It will, also, have been seen that Congress,
at tho instance of thc Republican majority,
has ignored all this-have, in ibo resolution
of .Mr. STEVENS, in the Houso. denied thal

States Ui Congress, or that any persons pur?
porting to lie members shall bo admitted until
Congress shall act upon the subject; and then
rolling the wheels of time back to the sur?

Clearly, as wc have said, there aro opposite
trains upon tho samo track, and ti collision is
portended. It may bo avoided. Thc conse?
quences must bc fearful, and one or t'e i thcr
may Lack in time, but which can do so, it is
difficult to say. Thc President cannot. Ho
has said tho States arc in the Union, and lie
cannot let Congress put them out. This bc
might do, perhaps, if they wen; in tho Guion
hy any act of Iiis; but they arc not. T. at
they aro in by the laws and Constitution of
the United Suites, and as the National Execu?
tive he cannot let those laws bo violated. Nor
if their Senators and Repr?sentatives bo ai
tho doora of Congress, can ho permit thom to
Lc turned off, except for soma one of the
causes above stated, which would Le equally
sufficient to turn oil" members from the North?
ern States. Thero is no receding from his
position, therefore, without a violation of the
Constitution, even on his own construction of
il. Thero can bo no compromise. If the

Union-it is logically conclusive to ita con?

State delegations to Le delayed or hindered
