The Now Orleans Picayune, of the 12th, gives an ac
count of tbo d dugs of a lot of nogro employ?es on the
plantation of Louis GBABERT, of Ibervllle Parish, Louis
iana, the other day. They became offended, and w ent
to work cutting up the growing crop of cotton. Th e
causo of offence is Bald to be an order from their Bureau

A_n upon the condition of affairs in Tennessee and
Kentucky. Ho says that during tbo month of May
77,177 rations were issued to white persona, and 7109 to

gregate of 30,000 rations for June, at least two -thirds of
which will go to the whites. Tho peoplo of Eentucky,
he thinks, are indlsposod to properly caro for the aged
and Infirm freedmen, and their support will for a time
be a burdon upon the Government.

_Tho widow of JOHNSON HATCH, late of Wolta, Maine,
now up ?ords of seventy yeera of age, relates the follow
ing curious fact: Something more than thirty years

the uso of a Constitution that can, at any tim e,
be Bet aside by a truculout majority ? Why amend
it? It is as easy to act counter to it as to pans

But tho Puritan is a great "sticklor for forms.
Whilo ho has not tho loaBt scruple against an
nulling the most solomn compacts, ho is strangely
squeamish, and must havo an cz-pjsl-facto modi
fication of tho compact to cover his disregard of
tim law. The agitation, discussion and logisla
tion of the Republican party during tho last few
yoars, haB boon ontiroly consistont with tho prin
ciples and practice of their Puritan ancostors.
An utter want of reverence for established insti
tutions, an ovor-weoning assurance and solf-right
cousncBs, coupled with narrow-minded bigotry,
and its usual concomitant, a malignant spirit of
persecution.
Given thoso as tho guiding principles of your
judge, and ?niall your chance of justice, none your
hopo of mercy. Wo rogrot to bo compelled to
come to the conclusion, that this is tho com
plexion of our prosont political status. A fair
policy of reconstruction was markod out by the
President, supported by all the weight of his au
thority and influence. Had this course been
adopted, the country would now bo at peace, old
strifes rapidly healing, and a healthy, rapidly dis
appearing cicatrix would cover the many wounds
made during the last few years. The country
would bo a unit, politically aa well as geographi
cally, one in aim and purpose. No internal agi
tation would bo gnawing, cancor-like, at its rit?is,
as is now tho case ; retarding tho growth and de
velopment of industry, fomontlng suspicion, in
spiring distrust, and keeping alivo tho dying ora
bors of civil and social strife.
All this might have boon but for tho sordid,
selfish foar entertained by tho ruling faction, lost
their lease of power should be shortened. Power
is sweet and offico profitable, and to lord it over
their botters is particularly pleasing to the craven
mind of the base born. That all this agitation is
kept up, aod iojustico committed, in tho name of
justice and under the guise of philanthropy, is
only in character with the inherent traits of this
race of fanatics, who, with tho wisdom of the
serpent, all the whilo protend tobo as harmlos s as
dores,
There is, therefore, no prospect for tho politi
cal recognition of the Southern States as long as
tho present Congroas shall shape tho legislation
of the country. Tho olootious aro cloao at hand,
and it is to be hopod, for tho sako of the peace and
prosperity of the whole country, that tho people
of the North will throw off tho inoubus that has so
long been a drag to tho nation, and oloot new
men to Congress,-who shall not be committed to
constitutional amendments and pet philanthropie
abstractions,-who shall not spend all the six
working days of the week in discussing the Freod
meu'a Bureau, and making Pariahs of tho white
men of the South,-who shall occasionally at leant,
consider the interests of tho whole country,- en
deavoring, by a conciliatory course, to brid? o over
the chasm created by the wnr between the two
sections. It can bo done, and wo hope to seo it
dono.
There is much also for us to do. Wo boliovo, a 8
we havo said all along, that the South fully com
prehends her situation. (Certainly if she do not,
it is tho fault of neither Provost Marshals or
Freedmon'a Bureau). The Confederate armies
wero surrendered in April and May, 1805'; and tho
subject of our disabilities has boon cona tan tly b o
foroour people ever since, so also the require
ments of tho Republican party. It is reasonable,
therefore, to suppose that thoy are perfectly cog
nizant of the situation, of the duties of the hour,
and the furthor sacrifices to bo uudorgonoon their
part, and that they are all now proparod to yield
a cheerful submission to the inevitable, and como
up deliberately to an intelligent disohargo of their
now duties. This should bo dono soon, and done
thoroughly.
It was not to bo supposed that all this could bo
brought about ina tan tor, that a failure, au oh as
ours, should forthwith be followed by a radical con
version. A RE - individuals, wo know, foan d no
difficulty in thus hauling down tho bars, and in
stantly thereafter unfurling the stripes. We will
not hore inquire into their motivos, or so i n too
closely tho question of their sincerity. Suffi elent
to say, that but few among men aro ever found so
dispassionato, who havo their feelings and im
pulsos so porfootly under tho oontrol of their
reason. A wise statesman, thorofore, profers a
convorsion moro Blow.
Our peoplo havo boon much maligned by omis -
saries (called correspondents) paid to soarch out
tlio weakness of tho land. Every hasty expression,
nevor mind under what oircunistano?s uttered,
has been promptly manufactured into "disloyal "
sentiments; and a groat deal of MUCH disloyalty,
wo sincerely boliovo, has boen firwardod to tho
Radical press, that had its origin in tho fertile
and unscrupulous brain of thoso corresponden ts.
The honest sentiment of tho country has found no
expression, or porbaps wa should say, ha H had
no opportunity of boing proporly roprosonted to
tho pooplo of the North. Heneo their opinions
are based upon a delusion, and thoir legislation
has been prompted by their fears rather than by
tho circumstances and facts of tho e.iio. Our
people are weary of this. We have had enough
and moro than enough of crimination and recrimi
nation. Wo are tirod of political agitations, and
dosiro peace?, and wo aro prepared to mako the
nocossary aacriflco in ordor to attain it. Wo bavo
taken our vows lionostly and in all sincerity, and
it is uugouoroiiB in our advorsarioa to doubt ; the
moro eo ne this doubt ia based upon faleo assump
tion,, and upon toatimony tbat could bo easily
proved unworthy of credouco.

At tho advanced age of eighty yoars, Mr. OAH
UOZO comes before tho publio, not for the first
time, but in all human probability for the last
timo, as an author. Tho subjects aro of doop
and very general interest to tho people of our city
and State Tho author has been known to them
ana thoir fathers for moro than half a century.
Whether the matter under discussion waa dramat
ic criticism or Europoan politics; city improve
ment or political economy; his versatile pen gave
tho tone and direction to a largo portion of our
thinking men. Few meu have exercised a greater
influence in forming the judgment of an intelli
gent community than Mr. CABDOZO, and few men
have roapod so little benefit, iu % pecuniary point
of viow, from a lifo of oarnoat and honost intel
lectual labor.
Wo commend tho "lleminiaceticeu" to the press
and the people of tho South, and trust its salo
will be commensurate with the ability and claims
of the author.
