tba rebellion from holding Federal office," while
tho former applied both to Federal and to State
offices ; and embracen all who ever took an oath in
support of tbs Constitution of tho United Stat *,

CongTosa has already passed a resolution, in both
houses, wo boliovo, that tho said amendment shall
receive tho forco of law aa soon aa this . requisite
numbor of Stales shall have given it their sanc
tion; and that it sholl be binding upon all tho
St&toa and Territorios in tho Union. If thia then
shall be tho law, where is tho practicability of the
compromise ? With thu victory in their hand, is
il probable Congress will recodo from their posi
tion, simply to accommodate tho Administration ?
