AUGUSTA, March 4.-Tho business of thc past week has
been very quiet In securities of different kinds there is
tout little moving. Money ia scarce and but little seeking
investments. The political aspect continues to depress
all branches of trade.
GOLD AND STLVEB-Our market is steady, and prices
thia week had an upward tendency. Gold is selling at
1413142,: and Silver at 135.
EXCHANGE-Checks on the North and State sold by thc
Bank at par. Out-door rates, }? to Ji off.
The grocery and provision trade is quiet and prices are
a little oft Large quantities of corn and bacon aro in
the market and arriving, but on account of the crest
scarcity in the South, we can scarcely expect prices to
declina much ls--sr.
COTTON-Tho market has boen rather quiet to-day, and
very little was done. There is no material chango in
prices Binoe Saturday. We quote middling 29J?; strict
middling 30a30%c. Sales to-day amounted to 210 bales,
as follows: 18 al 28J?. 16 at 29K. 84 at 30, and 97 at 30)?c
The receipts were 59 bales.

Sales of the week 7800 bales.
MONETARY ANO FINANCIAL-The principal feature of
the market this week has been an excitement in the Gold
market in sympathy with New York quotations, and
sales were effected as high as 140al40}?, but to-day prices
show a downward tendency and dullness. The down?
ward move in New York is no doubt caused by the pay?
ment of between four and five million half-yearly interest
on the Ten-forty Bonds. The market here was firm up
to this morning, and sales were made at 139al40, but at
the close the ruling rate was 138Kal39>?.
Sterling has followed the impulse ol Gold. Some sales
were made during the week as high as 150al51, and early
to-day holders were finner in their ideas, but at tho close
rates were weaker, closing at I47al49. > ??,->,*.? .;
New York Sight has been steady during the week, with
the supply equal to the demand et ii discount checking,
and %&% discount buying. Transactions are reported
At ii discount but the tendency is strongly to %, at
which the market closes steady.

NEW ORLEANS, February 28.-COTTON-The market
fcr the day turned out to Bc a very active enc, with salea
of near 7000 bales, mostly at our outside quotations, a
daBMeJ advance taking place of fully J? cent ? it on all
grades. With sales of over 20,000 boles in the last three
days, factors are rendered very easy, some nine millions
of dollars having been distributed among them in that
brief space of time, being a great help. Their stocks aro
no longer burthensomfe. We give the more general rul?
ing of the market as follows, repeating the remark that
sales are mostly at the outside figuro: Ordinary 28 cents;
Good Ordinary 28Ka29c; Low Middling 29>?a30c, and
Middling 30Ka31c ^ lb. Beceipts for past six days 14,
SQ5 bales, against 20,286 bales for same time last week-a
decrease of 691 bales.

bbls Molasses at 79aS0c fi gallon for prime to choice.
RICE-Carolina in good demand. Small lots of fair
are selling at HKc We quote choice Carolina at 12a

FamOHTS-There is plenty room on the berth both for
foreign and domestic ports; but offerings for shipment
ure only moderate, though rates -are finn. We quote :

WILMINGTON, March 4.-TURPENTINE-The receipts
continue light, and market firm. Sales of 226 bbls at

Sprarrs TUBPENTTNE-Is quiet, and only one small lol
(8 bbls) sold at 64c per gallon.
ROSIN-The market is weak under the advices recel vd.
and tho price has declined 25c. Sales of 688 bbls at $3 25
Xor strained common.
TAB-Has declined 25c, and SOO bbls changed hands

Corros-Market quiet Only 8 bales sold at 28%a29c
for middling.
MOLASSES-A cargo of 179 hhds and 7 tierces new crop
has been received from Matanzas, of which about 150

BALTIMORE, March 2.-COFFEE_We have only to
report sales of 800 bags Rio, i rom second hands, at Iga
19c, gold. The market is very firm for primo quality.

Corros-Ie quiet and nominally unchanged; no sales
worthy of notice; quote middling upland at 31c per lb.
FLOUB-Continues dull and prices weaker; demand
light and confined to wants of jobbers. A sale of 600

SEC 1. Be ii Ordained by the Mayor and Aldermen tn
City Council assembled. That from land alter the first day
of January, licenses shall be taken out far all carts, drays
and wagons, used for private and domestic purposes, in
the some manner, and according to the same provisions
now of force in relation to carts, drays and wagons, let or
driven ? for hire, except giving bonds, And each such
cart, dray or wagon, shall be provided with a badge con?
taining the number thereof, and marked Private, to be
placed on the outside of the shaft.
SEC. 2. No person shall be taken by the Treasurer as
surety to any bond under the Ordinance concerning li?

licenses for public and private carts, drays, wagons, kc,
including the horses or mules used thereof, which shall

For every stage or omnibus (except line omnibus),

Lead Pencils as the only pencils fitted for both ornamen?
tal and mathematical drawing; but, after a thorough
trial of the American Poly grade Lead Pencils, man?
ufactured by the American Lead Pencil Company, New
York, I find them superior to any pencil in use, even to I
the Faber or the old English Cumberland Lead Pencil,
being a superior pencil for sketching, ornamental and
mechanical drawing, and all tho ordinary uses of a lead I
pencil.
These pencils are very finely graded and have a very
smooth lead ; even tho softest pencils hold the point well ;
they are all that can be desired in a pencil, lt gives me
great pleasure to be able to assure Americans that they
will no longer be compelled to depend upon Germany or
any other foreign market for pencils.
