portia estimated at 501,250 bales, of which 163,500

OAK & Co., and has proved a great success. Appli
cations even on tho first day it oponed were three,
times greater than required.
HALIFAX, January 31.-Advices by the Africa
report fourteen feet of snow in some parts of Den?
mark.
The ice catastrophe in Begent's Park, London,
still absorbs the general interest. Forty bodies
have been found, and the scar.-h is still continued.
A West India steamer arrived at Liverpool with
Yellow Fever. There were 60 cases and 23 deaths
during the voyage.
The weather in Europe has been unprecedented?
ly severe.
The Belgian Chambers have rejected the Penal
Code abolishing the death penalty.
In Italy, Senor SOAXIAGA had made his financial
statements to the Chamber of Deputies.
The total deficit for the year amounts to 185,000,
000 livres. Of this he proposes to cover 85,000,000
by various financial reforms. The remaining hun?
dred million must be made up by extraordinary
means. A loan is" impossible; that is, impossible
under present circumstances. The State must
have recourse, therefore, to the ecclesiastical pro?
perty, which it proposes to tax to the amount of
600,000,000 livres, which will cover tho annual de?
ficit until 1880, when the budget will be in equi
librium. The revenue is steadily increasing, and
expenditure-decreasing. The expenso of the war
department has been reduced to 110,000,000.
Congressional.
WASHINGTON, January 31.-In tho House, the
Consular and Diplomatic Appropriation Bill was
taken up. HARVEY, at Portugal, gets no salary.
The appropriation for Minister to Borne was eras?
ed, and the bill passed.
The Secretary of State was. asked - whether the
bills repealing tho 13th section of the District
Bufirage Bill were on file in his ofllco. It was
stated in the debato on this subject that thin was
the first instance cf tho neglect to return bills
with or without approval.
The Bill transferring tho Indian affairs to thc
War Department was under discussion. An
amendment allowing the Indians the same rights
and privileges "all wed to negroes was rejected.
Tho bill was adopted by a vote of 76 to 70.
The House wont into Committee of the Whole
and adjourned.
In tho Senate, the usual number of petitions
were presented. Tho President waa called on for
the correspondence between Mr. SEWARD and For?
eign Ministers, relative to their policy toward thc
lately rebellions States.
The Committee on Claims were directed to in?

The prohibition to carry firearms, or owning any
real estate, are fruitful sources of dissatisfaction
to freedmen.

less intimately, and knowing of the routine of its
soveral branches, have been of the opinion theBe
many months that all was not going right in that
bureau of tho great temple of national money
changing, which has exclusive supervision of print?
ing tho multitudinous "promisos to pay" of the
Government. The operations of this branch of j
the Department aro moro extensive and involved
than any other, and in the exorcise of tho daily
method that applies to its ramifications, there is,
perhaps, not a single step in which whatever germ
of depravity or weakness possessing tho operative,
is not awakened and urged to peculation. In
printing its bonds and currency, tho Government
have endeavored to ?BO exclusively a quality of
paper invented by one of its artisans, with a view
to defying tho pest of counterfeits. Tbereforo it
is that the dopet from which the Treasury Depart?
ment draws its supplies of paper for note printing
is obliged to account, with scrupulous exactitude,
upon every scrap of pnper .manufactured, and
which, once dehvered, is counted by sheets,
like ao much money, and calls for a re
coipt from the hoad of the Bureau. From
the latter, each invoice of paper is distributed
with similar minuteness among the "pressmen" of
tho Bureau, and an exact record of the number of
impressions taken is kept by an employee, solely
directed to wabch over tito operations of the press.
Here, then, are three processes of tho greenback
printing, which must produce roaults that tally
exactly, or fraud is unmistakeable. The counts
of the manufacturer and printer must balance;
tho monitor or guard at tho press must agree with
tho pressmen's receipt, and the number of bonds
turned out for signature and final preparation, at
the hands of co-ordinate branches of tho Depart?
ment, finally remain to test the correctness of
each atop of the problem. It wodd naturally
seem that with such a niutiplicity of wheels within
wheels, a far-sighted operative would give up tho
temptation of peculation as a matter too complex
for successful attempt, for it is evident that in
order to maka a "strike" of some magnitude tho
"steal" must continue several monthB, and could
only be consummated hy the complicity of
?omo fifteen operativos, who are ordinarily re?
quired to follow a method designed to dis?
cover the IcaBt abstraction of bonds or paper in
its employment by each individually. Yet not
withstandi-*r tho labor and delicacy of working

The Hon. John Morrissey is not the only man
vho has thought proper to ?eform, to abandon
he prize fighting profession and adopt tho more

Keenan has alao reformed, and has, for aome time
past, occupied the highly honorablo poBition of
proprietor of a fashionable tiger's den at No. 7o'2
".roadway. The den, however, waB broken into last
night by the lynx-eyed officers of the law, and the
tiger was caught in the act of swallowing a mouth?
ful of greenbacks, amounting to upwards of fifteen
thousand dollars. Heenan, the keeper of the
Egyptian Tionagerie and tamer of the tiger, was
arrested, together with several distinguished gen?
tlemen, among whom was Louis Baker, the man
who ia ??aid to have sent Bill Poole, the pugilist, to
his last account. Morrissey's bank still lives and
flourishes.
A man named Do?ean, who was former!} the
United States Navy, committed suicide last night
by blowing his brains out with a pistol. The act
was done with most extraordinary coolness, and
the poor man left a letter in which he stated that
ho was neither mad nor intoxicated; but, finding
that lifo did not pay a dividend in his case, ho
thought it best to dispose of his stock.
Ever since it has become known that Leonard
W. Jerome has made a donation of five- thousand
dollars to t^e Princeton College, the interest to be |
applied every year to the purchase of a medal to
be awarded to the "first gentlemm" in tho institu?
tion, it has been a matter of-discussion inpolite
circles, what are tb 3 essential qualifications of a
gentleman, and whether, if a man be a gentleman,
he can be lesa or moro of one than his neighbor.
Jerome's definition of a gentleman is, in sub
star, co, "one who manifests the most consideration
for the feelings of others." A good definition and
a good donation.

rejoice in the possession of a first-class orchestra
seat for to-night, and will be on hand to soe the

variance with the play-for it is weh known that
Shylock, the money lender, was a Christian, and
the Merchant of Venice a Jew; but the great poet
reversed it, to pander to tho prejudice of the
