ency, Is from the Columbus, Ga., Sun: "We understand
that examinations of the members of the colored schools

Dr. PAUL, CULLEN, the new Irish. Cardinal, is the first

that he declined it on a previous occasion, and hss only
been prevailed upon to accept it now in consequence of
?I the Interests of the Roman Catholic Church in Ireland
,'l seeming to the Pope to require that ho should occupy

The census returns show, approximately, the ratio of
death in dlfferont part? of tho country from oonsump
: Hon. It la as follows: Eastern States, 34.0; Middle
- States, l8..; Western Stales, 11,4; Southern States, 7.4
From fevers it Is as follows: Eastern States 6.3; Middle
States, 6.0; Western States 80.0; Southern States, 15.4.
In 1800 the deaths by consumption wero 13.70 per cent
of the whole number of deaths; and of fevers 0.70
making 23.63 per cent of deaths caused by the aboro
disease. The total of deaths by consumption, 40,118;
from fevers, 85,808. Grand total of deaths in the United
States 340,157, being supppoied much less than the ac
tual number, owing to errors In the o numeration,

THE INQUISITION AND THE BASTI LE.

world wao paralyzed with dread, and ovon now,
that thoy have rolled years backward in the past,
thoir vory names call up memorioB which chill tho
blood.
The one was an engine of power, which, by the
secrecy of its workiug and the unscrupulouenesa
of ita management, Bubjocted tho most innocent
victims to tbo most diabolical tortures. The
other waa itself an instrument of punishment
an awful prison, whero long Uves wero wastod in
tho thick darknoes of its colls. But it was not
thii that mado it so torriblo. A prison, whoro
convicted criminals alone are punished, has no
terror for tbo world. It was that hero might bo
incarcerated any ono at tbo mere nod of one man,
on tho baro accusation of an unknown person.
It has been the boast of the United States, over
ainco it was a nation, that the right of personal
liberty was bottor guaranteed hero than in ary
other country, and that oven tho guilty could not
bo doprived of it without fair trial. It is not ac
knowledged noto that wo live under a despotism,
and in tho comparatively narrow district whoro
military law still rules ; it is asacrtod to bo for
the protection of tho weak against the strong, tho
impartial administration of justice and the pre
servation of law and ordor-not for purposes of
spoliation, concentration of powor, nor exorcise
of tyranny. Alas, for our boasts. Alas, for our
OXCUBOS. Facts speak loudor i han words. It is
upon record that iu this State of South Carolina,
which has complied with all the requisitions of
tho Chief Exocutivo of tbo country, in ordor to
regain her place as a component part of tho na
tion, the military authorities, established by the
Government, for tbo laudable purposes abovo
mentioned, havo exorcised tboir judicial functions
vory much Uko &n"Inquisition, and have made a
genuine old-fashioned Bastilo of tboir prison.
In proof of the first assertion, we call the at
tention of our readers to an article from tbo Bal
timore Gazette, which we publish in anothor
column of to-day's issue, and which was written
by ono of our most distinguished citizens, and
vouched for by bim as corroot in every detail.
The parallel between tho conduct of Major Moons
and that of the officers of the Inquisition ia car
ried to tho last extremo of disgraceful tyranny;
for not only docs Major MOORE uso torture to ex -
tort confessions, but, like the most unscrupulous
and vindictive of inquisitors, ho usos torturo to
extort evidence-not only puts the accused "to
tho question," but the witnesses also.
In regard to the particular victim mentioned in
tbo extract to which we have aUuded-the poor
negro-he waB, as wo have learned, tortured again
and again, and will probably never entirely re
cover from the effects. So much for the Inquisi
tion. Now for tho Bastilo.
Tho men mentioned in the extraot and some
others were brought to Charleston and oonfinod
in the jail. Six of them were confined together
in a small room, fed only on mueb, and that once
a day, cursed by the negro jailors, and a? u.ccted
to annoyances of filth of too disgusting a nature
to bo detailed in publio print. This would bo a
horriblo punishment for criminals; but that is not
the point. As in tbo Bastile, tbo confinement ia
terrible enough in itself, but is renderod doubly
so by being inflicted on innocent persons, without
the moana of redress. These six individ?ala, all
respectable citizens of Edgofield, wero kept in
that filthy ceU for ten days or two weeks, and
then, on representations of counsel, were released
on parole within the limits of the city, and finally
discharged, for want of any evidence to substantiate
the charges brought against them.
Tbo terror of this prison is, that any innocent
person may be thrown into it on a mere accusa
tion, just as these six wore; and if thoy are not so
fortunate as to be able to employ counsel or ob
tain the assistance of influential friends, thoy
may remain there until doomsday, or at least un
til the removal of the military, which seems, to
all intents and purposes, as far off.
In calling attention to tboao cases of mal
feasance in office in strong and emphatio lan
guage, we in no manner depart from our con
servative course, and uniform and unwavering
support of the President and his polioy. We are
only doing our duty as journalists to the commu
nity and the whole country by exposing tho crimea
of subordinates, which might otherwise be re
peated to the detriment and disgrace of tho na
tion. We cannot deny that wo aro anxious for the
complete restoration of civil authority, but did
the military confine themselves to tho proteotion
of the weak and the impartial administration of
j us tico, wa should scarcely bo aware of thoir
presence; .

PROFESSOR F. W. THOMAS.
Our literary publio will be glad to learn that
on Monday night next thoy will have the oppor
tunity of bearing a most entertaining lecturo from
a polished gentleman, good orator and accom
plished soholar. Before the war some of tho
most successful lecturers of the day exorcised
their talents for the benefit of Charleston audi
ences, and wero rowardod by appreciative atten
tion and rapturous applause. Baring the war,
however, and Bince, we have been deprived of any
inteUectual amnooment of this kind, and it is par
ticularly fortunate that, after so long a famine,
we should havo every reason to expeot a feast.
We wero intlmatoly associated with Mr. THOMAS
while ho so ably oooupied the position of editor of
the Carolinian in this city, and can vouch for his
having the most extraordinary powere of enter
taining of any gentleman it hat ever been our
good fortuno to meet. At that time, too, he was
thrown in contaot, on festive occasions, with
many gon tic-nun of this city, upon whom his ora
torical powers made a groat impression. In addi
tion to these advantages, Mr. THOM AS occupies &
position in this city which wo bellovo no other lec
turer, except Dr. IIIVINO, ever held. He is a
Char los tonian, and so was his father beforo bim.
The old Charleston Gazelle, once tho only paper in
the city, was for a long time under the editorial con
trol of his father, and tho same enterprising gon
tleman waa one of the first to conceive the groat
idea of the Cincinnati and Charleston Railroad.
The great featuro of Mr. THOMAS' lecture will
be his original poem on Ireland. We have had
the pleasure of both reading and he aring this
composition, and, though wo boUovo firmly that j
Fenianiem is a great swindle, yet wo will venture
to assort that, whon this poota is dolivored by tho
author, no man can hoar it without a bounding of
the blood, and no maid without the shedding of a
tear._
