He has therefore roserved his signature, whioh secures its defeat. George Elliott (Miss Evans) after Boeing her last book, "Folix Holt," out of presB, took the money she received for it, $20,000, and went abroad, to avoid reading disagreeable notices of it. A daring fellow named Denier, on the evening of the 18th ult., walked a rope stretched across Jefferson street, Louisville, Ky., with his oyee blindfolded and hia body encased in a sack. The exploit was wituessod by at least eight or ten thousand apoctatora. He proposod to "walk the rope" on a pair of stilts the next afternoon. Charles O'Conou, Esq., the priucipal counsel of Jefferson Davtb, arrived at Fortress Monroe, July 31, unaccompanied by any peraon, on the flteamer George Leary from Baltimore. At an early hour he proceeded into the fortress, and haa remained there all day in close consultation with his client. The precise nature of his visit is un known, except that the recent report of the Judi ciary Committee to Congress has Beemed to make Mr. Davis rather anxious concerning his prospec tive speedy trial. Liquor flowed pretty freely ?front several committee roomo, and the result waa fully exhibited on the floor of the House. In one instance tellers were appointed who ware onable to stand in their places ; and the account they reported to the Bouse ran a hundred over a quorum. Members voted early and often to nuke it appear that a quorum waa present. Jokes wero related and stories told. A dozen or so inombora at ono time had pitched battles with paper wada, books, etc., whioh were flung through vhe air in the ball. Another "affair of honor" carne off on the 19tb nit., on the Louisiana shore, opposite Vioks burg, the principals beiDg two New Orleans gen tlemen, Col. W11. S. Ykboeb and Capt. W. F. Fitzgerald. Messrs. Geo. Scott and J. B. Cad ?wallader acted aa seconda. No other persons were on the ground. After an exchange of shots, by whioh neither party wa? injured, the matter waa regarded as settled, and the principals and friends returned to the city "in the very best hu mor with each other." Late in the evening, how ever, Mesera. Scott and Cadwallader were ar rested upon a warrant from the Mayor, based npon "satisfactory evidence" that theso gontle xnen also intended having a fight. A correspondent of the New Orloano Time?, writing from Alexandria, La., denies the truth of the report from Paris that Bea?reoard had offer ed his services in the European war. 1 ho corres pondent says : " G< n. Bbaubeoabd is under parole to the United States military authorities, and has visited Europe nnder the special permtsaion of the Preaident of the United States ; and he will ?bide especially by that parole and by tb..t per mission. The wieost and most prudent of those of the Fao ulty, whoso opportunities and ?tudies warrant them in giving nn authoritative opinion, are usually most ohary of euoh predictions. For us far as we can learn, no particular Bet of ooinoidonta booih to tifford any uniform pre monitions of the disease. Wo do not beliovo that it oan ho told with oertainty beforehand, when to expeot thie unwelcome vi-itor ; and therefore we attaoh but little importance to the oraoulor prediotionB of some of our en thusiastic professional prophets who, swayed by some particular pet thoory, appear to ima gino they have the whole matter within the compass of a nutshell. One thing, however, is certain. Our oity, every uumnior, is more or less liable to this epidemic. We Bhould, therefore,always take euoh precautions as may ward off or mitigate its ravages. Wo Bhall not enter here into the oft-mooted question of quarantine. Whatever benefits may be derived from it, will probably be experienced this season, from tho efficient system whioh we believe is now in opera tion. Immediately at our hands, and all around ue, ib abundant work. Each one of us may oontributs bis quota to promote the effioienoy of thone sanitary measures, concerning the beuefit of whioh there is very little d.ubt. Wherever a large number of people are con gregated togothor, a certain atmospheric cod dition is produced, whioh UMyersal experi ence proveB to be favorable to the propsgatiop (if not the production) of certain forms of epidemio disease, 01 which ytril.w fever is an example. A disregard of bygienio prin ciples intensifi.B this condition of atmosphere in an exact ratio to the negleot, It becomes the plain duty, then, ?f every oitizen to pay rigid attention to the well rec ognized principles of cleanliness, both of per son and premises. The oaro of the streets and drain? we may entrust to our efficient and ever-vigilant City Fathers, making it our duty to assist them by promptly reporting any re missnesB on the part of subordinates. This condition of things has been brought about Oy the sad experi ences through whioh we have reoently passed; the extensive destruction of dwellings by fire and shells, the consequent high rents, the prevalent poverty, and finally, the extraordi nary influx of negroes from every part of the State, who seem to have thought Charleston an Eldorado. Under these- oircumstanoes, then, it be boovos all parties to exercise the utmost vi gilanoe and oare in a rigid enforoement of all proper hygienic measures. Even if yellow fever does not so much as threaten us, these precautions are eminently proper, as they may prove equally efficient in warding off other forms of disease inoident to this season and olimato. They will apply with equal foroe to the other terrible plague with whioh the whole Continent is threat ened; we, of course, allude to oholera. -? a> ? THE ARGUMENT OF THE RADIOALB. The best evidence of tho exasperation and chagrin of the Radicals at the suoocbb of the President's polioy is to be found in the libel lous statements of the representative organs of that party. For instance, one among the most prominent paragraphs in the New York Tribune of a late issue if the following : "A little colored girl in Richmond waa severely boxten by a white m_n. The mother applied to ex Mayor Saunders, now a magiatrate, for a warrant. He replied, 'I am not in tiny humor for giving war ral ta. You must ro away from hero.' ThrougrT the action of the Bureau officer, ahe bad the man taken up by the police, but he waa dieokarged, and ano is unable to obtain any recognition of jua tico for her child." When it is known tbat ex-Mayor Sa?hdirb is now a member of the City Counoil ol Rioh mond, and not a magistrate, and, therefore, has no.right to issue warrants, the absurdity of the Tribune's paragraph becomes apparent Newspapers, however, are like individuals. They are curious. Notwithstanding, how ever, this libel of the Tribune, and its naming the recent disgraceful riots in New Orleans a ??Rebel attack upon loyalists," it endorses and complimenta the Augusta Constitutionalist on that paper's "patriotio" courue in regard to the Philadelphia National Convention. A New Haven (Conneotiout) paper--the Palladium--reoently regaled its readers with a long editorial upon "Education for Freed men," and thinks, in view of the faet that the Freodraen'e Bureau will finally be abolished, "the work of educating the South must be pushed forward as rapidly as possible while some degree of pruteoti >n exists." ?Let us not," says the Palladium? The latest nows from London, recoivod by tho Atlantio Cable, is to the offeot tbat a treaty was bignod at Vionna on the 27th by the SovereigoB of Prussia, Austria, Bavaria and IIopho Darmstadt, and the representatives of Franco, Italy, Spain, Russin, Portugal, Great Britain, Turkey and tho German States. It is a complot securing a lasting peaoe through out Europe. Prussia ?b to have sole dominion in tbo German States, excepting Hungary, Bavaria and the Danubian Principalities (?) King Wilhelm is to be made Emperor of Gormany. Italy ?b to have Venetia and three fortreBseB of the Quadrilateral. An armistice of four weeks had previously been agroed upon by Austria, Prussia, Bavaria and the other Gorman powers. . * ?
