AB Imperial decree has been issued, suspending for
tot pr?sent, on account of dangers menacing the south?
on pm ts of the empire, the laws for the protection of
jjwnenal liberty and inviolability In Venetia, the Istrian
ttnteard, Gorzaud Gradisca, Southern Tyrol and Dal

Csa? ral commanding the Army of the North, to suspend,
Ja the case of necessity, the above laws in all fortified

.QM) also in some other districts. He is furthermore
OBrpowered to establish military courts for the trial of

It i? announced that the nt mber of volunteers who have

io hundred and fifty Hallan volunteers arrived from

troops are being forwarded every day to the army of

The latest dispatches look decidedly warlike. The
Ti? un a papers regard the position of affaire very

The London Times says that daily and almost hourly

The Dally News says that the appearances indicate
that . declaration of war, or a manifest? equivalent to

The Prussian Government had issued a circular note
to the neutral * owen, charging Austria with a flagrant
Breach of treaties by referring the Holstein question to
the Diet. Prussia bits alf o sent a protest to Austria, de?
daring that fhe measures announced by Austria ta the
Diet v.olate the treaty of Gastlen, and restore the two
Flowers to the position accorded by tho treaty of Vienna.
An Austrian circular declares that Austria will observe
the Gastlen Convention until a definite settlement of
tte question of the Duchies is effected. Her only obj oct

Military preparations are reported from all quarter*.
The Austrian commander has convoked the estates

The London Times says Silesia would almost seem to

Ste Czar ia now quite indisposed to take up arms lu her

9lu Situation in Buffalo-Fenianism
"Played Out."
[From the New York Herald, June 16.]
BUFFALO, Jane 15.-General -?eade has issued an
arder appointing General Barry to command tho whole
Jsaatier from Brie to Plattsburg. He has ordered all
Haiti d States troopB, except one company, back to
totir stallone. General Meade thinks no further trou
Meie to be apprehended in this quarter. He leaves hore
tomorrow for Niagara.
Aoout two thousand Fenians left here last night for
Star homes, mostly in the West and Southwest. There
sm about f ur hundred Fenians left in town, but tn ey

The challenge of i he Fenian General Burns to Colonel
lewer , the British commandant at Fort Erio, to fight
SS? with an equal number of men was a piece of ridicu
Ins t ombast. The English officer who received lt tore
fte challenge up and threw it on the ground for his

Senators Mehan, Fitzgerald and Scanlon left for New

MAZZINI OM THE IMPKNDI G WAE.-Mazzini, ta an
article in the Genoa Do vere, says: "The war, for the
otneii ation oi Venice was thus for a duty; bow it was
.accessity. If, after the deeds, preparatives, and doola
xastone ot this moment, Italy were to recede fr?nt the
anitertaking, she would reveal herself to Europe as
aMShing better than a tbing without nation?! Ufe what
SBMrver-a mere tool tor foreign interests and designs to
Blay with. She would be di sen di ed. for a long series
al years itt the opinion of the world; she wonld have to
asee a new deficit, added to the old one; she would de
*aai*e her army of all sense of dignity and self-reliance ;
ate wpuld provide potent arms for the hands of reao
tomary fact iona; she would open the gates to anarchy
sasaoraiB, or to a feeling of skepticism, or to Shat ob?
jetaron which is worse than anarchy. So, then, let tha
.?see of the c untry be heard from end te end, and let
tost voice be one simultaneous cry ot war.

"To the Republicans, who, from the rude lessons of
toe past, would deduce an exouBe for inactivity, I, a
Stpnblican, too, say this : 'You, O my brethren", have
?Sways taught till now, as I have, that in order te
attain, whenever that time may be. to republican free

Avail y cur selves of whatever opportunity there may

Ben as are still kept groaning in foreign yoke. Once
.sited you will march on, through the propagation of
tenth by your apostleship, to conquer our ideal. But
dc not turn this ideal into a condition of that help
which a Bacred duty bids you to give. Would, you hive
vrsrnfd Joan of Arc not to drive the Engll-ih ont of
france? Would you have told the Spaniards of 1808
aot to repel the French invasion since France was a
Monarchy corrupt and inept, and because tho majority
af the Span ards were not ripofor republican institu
toons ? Hie national question is sinned against by who
Beever neglects to resolve it. The question of internal
politics can be but ac error, and nothing more. You

your hands of that sin.' "
