It ie reported in Washington that Secrotary
Seward has prepared a loiter of resignation. Ilia
object is thought to be to induce other more ob
noxious members of tho Cabinet to follow his ex
ample. His resignation will not bo accepted.
A revolution br. ko out at Qjuaives, H iyti, July
5, and spread through tho adjoining territory.
All communication was suspended botween tho
north and the capital. Busiuess was also sus
pended.
A violent personal assault has been committed
within the Capitol, in Washington, on the person
of N. H. Painteu, Clerk of tho Committee on
Post?nicos and Poet Roads, by two porsons, Ben
jamin B. BEVEninoE and Edward Towers.
The stoamer Marathon, which arrived at New
York on the 16th, reports that at 10:30 P. M., on
the 4th instant, she exchanged signala with tho
Great Eastern, ten miles southeast of Fastnet.
Tho Maratiion saw three icobergs six miles east
of Cape Raco.
A Louisville dispatch says a great Southern
Telegraph Company is beiug formed there with a
capital of a million dollars. General Kirby Smith
is President, with his headquarters in Louisville,
and Oeneral Don Carlos Buell Vier-President.
More than half tho stock is already subscribed.
Captain Russell, of tho steamer Thomas Keh-o,
which camo up on Wednesday morning from Nor
folk, reporta having passed off Poplar Island a
French war steamer bound up tho bay. As ?he
was not signalled at a late hour in the evening, it is
supposed Bhe may havo gone into Annapolis
roade.
The British forces which havo been stationed
for some time at Fort Erie were to break camp on
the 16th instant and leave for St. Catherines,
Where the regulars tyre to remiiu and the volun
teers to be disbanded. A British gunboat is to bo
stationed on the river as a guard against Fenian
invasion.
A pirate craft arrived in Gdlveaton harbor on
tho 3d instant, wearing tho black flag and carry
ing six guns on each side. City officers rowed
out to her in a rowboat, but were fired upon and
'^. forcod to n tire. The pirates thou steamed away.
A united States gunboat followed some time, but
could not overtake her.
Tho Zauesville, Ohio, Courier, in noticing tho
contemplated visit to that city of Mr. Georoe
Peabody, the distinguished London banker, says:
"Among the latest benevolent deeds of this
world renowned humanitarian is tho gift of ?50,
OOOapieco to each of his four nephews in the east;
among them Mr. AnTuun Peabody, formerly local
reporter of the Courier. "
The Athen um says that General Beneoek,
who at first refused to havo any special corres
pondent in his camp, and then proposed an ex
ception in favor of Mr. W. H. Bussell, has had
to withdraw his prohibition. Mr. Charles Boneh I
accompanies the Austrian army as correspondent
of the Daily News. Other names have already
been given as representing the rest of tho Lon
don papers.
The steamer City of Paris, Captain Kennedy,
bas made another quick passage across tho At
lantic. She left New York on June 23d, at noon,
and arrived at Quceustown at half-past five on
the morning of July 2, thns crossing tho ocean in
tho short time of eight days, twelve hours and
thirty minutes actual timo. This, it is said, is
tho quickest passage ever made between Now
York and Quceustowu.
Tho Official Gazette, of Hanover, gives tho fol
lowing as the losses of the Hanoverian troops in
the late encounter with the Prussians: Silled?
22 officers, 208 non-commissioned ofiicors and sol
diers, 17C horses. Wounded? 78 officers, OCG non
commissioned officers and soldiers, 72 horses.
Besides which thero are missing 812non-commis
' sioned officers and soldiers. Probably tho greater
?part of these last havo been made prisoners.
The Hanoverians made prisoners of 8G0 soldiers
and 10 oflk-ers, who were liberated the next day.
Tho New York Herald ears : "Tho call for a
Convention of tho loyal Southerners is in itsolf a
curious atlair. But where will intelligent loyal
Southerners of an original type be found in suffi
cient numbers to fill any respectably sized hall in
either of our large cities ? Tho negroes, who are
tho real, true, ?imon-puro loyalists of tho South,
will bave to be called in to fill up the benches.
Here is a good chanco for Wendell Phillips,
Lloyd Garrison, Henry Ward Beecher, Horace
Gbeeley, tho Rev. Mr. Cueeveb, and other pure
and unadulterated worshippers of tho negro, to
establish a new party on the platform of negro
suffrage.
In Austria people aro so dismayed by the suc
cess of the Prussians that somo aro found suffi
ciently lost to all eeneo of propriety as to desig
nate as a traitor General de Gablenz, whoa*?
corps was destroyed at Trautouau?Gablenz, the
brilliant, tho audacious hero of tho >? ar with Den
mark, who, not long since, could not bo sufficient
ly feted?a man who is ohi vainc loyalty personified.
His misfortune w is that a division of the Prusstau
Guard, by dint of forced inarches, was enabled
to fall on bis flank. Origually a command in
Italy was off rod him, but he domanded to serve
in Bohemia, that ho might havo an opportunity to
take his revenga on the Prussians, who chased
him from Holstein, and who have now so complete
ly conquered him.

Such is the record as given in the last bul
letin, and the prophecy was fulfilled to the
lotter.
A subsequent iosuo on tbo 17th gives tho
dreadful details, filling six or eight column?
of that then enterprising paper; tho list of
houses burnt alone occupies ovor four columns
of close Bet up typo.
Wo could reprint muoh that would roally
interest our readers, but wo pass to the figures
of losses. Tho Mercury says :
Tho wild gueuses which wore at first prevalent
have given way before close calcul?t ion, aud we
are now ahlc t? present some rens-tial'lo views of
the actual amouut of losses and insurance. It is
safely estimated that tho 1->h8>b iu real estate is
fully three million ?oe hnndrtd thousand doliars.
