What tho South noeds it; peaco. and a cordial

prise. Without this, reconstruction cannot com
mence. In order to have this, the antipathies
between hor classes must be kept down by tho

ers, poisoned and poisoning all ?-thors, must be
Bilonced and curbed, and hor streets mado safe for
every man, however hated, who brings mind,
nionev, schools and energy with bim.
Give the negro his political rights, and inaugu
rato this state of things, and in ton years the South
will become, bko the Wost. the counterpart, with
healthy dififcronces, of tho Northeast - the cradle
and truo mould of tho nation.
At present the country population of the South
is in a hopeful Btate of mind and fccliug, easily
moulded and led, because always accustomed to be
led. The cities and old pohtieal hacks, resusci
tated bv their rotten comrade in the White House,
arc full of mischief. Tho real leaders of the
South, its largo property holders and educated
men, except a few Gascons like Wado Hampton,
realize their situation. Conld the Oovcrnmont bold
tho South quiet while real reconstruction com
menced, those mon would, in three years, be its
warmest friends. They looked on slavery as an
investment, not as a political hobby, and now that
is ended, aook to overthrow tboso "old men of the
aea," Pollard, Pryor, and the rest, in order to im
prove, accumulate a mass, and enjoy. If truo
statesmanship could havo managed this crisis, nil
power in the robellious territories would have been
entrusted to loyal hands, black and whito. and
then tho Aikens, Munroes, Pollards and Wado
Hamptons would havo been protected by civil
rights bills and bureaus from any possible misuse
or this oxolusivo power on the part of our whito
and black allies. Hut as that opportunity was lost,
wo must protect the nogro for two or turee years,
as ho rises into his placo, and thon States may be
eafoly formed, and most of tho powers formorly
concedod to Stato sovereignty may bo entrusted to
it again. The war has taught us that the regula
tion of citizenship, its civil and political rights,
ought always to bo rotainod by the Federal Gov
ernment.
Our claim is that Congress shall whollv ignoro
tho military boards and committees of pardoned
rebels which Btylo themselves "States. Let no
executive sanction induco Congress to recognize
such usurpations. It is not yet timo to authorize
thoso territories to form Stato government.--.
Secondly, whonovor any bargain io made, anti
whatovor its terms, let it be guaranteed by tho
United States. Let the political cqnality and right
of each oitizen be secured by the Federal Consti
tution. The South; when sho could not violently
rob, has alwaye cheated her victim. The Missouri
Compromiso was ovaded by smuggling into that
Stato two or three counties north of the forbidden
lino, years before it waB openly se* ?.3ido by un
blushing fraud. So will any arrangements made
by Stato j for tho nogro bo evaded or annulled.
"Punic faith" is pure gold, a spotless Abdicl,
compared with Southern trickery, in all that re
lates to tho nogro and tho nation/
"Do you doubt my word ?" said a Southern Bom
bastes Furioso, in a Now York court years ago. to
an Abolitionist, who demanded his bond, and not
hiB promise, to produce there again an alleged
slave.
"I know you steal, and eeo no reason why you
should not also lio," was the quiet reply; which
embodies volumes of wisdom for this crisis. Let

.Juarez and Ortega.
The New Orleans Commercial BuUelin inquires
into the claims of 0_t_-A for succession to tho
presidency of Mexico, and remarks as follows :
General Ortega ck.ims to bo President by regu
lar election. Tuero might bo a dozen Presidents,
each claiming under somo partial departmental
election, with perhaps an equal right. Such, how
ever, is the Mexican Government. Since tljo over
throw of tho Spanish authority, a period now of
about half a century, not exceeding thrco Presi
dents havo sorved their wholo term. There havo
been more than throe hundred revolutions, aiising
chiclly from just such pronunciameutos as this
of General Ortega. The constitution of 1825 has
boon overthrown and amended until it no longer
exists, and now, forsooth, General Ortega comes
forward and claims tbo presidency by "spontaneous
election."
The alacrity with which Gon. Ortega returns to
Mexico to make further subdivision of the Republi
can strength by introducing a now element of
fiarty discord, shows that ho ?as great faith in
his now tripartito treatv. Ho expected to shelter
under the shield of the United States, and poss;
bly, oven to stab his enemies from that covert.
Wo do not scan his motives, but wo think it un
wiso and ignoblo in him to claim the Prosidoncy
at this time. Juarez has undergone what no
claimant of supromo authority has done from tho
days of Bruce, John Sobieski or Maria Theresa.
Ho has boen proscribed, hunted down, and com
pelled to traverse the mountain fastnesses of his
own country for safety from the invader. In
danger, poverty, and almost in desperation, ho
has neon almost the only Mexican President, who,
driven from powor, lias not sont to Vera Cruz a
conducta with many mule-loads of silver, under
chargo of the last army ho coull command, and
embarkod on a foreign vessel for _ foreign country.
Ho had Btnid resolutely in his own country during
hor night of adversity, and now when the dawn of
hopo lights the morning watch, Gen. Ortega comos
from a visit to the United States, demands his
sword, and takes command of the country which
Juarez has so bravely defended. Suppose Juarez
had, by a not uncommon result of defending ono's
own country, boon defeated, captured, placed in
prison, and was now awaiting trial and eentonco
for treason in the castlo of Son Juan do Ulloa, Pe
rot?, the Acordada, or any other of thoso places of
criminal retirement which tho Inquisition bo
qucathod to its civil successors. In such a caso
would Uon. Ortega como forward and demand to
assumo tho ohains of Juarez ?

ages and presente for Mr. Davie, furnished by his
sympathizers.

The Legislature of Tennessee has paesod a bill
making it a good ground of "challongo for causo"
as to tho incompotenoy of any juror, that such
portion is not a qualified votor of that State, and
also providing that the crime of rape shall bo pun
iabod with death, or with imprisonment for not less
than ten or more than twenty years, at the discre
tion of tho Jury.

Georgia are at present in Indiana, soliciting aid
