THE LEGISLATUBE.-Wo aro roquosted by tho President of the Senato, and the Speaker of tbo House of Representatives, to state that the Ilonscs over which they respectively preside will assemble and bo colled to order at 7 P. M,, on Monday, tho 26th inst. No hour being named by the Constitution, this bos boon selected, as it is believed to bo tbo most convenient and agreeable to the members of both branches of the General Assembly. Charleston, November 12, 1866. (5 THE IUEN_On Sunday night wo were viBited by a vory hoavy fall of raiu, which has completely squelched the dust for a few days. It came, how ever, rather mai apropos for tho convenience of somo people. Several of tho churches wero re opened that night, after n long intermission, and wero all well attended; but tbo down-coming rain, we fear, distracted tho attention of many fair hearers. East Bay now presenta tho appearanco of a vast quagmire, and it requires correct man agement to crosB that Slough of Despond without being mired. The vehicles that always throng that stxcot havo Btirr?d np tho mud to the consis tency of mush, and tho stones that aro piled so temptingly on oithor sido make us sigh for the days of pavements, and pray most fervently that the coming of the now ono may be hastened. CURBSTONES.-Wo are pleased to notice tbo improvement of the curbing now being perfocted on East Bay. Neglect and ill usage had caused many of the stones to give way, -while others bad entirely lost their former proportions. By direc tion of the city authorities workmen aro now engaged in restoring these stones to an upright 'position, and in other roepeots improving tho condition of the sidewalk. This will afford a great protection to the pavements, as in some places they wero partially submerged by every heavy rain. As an initiative step we can look forward with ?ome degree of hope to the time when not only the streets but the sidewalks of this bnsy thoroughfare will be again paved. It is a consummation most devoutly to be wished for. MELANCHOLY OCCTBBENCE.-Mr. EMANUEL, an old and highly esteemed merchant of Marion C. Ii., fell from the platform of the back car on the Northeastern Railroad last Saturday night. Tho train waa in motion, and the shock of the fall in jured him so severely (some of his ribs being broken, besides other internal injuries received) that ho died soon after. He was on his way home at the time, having just returned from a visit to this city. QUICK PASSAGE.-The fine Al new steamship Sea Quit, DUTTON Commander, arrived in Baltimore on Sunday in fifty-five hours. The steamers of Messrs. OODBTENAV & THENHOLM'S now lino aro all swift vose?is, making average voyages, inside of sixty booro, which is a great advantage! to sbippore. No city needed aid to rebuild ita waste places moro than Charleston, for fow havo suffered moro in a pecuniary sense; and in spite of tho opposition of a fow projudicod persons, it will bo soon that the bonds will be eagerly sought for oven as a siiuplo invostmont. The unsightly walls and stacks of chimneys that have so long boon nn oyo-soro and a comparativo impediment to progross, will rapidly disappear, and their plocos bo supplied with fino residences. This is tho timo for ontorpriso and ouorgy to tell; other cities hive profited by such loans, and have formed stock companies to build theatres, opera houses, &c. Charleston should not ho loft behind, and if our loading eapitabsta wore to malro uso of their funds for this purposo, it would ultimately go far toward attaining tho oud in view, viz : tbo re building of the city. Atlanta, Columbia, and otbor Southern cities, that havo boon dovastat-c J by the enemy, have aoted Bpoodily in this matter, and tho result will testify to their good sonsc. The groat want at present it material, tho quan tity of bricks on baud not being sufficient to re build any largo portion of the city. Brick yards wore, boforo tho war, plentiful in this vioinity, and it would not rcquiro much outlay of capital to | commence operations, especially if the demand is so great as is represented. MAYOR'S Count, Novombor 12.-A colored Jehu was orrestod for blocldng up tho gangway of a wharf with his mulo, and interfering with the po lice when they ondeavorod to remove it. Ho plead not guilty, but the Court thought diflerently, and charged him 15. The Hotel do Ville is fast becoming popular, and boarders apply nightly. Ono of these made his appearance, and waB dismissed with the advice to get work. A disorderly female, who rejoiced in the name of LAWLESS, came to grief by her lawlessness, and was consigned to outer darkness for fire days or pony up a t5. Another wished to repose her weary head in tho Alms House, and ber modest request was granted. A bold Fenian deliberately threw himself outside of sovcralglasseB of whiskey. This exertion caus ed bim to fall in a trance on the sidowolk and to wake up in the barracks-consequence, $5. Henry Williams (colored), an old offender, was indicted for trespassing and for highway robber}*. He waa turned over to the tender mercy of the de tectives. Two Baocbanabans got on a glorious old bowl, and then laid down on the sidewalk Uko the babes in the wood. This is not an age of ro mance, and the night hawks having no leaves, car ried them to a more scours resting place, which cost the illuetrious pahr $5 each. Another .Tooms, whoso brain was fuddled with two mnch work and only two drinks, was found industriously endeav oring to keep a door step steady by Betting on it. He could not preserve the balance, and waa weigh ed in the scales and found wanting. It took a V to settle his equilibrium. His bluckor confreres marched him in triumph to tho Guard House, but wore astounded when the Mayor politely informed them that tboir evidence was not worth a cent, and discharged the Ught-oolored individual. His wife, who was charg ed with stealing by the same astrologie!, was turn ed loose from limbo. Alexander Gray, who was rather black, was found secreted in a ooal cellar and brought to Court by the irate house owner. As Alexander confessed his biddon fault, he was turned ovor to a magistrate for prosecution. A small black boy, who was riding a big horse, ran ovor an old man and was charged $5 for the oxerciso.
