Herald, speaking of tho mills and barns burnt throughout the Valley by Hit KUI HAN, under GRANT'S order to lay waste and devastate, says: "In this neighborhood, wo aro happy to say, the most of tho barns havo been rebuilt, and the mills are pro gressing rapidly, and will bo completed in time for the growing crops." In consideration of the fact that no legal payment can be made to any Southern officer of the Treasury who has not subscribed to the test oath, the Secre tary of the Treasury has notified all such that their resignations will bo accepted. He has siso made a request that Congress pr?vido for the payment of those who havo been performing the duties of the de partaient for the time during which they have boon BO engaged. The National Intellegenccr says: "At frecdmon's vii. lages, Rev. J. T. JOHNSON 1B performing the ceremony of marrying the people, of which three hundred couples will bo married by tonight, and making legal the old marriage relations. The spectacle Is really amusing. Squads of twenty or moro couples stand up and aro mar ried at once. These consist of old and young, the aged and the infirm, arrayed In all manner of gow-gaw and cast-off finery that tboy could pick up. Many enter upon the ceremony with reluctance, and only consent to the regulation, which Is insisted upon by the Freodmen's Bureau, when informed that it is necessary to their new condition of freedom." Wesupposo they will soon all be marched to the creek and proporly baptized. On Tuesday, Judge UNDERWOOD, of the United States Court at Richmond, declined to give a decision on the question as to tho right of lawyers to practico in that court without taking the oath prescribed by Congress. He remarked that he know it to be in contemplation by some of the most radical mon in Congress to repeal the disqualifying act of January, 1884, and was of the opln ion that the act would be repealed before tho adjourn ment of tho present Congress. Its repeal had been strongly urged upon Congress by a majority of tho Su promo Court. Inasmuch as this question had boon very ably argued before the Supremo Court of tho United States, ho felt great delicacy in undertaking to go fur ther than to simply acquiesce in whatever course the gentlemen of the bar were disposed to take. There would be no departure from the usual courso on the part of this court, unless an objection should bo made, but he hoped tint no objection would bo made st this time, believing that the act would soon be repealed. So in regard to the starving of prisoners, and other mimili tary erimos for which Mr. DAVIS is still held to an?,wer at the bar of public opinion. Their truth or falsity ought to have been determine d before now. If Mr. DAVIS la innocent, it Is gross Injustice to keep him in prison. Judge UNDERWOOD hints that some action of the Gov ernment is likely to Intorvcno between this and October which may prevent any trial at tfeat time. An ordinary man pays rogard to public opinion; autl does not wilfully or nced leasly outrago all thr most aacred feelings of bia friends and neighbors. That Judge UNDERWOOD has taken occasion to do all this, and to do it re peatedly and doliborately, provos him no ordinary man. The Now York Herald is not generally con sidered very squeaniiah on question3 of social propriety. Yot Judge UNDERWOOD shocks the nerves of oven tho Hrrald. Wo say not this because we are in the least dis loyal. On the contrary, it is our loyalty takoa umbrage at such language and conduct on the part of a United States Judge. Mr. UNDERWOOD had a perfect right to bo an abolitionist, or any thing else he liked; and to him doubtless be longs the credit of having been an original Virginia Unioniat. He can moroover lay hia band on bia hoar t, and thank hia God in tho market place (or tho Oonrt Houae), that he never waa as wicked as these sl&veholdors. Thia auction ho can lay on bin soul. But ought ho not also to remember, that slavery waa ono of the lawful institutions of tho land; and that aome very good people had been slav?, holders? We venture to say that even Mr. UNDERWOOD, jaundiced though bis vision bo, JI?IB known of sneh. Is it decent, therefore, for him, a citizon of Virginia, and a United States Judge, to attempt to stir np tho prejudices of his jury, and of all tho crowd of Northern Radicals, against the people of Richmond, by saying that that city had "long boon the centro of tho groatost traffic in human beings that ever disgraced the world; a traffic which has omployed many hundreds of moral monBters and many millions of capital; subsidiz ing the proas, pulpit and politics of the State, ren dering Richmond more infamous among men for this great crimo than all tbe cities along the coaBts of Senegambia, Uppor and Lower Guinea, Congo, Loango, Angola and Bengnela combined?" Tbo Judge is a learned and a travellod gentle man, and of coureo is quito familiar with the crimes of slavery all along the African coast. In Ibis he has tbo advantage over us. We know nothing of Senegambia, Sec, &o.; but we do know something of slavery as it oxisted in Richmond; and with all due deference to the opinion of the Judge, we humbly auggest that he is somewhat mistaken in his estimate of tho horrors of slavery in that city. We will say nothing here of the chaste and clas sic references the Judgo m ado in his "charge" at Norfolk to the ovila of the "Institution"-then as now gratuitous and uncalled for. These remarks wore indecont,-obsceno. No gentleman would havo boon guilty of such utterances. Yot the Judge doubtless considered it his duty to launch theao envenomed shafts at-the mother of WASH INGTON, JEFFERSON, PATRICK HENRY, MADISON, MONROE, CLAY, SCOTT and TAYLOR. Even tho New York Herald, romarkiug on the abovo African, geographical quotation, says : "Hia violent do nuncii tiona of Richmond and its people en masse wore better adapted for a stump speech from Parson BROWNLOW, or a locture from that untam able shrew, WENDELL PHILLIPS, or for such a savage as Judge JEM-REVS on his bloody assize, than for a United States Court upon a case of treason." - And yot are thero aorno who find ground for ad miration in the character and conduct of Judgo UNDERWOOD. We honestly confess that we are not of this number. TOM PAINE, JOHN WILKES, and LLOYD GARRISON, havo, in a measure, occu pied similar positions to their times and genera tions. Thoy enjoyed tho honor of holding opin ions, shared by very few cotemporarios. But wo do not think that history accords them a high plaoo in consequence of their disregard of public opinion. And yot mast wo oravo pardon of the shades of thoae worthies for comparing with them thia new mado modol of a judge. If there is a sublimity in impudence, Judjro UNDERWOOD has certainly reached it. Wo remomber nothing more shamoloss, more devoid of heart and feeling, in a man of such high and dignified position, elnco the daya of JEFFREYS. ' What ho remarked to bia jury, regarding the throats used against him and thom by parties in Riohmond attempting to intimidato them,-ia quito of a pioco with tho remainder of his char acter.
