News S_imrriary.
Intolligenco has been ro ceivod by tbo Mexican
Legation at Washington that General Diaz, of tho
Army of tho East, taken prisoner when Oaxaco
fell, and kept in Paebla as a prisoner of war, Lbs
mado his escapo and rejoined the Republican
forces. Gen. Diaz is now in tho Stato of Oaxaco
at tbo head of a considorablo force, and intends to
resumo tho offensive within a short time. Tho in
habitants of La Sierra and I?a Canada aro in arm?
against Maximilian, and General Diaz is actively
engag?e! in organizing thorn into rcg imente and
.brigades.
Groat alarm exists among the Imperialists, as
Diaz was regarded as ono of tho ablest Generals on
tho Liberal sido. In Zacatecas peoplo aro daily
arrested by officers of tho Imperial Governmont
for disloyalty. The well known ill-feeling exist
ing between tho French and tho United StatoB
troops on tho Bio Grande seem to encourago the
disaffection.
An important caso was tried boforo tho United
States District Court at Memphis, Tenn., last
veeck. It was that of Pauk against Hamilton, and
its history was as follows: In the year 1862, while
tho Confederate forces still held possession of
Memphis, tho defendant, Thomas A. Hamilton,
wbb appointed by the Confederate Governmont an
agent to seize certain sugars and cotton, tho prop
erty of merchants whom it was believed wcro
purchasing and holding such commodities upon
speculation, in viow of tho probable surrender of
Memphis to the Federal forces, and against the
laws of tho Confederate Congress and tbe de
clared policy of that Goveromcnt, whoso officers
were instructed to prevent the undue accumula
tion of articles of primo commercial valuo at
points as seriously threatened as Memphis then
was. In obedience to instructions then given him,
Hamilton- seized a number of hogsheads of sugar,
the property of Dr. A. J. Pauk?valued at $75,000?
and turned it over to tho Confederate Becoivor or
Quartermaster, or, with other sugars at that time
seized, sent it South by railroad. No vouchers
were given, but a memorandum was mado at tho
time of the value and number of barrels and hogs
heads, and in somo cases, we believe, copios of
such wore furnished to the ownqrs. Dr. Park now
briugB suit against Mr. Hamilton to recover tho
value of tho property so seized. On the 28th
ultimo tho jury came into Court and announced
that they wero nnablo to agreo upon a verdict,
and the caso goes over to tho next term of tho
Court.
The carpenters and some other mechanics are
holding meetings in Now York city, to bring about
a reduction of tho hours of labor from ten honrs
to eight' hours a day. Tho mechanics say they
could do as much work in tho shorter period as
*h??jr Ae\ newt. Jteductioris, v\ the prices of labor
of_ many kinds have taken placo within a few
months past, and tho men have usually accepted
tho diminished rates. Demands for incrensod
wages, nearly reaching the highest prices that
o ' wero paid last year, have recently been mado,
however, by tho men of somo of the trades. A
rise was this week conceded in shipjoiners' wages,
"' and the sums most of tho employers havo agreed
' , to pay are four dollars a day for "old" work, and
four dollars and a quarter a day for new work.
Shipjoiners have always received larger compen
sation, * comparatively, than other mechanics.
Journeymen Bhoemakera have demanded an in
crease of twenty-fivo por con t. in their wages, and
the employers who met to consider tho demand
resolved that it was exorbitant, but that an in
crease of fifteen per cent, would be fair. Tho
shoemakers have not decided to accept the offer.
The Augusta Chronicle is informed that tho
regular course of lectures of tho Atlanta Medical
College will commence on the first Tuesday in
November next. Tho Faculty is composed of
. skillful Professors, who well understand the duties
.. . .of their position.
Tho chair formerly occupied by Dr. H. v7.
Brown?that of Professor of Anatomy?who has
removed to Texas, is now filled by D. C. 0'__ere,
Mi D., recontly a surgeon in the army, and now a
residont physician of Atlanta, a gentleman skilled
in hia profession, and a worthy successor of tho
distinguished Professor whose placo he will fill.
/ A New York oxchango says that a comprehen
sive scheme for benefiting the South,by supplying
it with labor, has been devised in the East?Qoy.
Andrew, of Massachusetts, being at the head of
it. Tho project contemplates tho establishment
of a central offico in Now York, where the owners
of land in tho slavo States can become acquainted
with Northern purchasors; and thus a stream of
emigration bo organized which will fill certain sec
tions of the South with a population having
Northern enorgy and ideaB. Branch offices will bo
instituted in all tbo former slave States. Tbo
? ?' Southern States themselves are doing something
of the same kind, and to the samo end. It is pro
posed in several of them to appoint a State Com
missioner, with power t> ascertain and advcrtiBO
all lands for sale, to open information offices, to
distribute descriptivo pamphlets, and to station
r emigration agents in tho chief ports of Europe ,
' The English governmont seeniB to become moro
and moro frightened in regard to the supposed
_lovcments of tho Fenians. A number of detec
tives from London arrived in tho last steamer to.
' Now York, with special instructions, it is undor-'
(. stood, to keep an oyo on tho Fenians, and inform;
m. tno English government from timo to time of
whatever facts may como to their knowledge in
i( regard to thoi?. Ono or moro of those detectives,
it is stated, left for Chicago, where it is believed
.,.. the Fenians aro organized in greater etrongth
?,. than anywhere else in Amorica, excepting Now'
...York and vicinity. It i8 understood that tbo
Fenians havo lately adopted a stricter secrecy h,
nuttflb communications and action than formerly.
Tho Cincinnati Times saya, from roliablo infor
mation from various noctions of. tho State, it hft*
been ascertained that tho growing orop of tobacco
will bo far loss than that" of'last year, both in'
quality and qnintity. Iu the moro f-to??thorn por-'
tiort'of tho Stato, and Tennessee, what is denomi
nated as ClarkoBvillo leaf is equally short tho
impression prevailing that lho yield will not much
exceed half tho usual average. A letter from Todd
County, Ky., from an intelligent obsorvor, who is
not a tobacco grower or buyer, states as the'results
of his investigation that, under tho most favorable
circumstances, a two-thirds crop, as comparod
with last year, will not bo grown this voar in that
wholo region. With late planting and tho hazards
of early frosts, that eitimatu is very liablo to fall
short.
