THE CHANGE.-The high wind of Thursday
night blew away tho heavy clouds which have
hung ovar na for more than a week, and yesterday
morning opened as brightly and prettily as any
one could desire. TV- sun came out with a bril?
liancy and a warmth that was exhilarating, and
the .ladies, following his example, filled our streets,
and ornamented thc railway cars with their pres?
ence, looking as if they were delighted wita the
great change. The unusual spell of bad woathcr
from which we have just emerged no doubt makes
us all er joy the present time with a zest, and tho
fina prospects or a continued view of tho blue sky
is really encouraging. The streets are already be?
ginning to dry, and wo feel satisfied that they will
{'resent to-day an array of beauty that will palpi
ate the heart of many a bachelor.
EAST BAY.-The appcarauco of this old tbor
ough&ro has been considerably improved lately,
the upper portion has Leen substantially paved,
. and though the lower part is now but a sea of
slush, yet tho sand and stones that linc tho sides
are abundant proof that it will soon bc in tho same
fine condition along ils catiro length. A day of
clear sunshine has already aided the cause, and
the exertions of tho street brigado, who, spade in
hand, were busy at an carly hour clearing the
mud from the crossings, have been crowned with
success. "The c??; authorities deserve credit for I
.coming co the chirge so promptly, and in rescuing
their ways from a muddy oblivion.
. -' East Bay ls .fast regaining her laurels. The
. wharves are crowded with cotton, aud the conse?
quent travel of loaded drays is almost what it was
in her palmiest days. Unfortunately but few of
the streets leading to the wharves are paved, but
if the factors and merchants in those localities
would unite., and have a few cart loads of old
bricks tin-own there, it would effect a manifest
improvement and be gratefully received by the
draymen, who now flounder despairingly in thc
mud.
THE COLORED STRIKE.-A number of freedmen
employed on the wharves to load and discharge
the cargoes of vessels in port, carno to tho conclu?
sion yesterday morning that tho laborer was
worthy of bis hire, and modestly stated thai twe
dollars per day wis the amount of said hire, and
not h inf ; totter would suit. Their employers not
acceding to this moderate request, tho sable work?
men, emulating their white brethren at the North,
Struck-i. e., refused to strike a lick until their de?
mand should be complied with. Falling into line,
they marched to the old Postoffice and Bat down
upon the steps, with a determined air. Their he?
roism is almost unparalleled in the annals of his?
tory, and they seem fully determined to make
themselves martyrs for conscience* sake. Sambo
is now bis own master, and can work br play gen?
tleman, as he pleases; but bo will soon find th it
bis big h notions won t pay, and that half a loaf is
better than no bre id. There aro numbers of freed?
men in tho city who wUl not turn up their noses
(if such a manouvre were possible) at Sl.?C a dar,
and we would advise tho strikers to reconsider tue
matter and return to the fold, as the year of jubi?

S. BB Y AN presiding Judge.-Tho hearing of the
case of MCCBEA and others vs. The Bank of
Charleston and others.
L. W. Spratt, Esq., delivered his argument,
which consumed the whole morning. He spoke
of the naturo of banking institutions and their pe?
culiar liabilities, and quoted several cases that
boro upon tho point in question. Ho proved that
the officers elected were the representatives of tho
stockholders, and, as such, i.ero liable for the
funds of the bank, and the creditors or bill holders
were legally entitled to demand payment from
them, lt was necessary, under these circumstan?
ces, that the Court should take the case in hand
and appoint parties who, as trustees, would :TO
perlv dispose of the fund on hand, lt was notori?
ous that the bank was insolvent, for the bills wore
worth but twenty conto on thc dollar when sold on
the street, and the stockholders did not consider
themselves responsible for thc payment of their
bills. '
Formerly the bank paid mon cy when demanded,
and performed all of irs legal functions; but it had
long ceased to be coueidored tho custodian of ! mo?
neys entrusted to it. It had practically violated tho
trust assumed, and there was little doubt that the
fund in band was used to defeat the legal claims
against it. He thought that tho officers wer o able
and lust, but. they had no authority to back them,
and h a again, demand cd that the Court should take
the matter in hand, and let the officers hold thoir
position and take thoir orders from the Court.
Much, of the time was occupied in citing similar
oases aud giving tho authority for the decisions.
The further hearing of the case will bo resumed
to-morrow.

LIES fur the year 18G7, was ratified at a meeting oi
Council, held Friday evouing, 23th lust., and takes effect
from 1st January, 18C7:
AN ORDINANCE
TO BAISE SUPPLIES FOR TUE YEAS OHE THOUSAND EIOHT
UUNUSED AND SIXTY-SEVEN, AND FOE OTHER PURPOSES.
SECTION 1. De it ordained by the Mayor and Aldermen
in City Council assembled. That a tax for the sums, and in
the manner hereinafter mentioned, shall be raised and
paid into the Treasury of tho city for the uso and ivrvico
thereof, that i3 to say: Two dollars on every hundred
dollars of the vnlno of every house, building, lot, wharf,
or other landed estate, including every building and im?
provement on lands under a loase for a term of five or
more years, from a religious, cbaritablo or literary soci?
