NEW ORLEANS, February 23-COTTON.-Notwith? standing tht unfavorable tenor of the Liverpool and New York advioed. the market opened this morning with a liberal inquiry, and continued quite active until about ll A. M., when dispatches wore received reporting a reoc tiou in the formor market, the immediate effect of which was to enhance tho views of factors, fow of whom, after the news became, known, were miling to Befl, unless at improved rates. The majority of buyers, however, were ill-inclinod to pay onhanced- figures, and consequently withdrew, preferring to await the receipt of. later intelli? gence.
