MELANCHOLY ACCIDENT.-Ooronor WHITING yes? terday held an inquest over tne body of NICHOLAS J RICHARDS, seaman. He waa one of the ci ow of the ?hip Ida and LUly, and was employed in dis ivhaxging her cargo of copper ore. While engaged in hoisting this, a box of it caught tho rail, and . wringing round, struck him so forcibly as to cause him to losers balanoe and fall into the hold, killing him instantly. The Jory returned a ver? di zi in aceordanoe with the above facts. He leaves a wife and family in Briatol, England. His assets j and effects have boen turned over to the Rev. W. B. YATES, Seaman's Chaplain. CLEANING THE DBATNS.-We are pleased to seo that this work,, which was interrupted by the sum? ner m~nths, has been again resumed. Until last ?pring, tho drains have had no attention paid them for five years, and tho amount of sand and dirt timi has accumulated in that time is astonishing. It is the intention of tho authorities to have the tidal drains thoroughly cleansed this winter, and the wells or sinks that aro connected with them will be once more able to supply water without cho&king np the fire engines with sand. Laborers are now busily employed, and a few weeks' work will put these drains in as cleanly a condition as they were in their palmiest days. THE CiEctrs.-DAN CASTELLO and his famous J boree opera have been in oar city for Beveral days, and, as far as we can learn, have been received with even greator favor than before. DAN has such magical ways of provoking a laugh, and of creating an amusement, that it is impossible to ' keep away. The wonderful porformanoes of his troupe have never boen equalled, and the orial flights; the double summersaults, and other fan? tastic manouvres are such, that challenge the ad? miration of tho world. That DAN is an institution there is no denying, and bis corps ie one of the most mirth-provoking that has ever visited us, and wo pity the poor wretch who is debarred from ' ?visiting him. The Bible enjoins us to laugh with I , those that laugh, and none visit DAN who do not adhere to the injunction. COTTON STEALING.-We have before reverted to the frequency of this crime and the necessity there was to devise some plan for putting a stop to it. The merchants, factors and others interested in aka cotton business, are the heaviest sufferers, and they are the parties who should take the first steps ki tile reform. At present neither the police or the ? .detectives are able to bestow their whole attention upon t?e wharves and cotton warehouses. ? natu? ral consequence is that the river and cotton thieves prowl around almost unmolested, and conduct ?heir operations with impunity. Depredations of tfctB character have been recently carried on to a great extent, but only a very small number of the parties engaged have so far been arrested. Large quantities of cotton have been stolen from the dif? ferent wharves, but being taken in small lots from each bag, is not immediately missed; in the aggre? gate, however, it will be found that Beveral hun? dred pounds ore taken in this way. The only plan k> put a stop to these depredations is to organize an efficient corps 'whose peculiar duty it would be feo watch the wharves and shipping. Few people know tho amount of cotton, freight, Ac., that is dally stolen from their wharves, and if instead of tte comparatively inefficient night watchmen a regular deteotive force was employed, the losses would be fewer and the expense lighter. It is a ?object worthy of consideration, and we commend it to the attention of merchants and others in? terested. THE Gm HOSPITAL.-Few even of the residents ?sf a city know of the numberless charities that aro dispensed by the authorities, and few cities deserve inore credit than Charleston in this respect. Military authority was still in the ascendant when application was made for the City Hospital in Mazyok street to be turned over to the original owners. This was granted, and the Mayor took charge on the 1st of last January. This building was formerly used as the House* of Correction, but aa the occupation of tho city was turned into a hospital by the United Statos authorities, and has keen used as such ever since. Since its restora? tion it has been thoroughly altered and improved ky removing several useloBa walls and partitions, and catting extra windows in the rooms, which adds to tho light and ventilation, both important iftquisites for a hospital. ... DB. QEOBGE S. PEI./ER, the able and efficient Qty Registrar, is tho prosont chief medical officer, and Dra. F. PEYRE POBOHEB and S. C. BBOWN aro tho physicians in chargo. The main building is divided into the citizens' ward and tho marino ward; these are again subdivided into malo and femalo wards, whoro ovory attention is paid to oomfort, ventilation, and cleanliness. Eaoh ward ia suppliod with a mess room and long tablo, where the meals arc served up convenient to tho patienta. Tho outer bn?dinga aro devoted to the uso of tho oolorod patients, and tho same pains is taken with them ns with tho whites. Thia building is con nootod with tho main Hospital by a bridge extend? ing from the sooond st?ry. Communication be? tween tho different wards ia thuB rendorod very easy, and the time spent in running up and down a flight o? stairs obviated. In tho yard are apartmonts dasigned for insane and imbecilo pationta. Thoso aro so arranged that tho most refractory can bo attondod to. Tho num? ber of thoso unfortunateahas increased vory much, particularly among tho freodmon-sovoral of thoao being confined thoro, who aro so savago that thuy tear up their clothos and blankets whonovor fur? nished. Tho othor buildings aro usod as kitchens, wash? rooms, storerooms, Ac, Largo stocks of blankets, shirts and clothing aro kept on hand, and arranr ed in tho noatost manner. Tho Hospital baa a ca? pacity of 250 bods, which is at prosont amply suf? ficient for all the city poor, besides thomarinors. Each dopartmont bes its own ward-master and as? sistants, and is woll rogulatod. Cleanliness is the striking foaturo ol' this Hospital, and ovory caro ia taken to rendor tho patienta comfortable aud con? tented. Tho Buporintondonco of this Hospital ia managed by Mr. AUTHUR FAIRLEY, tho popular steward, whe kt ably assisted by Mr. J. (X TOBLAY, the apotho cary in charge of the Dispensary, and by T. GBANGE SIMONS and C. W.