Un this there wan insurance for about one million
five hundred thousa d dollars only. Tho sweep
of tho oonlligialion was eighteen hundred yards
by an average breadth of three uuudred yardtj.
The hopes entertained of a speedy restora
tion of tbo bouses of the thousands who were
made houseless on that droary night, have
uever been realized. War'B slorn realities
caused an entire abandonment of the proposed
rebuilding, and we are still kopt in remem
brance of that terrible calamity by the tot
tering walls and gaunt chimneys that oome
to view constantly.
We have reverted to this great loss to
Charleston because we think the time is op
portune for inaugurating some measures look
ing at least to the making an honorable ef
fort to negotiate a loan of $3,000,000, with
which to rebuild our waste places.
It is proper to say that tho remarks of tho
lion. Gko. A. Trenholm, hoiuo weeks ago, at
tho quarterly meeting of the Chamber of
Commerce, inspired a very general hope in
the community that his clear and practicable
views would have ero this been called into
requisition by the proper authority, our City
Council. We do not profess to be able to de
termine if euch a loan as Mr. Trenholm
suggested could bo negotiated ; but as a plain
business calculation, with gold at 50 premi
um, wo vejUure the opinion that thero are
Bomo capitalists who would give a preference
to a G per cent, bond, secured by a mortgage
of that beet of all securities, real estate,
payable in currency, and eventually redeem
able in coin. Cannot tomo Alderman put the
ball in motion?and try ?
THE MAP OF EUliOPE.
Our Gorman friends on tho other side of
the water are hard at work trying to perfect
that ever imperfect piece of workmanship,
tho Map of Europe. Wars innumerable
have been fought, and many Conferences,
Congresses and Conventions held, to deter
mine boundary lines, or change the t?aid
Map. And at the oloae of each job of this
kind, each of the contracting parties is sup
posed to believe that tho arrangement just
entered into will be perpetual. But it would
appear the lines are not firmly Bet. A pass
ing cloud of passion often obscures tho vision
of some one of the five great powers, render
ing it entirely unable to Bee those perpetual
boundary lines.
This is the case at this time. New lines
.are cut, and out deep. MountainB are levell
ed, at least to all intents and purposes. Those
mountains between Saxony, Prussia and Ho
bemia, bave proved no obstacle to the im
petuosity of tho advancing Prussian hosts.
Tho ?olid Austrian phalanxes gave way again
and again before tho borussian onset; and
tho consequence will bo, wo four, that the
days of the Austrian monarchy are number
ed. Ifsheisoot entirely blotted out of the
Map of Europo, she will hereafter form only
an insignificant oomponent of the continental
brotherhood of States.
The decisive battle was fought July 3d
before Konigsgratz ; the King of Prussia
commanding the army in person. The battle
lasted twelve hours. Tho rout of the Aus
triaos was complete. 1 hree Archdukes were
wounded Prince Lichtenstein and Prince
Windischora?tz were taken prisoners. The
Prussians took over 14,000 prisoners, be
sides all the wounded left on the field; also
11G pieces of cannon, and innumerable tro
phies of every description.
This battle will bo known in history by tho
name of Skdowa (a small towu in tho
vioiuity of Konigsgratz), where tho Prussian
centre waB located.
The important fortresses of Josephstadt,
Konigpgraiz and Pardulilz, thus have fallen
into the hands of the Prussians; Benedee
compelled to evacuate Bohemia, and retreat
into Moravia. The road to Prague and to
'Vienna is open. Auotria cannot possibly
bring up euffiuiont reinforoeraeuts in time
Horiously to obeok the onward march of Prus
sia. Hoi best troops have been routed; the
?. ?
army boooming rapidly domoralizod, and tho
pooplo despair of bucoobs.
Wo fear tho disonso is too vital to bo reach
ed by court-mnrtinlHng a fow generals. Aus
tria has coded Vonotia to Franco. Italy and
Prussia, wo nro told, aro hot yet satisfied.
Tho aim of tho former is to drive Austria
entirely from the Adriatic, detach lllyrin,
Croatia, and porh.aps sonic othor provinces
from her. Tho object of Uismark is to
drivo Austria clean out of Gormnny. And
now thcso two grasping powora have tho ad
vantage, they aro not slow to nmke uso of it,
and will, doubtlost?, bo exorbitant in their
demands.
Tho battle ofSodowa haslihemtod Venice;
but tho Pope objects to Venetia being incor
porated with tho kingdom of Italy. Fio
Nono Iovob not his son Victor, nor this othor
son, Garibaldi. But what mnttor what the
Pope likes or not likes ? Manifest destiny
bath declared that Italy shall bo one, and
the Popo might as woll Btand on the beaoh
luidtry to koop out tho Mediterranean with
thatpitoh-fork, as keep things as they aro and
have been. lie had better look elsewhero
for lodgings. Tho Vatican will soon bo
wantod for other purposos.
How doos tho Popo oxpect to contend
against his enemies, especially now that Aus
tria, his hereditary ally, is hopelessly crush
ed ? The four millions he is trying to raise
in Wall Btreot will hardly bo sufficient to put
an army in tho field to fight Victor Eman
uel.
Franco at present holds Kenetia. What
, she will do with it is not yet known. She is
to get a handsome feo for her mediatorial
service Tbo French papers already specu
late on it, and suggest that Belgium and part
of tho Rhino Provinces would bo a suitable
compensation. Tho reason they only desire
part of the Rbino Provinces at this timo is,
doubtless, owing to the fact, that a part only
belongs to the German Conf?d?ration, the
other pan belonging to Prussia, which it is
thought might, porhapB, be able to protect its
own, evon against French Bwords and bayo
nets.
