COMPROMISES.
THE CONDITION OF THE COUNTB? AND THE DUTY OF
CONGRESS-A PROTEST FROM WENDELL PHILLIPS.

..We hear of compromisos to bo suggested by the
President. It is rumored that ho ia prepared to
adopt Mr. Greeley's plan, universal amnesty and
universal or impartial suffrage. Tho Democratic
party, it is said, and the Southern rebels also., ac?
cept this. We may bc obliged to submit to it now,
since treason in the White House and "Practical |
Statesmanship" (?) in thc capital liavo lost us tho j
golden opportunity of May, 1865. Such terms are
a preventative of future rebellions; the precedent
thus set that men may rebel afc Richmond, starve
and torturo at Andersonville, vWjh?J^T*X
Fort-Pillow riot, and murder nt Memphis and
New Orleans, and still laugh at aw and justice. .
? But with a traitor in the Presidential chan; with
the dominant party all at sea, without chart or pi?
lot, its officers having shut themselves up in thc
cabin stuffed their cars with cotton and covered
t?eir 03-cs sevon-fold for fear of the lightning and
the noise, with timid non-combatants for editors

Wo only enter our protest that no such plan will
restore peace to tho South, no such plan will givo
room for tho commencement of real reconstruction.
Accept such a plan and leave tho South to carry it
out, and w? may look to soo her, for some years
to come, repeating the bloody, bankrupt, aimless
?nd barren anarchy of Mexico. No Stato charter
if political rights to tho nogro will ever secure him
?he efficient and substantial exorcise of them. AU

will lack an "Executive principle," as Burke and
Canning long ago warned us.
What the South needs is peaoo, and a cordial
welcomo to Northern brains, capital and eutor
.u-ise. Without this, reconstruction cannot com?
mence. In order to have this, tho antipathies
between her classes muBt bo kept down hy the
btrong arm of the. United States; her old lead?
ers, poisoned and poisoning all others, must be
silencod and curbed, and her Btreets made safe for
every man, however hated, who brings mind,
money, schools and energy with him.
Give the negro his political rights, and inaugu?
rate this stato of things, add in ten years the South
will become, like the West/tho counterpart, with
healthy differences, of tho Northeast-the eradlo
and true mould of the nation.
. At present the country population of the South
' is in a hopeful state of mind and fooling, easily
moulded and led, because always accustomed to bo
led. Tho cities and old politioal hades, resusci?
tated by their rotten comrade ip the Whito House,
are full of mischief. The real leaders of tho
South, its large property holders and educated
men, except a few Gasoons liko Wado Hampton,
realize thorr situation. Could the Government hold j
tho South quiet while real reconstruction com?
menced, those men would, in throe years, bo its
'warmest friends. They looked on slavory as au
investment, not as a political hobby, and now that I
is ended, seek to overthrow those "old mon of the
sea," Pollard, Pryor, and the rost, in order to im?
prove, accumulate a mass, and enjoy. If truo
.statesmanship could have managed this crisis, all
power in the rebellious territories would have boen
entrusted to loyal hands, black and white, and
then tho AikenB, Munroes, Pollards and Wade
Hamptons would have boon protected by civil
lights bills and bureaus from any possible misuse
.or-iiis exclusive power on the part of our white
'andblack allies. But as that opportunity was lost,
wo must protect the negro for two or three years,
as he rises into his place, and then States may bo
jsafely formed, and most of the powers formerly
conceded to State sovereignty may bo entrusted to
it again. The war has taught us that the regula?
tion of citizenship, its civil and political rights,
ought always to be retained by the Federal Gov?
ernment.
, . Our claim is that Congross shall wholly ignore
the military boards and committees of pardonod

health has much improved of late, and he is said
to speak very confidently of being released. Rela?

The Legislature of TenneBseo has passed a bill
making it a good ground of "challenge for causo"
.. as to tho incompetency of any juror, that such
person is not a. qualified voter bf that State, and
also providing that the crime of rapo shall be .pun?
ished-with death, or with imprisonment for notiess
than ton or more than twenty years, at the discre?
tion of the jury.
A number of gentlemen from Alabama and
Georgia aro at present in Indiana, soliciting aid
for the poor of those States. They state that hun?
dreds are actually starving ; and unless aid is fur?
nished thom many will perish from famine during
the winter.
