become,
how frankly thoy may recognize tho mistakes
which thoy havo mado, tho peoplo will noitiior
listen to nor regard them if this ohango of opin
ion is to result in their personal advancement, nnd
in their being mado exceptions to tho penalty
which racu aa wiso aud good, as well entitled to
tho respect and confldonce of tho country, must
pay for thoir participation in tbo past..
Ir tlio body of citizens disfranchised by tho pro
visions of Iho Reconstruction Act, could aud would
say to the peoplo whoso confldence thoy havo
shared, that they wcro honestly of opinion that
truo wiBdoni aiid patriotism required a frank -no
ccptanco of the conditions of this Act, Mid tho
early rc-oi-ganization of the State ander its provi
sions, no more powerful agenoy for tho settlement
of this question could bo found or would bo needed.
Their disfracchiBomont would bo tho'guarantee of
tho honesty of thoir convict Ion, and thy unselfish
ness of their advice. But tho only reward that
such mon can or ought to receive is the conscious
ness of a painful duty faithfully performed, and
