THE NEW RECONSTRUCTION BIM?. We lay before our readers this morning the Bill for tho reconstruction of the Southern States, in? troduced by Senator SHEEHAN; and amended by Messrs. TfrisoN and SHELLABABQER. The Bill passed the Senate on Wednesday night, the 20th inst., by a vote of o5 yeas to,7 nays, Mr. REVEBDT j JOHNSON voting yea. The following voted nay : Messrs. BUCKALEW, COWAN, DAVIS, HENDRICKS, NESMTXH, PATZEBSON and SATTLSBUBY. .Absent and not voting: Messrs. ANTHONY, DIXON, DOOLITTLE, GBXJIIES; G?THBIE, HAB?IS, MCDOUQAIX, NORTON, N?E, RIDDLE and SPBAOUE. It will be seen that this Bill establishes military j rule in the Southern States, confers auftrage upon the negro, and disfranchises manyof our citizens; i. e., all those who are designated in the third^ec tion of tho Constitutional Amendment. Said third section reads as ?OIIOWB: "?o person shall be a Senator or Representative in Congress, or Elector of President and vice-President, or hold any office, civil or military,, under the United States, or ander any State, who, having previously taken an oath aa a member of Congress or as an officer of the United States, pr as a member Of any Slate Legislature, or as an?xecutive or judicial of? ficer of any State, to support the Constitution of the United States, shall have engaged in insurrec? tion or rebellion, or given a'd and comfort to the enemies thereof, But Congress may, by a vote of two-thirds of each House, remove such disability." This clause, it- would seem, was drafted with special reference to Article VT. of the Constitution of the United States,' which reads' aa follows " The Senators and Representatives before mentioned, and the members of the several State Legislatures, and all executive and judicial officers, both of tho United 8tates and tho several : State?, shall he bound by oath or affirmation to support this Con? stitution." Thia provision has reference only to Governors, Judges, Chancellors, etc. ; and to such only it would seem to us. the above section of the Constitutional Amendment refers. Of State officers, therefore, this, would disfran? chise members of the Legislature, the'- Governor, Lieutenant-Governor, the several'Judges and .Chan? cellors, but would not affect any one else. There are,'-however, various opinions aa to the meaning of'this section. ! The Washington corres? pondent of the Baltimore Sun -writes as follows: "As now constituted, folly one-third of tho white men of the Southern States will be disqualified, not only from sitting in the constitutional conven? tions to be called, but even from voting for'Th? members thereof. Mr. SB^SMAN said it would, dis? franchise about 10,000 only. Mr. BUCKALEW thought 60,000, but the real number will not fall much short, if any, of 200,000. Congress, .expressed, his entire disap? proval of every feature of the Bill, but so anxious was he to welcome these States back, and dispair ing of any other* method than;-that indicated by the will pr. the majority, he. announced; his inten? tion of voting for the BUL His remarks produced a profound impression, and Mr. WILSON, .and other Senators carno up and pressed his hand insilerico.
