FRANCE
The anticipation o? a war between Austria and Prus?
sia has wade a most unfavorable impression on com?
mercial affairs throughout France. The anxiety, in?
stead of Seing dispelled by an elaborate article in the
Conslitn Joneh and believed to have omanated from the
foreign ornoo, has increa'ed, and the apprehension is
that if those powers go to war, France can not, oven if
abo ?would, maintain neutrality.
The Cortes closed on the 20th of March. The official
gazette publishes a contract concluded between Portu?
gal, France, Br AX ll and Italy, for a telegraph line to
America.
AUSTRIA AND PRUSSIA.
The Prussian note to the minor German States, says:
.'Austria, without any provoca'! jn on the part of Prus
sia, has ordered armaments of a threatening character,
which compels Prussia to arm also. Prussia now seeks
guarantees for her safoty, having vainly tndeavored ti
obtain them in alliance with Austria "

The Vienna journals describe the war as Inevitable.
Brussels intelligence states that Bismark's attempts to
win over the minor States to Prussia have entirely
failed. Austria has recalled all the soldiers on furlough.
Several of the minor German States have resolved to
maintain an armed neutralit?.
The Austrian ambassador st Berlin had pregentod a
dispatch declaring that thc designs of Austria were
peaceful and its military preparations were made with
no hostile disposition, and that the Imperial Govern?
ment was determined under all circumstances to abido
by its duty to that of Prussia under the federal pact
Hope waa expressed that the Prussian Government
would feol at liberty to give a similar assurance to Aus?
tria.
A telegram from Vienna, dated April 2d, says nix ors
Of the peaceful solution of the Schleswig-Holstein ques?
tion were current and produced a most favorable im
pres-ion. A Vienna letter says that such arrangements
have been made that Austria could mobilize 4S0. OOu
troops within a fortnight. Austria has prohibited the
exportation of horses.
A Berlin dispatch says lt is believed, in reply to the
dispatch of the Austrian Ambassador, Pruesia will state

policy, but would desire explanations respecting tho ar?
mament of Austria.
The National Zeitung, of March Hist, publishes thc
text of thecircular note forwarded by Prussia :-> the

The present organization of the Federal Constitution
docs not, however, permit of an active part being taken
toy Germany In any emergency, even w.th the best in?
tentions on the part of the different governments. Prus?
sia must, therefore, continues the note, propose a re
form of the Federal Constitution adapted to the present
state of affaire. Tbfs course is the more incumbent on

The destiny cf Prussia is intimately connected with that

Count Bismark asks, in conclusion, how far Prussia
can rely on the support of the different governments, in
the event of her being attacked by Austria, or being
compelled by threats I rom that Power to make war.
. The Berlin papers state that some military measures
have been ordered by the Government. The fortresses
of Glatz, Cosel, Netsse, Forgau, Wittenburg, Spandau
and MagdoOurg, ar? to be armed. Several artillery
regimen:a are to be raised to their full strength. The

Private dispatches from Berlin state that at a confer?

Austrian Ambassador at Berlin, the latter energetically

In a note presented by Count Earolyl to Connt Bis?
mark, on March 31, lt ls ruted that it had come to the
knowledge of the Austrian Cabinet that the Government

was in danger of being disturbed, had not only attribu?
ted hostile intentions to Austria, but had spoken of the
probability of agg-essive measures being taken against
the Prussian monarchy.
Although the groundlessness of such an assertion
must be evident to Europe, the Government deems it
advisable to enter a protest against an imputation
which ia totally at variance with the actual sute or

than to act offensively towards Prussia. Not only do
