readings in the Senate, carne up for its firat read

Charleston, came up for its first reading. Thia
bill conf?ra hicrDased powers upon tho Mayor and
Aldermen, and ronden tho appeal to tho Commis
sioners useless. It was referred to the Charleston
Delegation.
A petition to chango tho Election District ol
Borklcv to a Judicial District, was presented.
A Bill to incorporate the Young America Fire
Company, came up for its third reading, and
passed.

Charleston cannot?, must not, he content with
only a local ha le, however much sim may dream
of it, bul should seek also to concentrate over her
railroad?*ti!id hy her ships tho enormous tonnago
to and from those distant communities with which
sho is now in daily communication. Memphis,
Nashville Chattanooga, Atlanta, Augusta, Char
?otto and a score of other cities and towns, win
bring then- produco and order return cargoes of
supplies to the port of Charleston, if economy and
their convenience aro consulted.
Tho requirements arc simple-it is to do what
o'.horo aro doing. The consignor at any interior
point expects a ronsonablo rate-that is. a tariff of
charges na low priced aa hy any other line. Ho
wants dmpatch- tho hill of lading nmtst he drawn
to consignco at final destination-no delays-no
unnecessary breaking of hulk-no contingent ex
penses. In truth, the consignor must know exact
ly how much it costs and how long it will tako.
These aro the conditions to bo compliod willi
terms which other ports aro offoimg to secure this
kind of business. Thoro are nt prcsont, however,
two Borious drawbacks in Charleston to tho full de
velopment of these important plans. First, aihnit
what wo believe is now an ascertained fact, that all
tho leading railroad interest:-, say from Charlotte,
Atlanta, and other wostom points to Charleston,
aro fully rc-oatahlished, thcro is, on tho part ol
somo stcamrdiip owners, a desiro to obtain extrava
gant froiglitH. forgetting that cheap hut remune
rativo rates have crowded our wharvos with cotton,
and that high priced charges will divest the stream
of business to points, sinco a wiser management
looks rathor to a steady business at fair rates than
to a short-lived ono at double rates.
Wo find no fault with ship owners if the}- havo ir
view only this season; but if they look for a per
manent establishment of thoir business, they
should seo tho wisdom of keeping freights in the
present current to Charleston.
Rut if it be ascortainBd that such a policy is no1
appreciated, then the railroads interested musi
unite in sustaining their own steamship hues.
The Bccond great drawback is in tho fact that wc
aro seemingly quite satisfiod with tho abused cus
tom of transporting produco over hundreds o
milos of railroads, solicitous at ovcry torminui
that thoro shall be no delay, no breaking of bulk
and whon the train arrives in Bight of tho ocean
tho cars aro omptied two milos from tho docl
where the produce is to bo sold and shipped.
Thoso who have grown up under this Btupid hu
sinosB regime aro disposed to accoptit as a mattoi
of course, but the bnsinoss stronger looks on witl
amazemont, and asks in vain for a BUitablo reosoi
why.
All this must be CHANQED. Tho cotton fron
Memphis and Nashville, from Atlanta and Char
lotto, must bo delivorod on the water's odgo in th?
oiiginal cara in which it was stored at these die
