And it? prcsonl position is thus discussed in tho
money article of tho Herald :
"It is well understood that thcro is a strong
party ?in favor of an extension of tbo national
banking system, and a consequent incroaso of tho
amount of curroncy already provided for by act
of Congress?namelyt tbreo hundred millions.
Tbo wbolo of this sum, and eight millions in ex
cess of it, was apportioned nnd subscribed for
sonio time ago, tho Northern States being allowed
to absorb almost tho ontiro amount, owing to a
belief on tho part of tho Treasury officers that tho
Bunt horn Statos would not bo in a condition to
call for their quota for a long timo to como, and
that tho banks of tho Northern States would not
apply for tho maximum of tho currency to which
their capital entitled thorn. Tho consequence is,
that tho States of Michigan, Wisconsin and Iowa
have not received moro than one-third of their
quota, and that the South has received almost
"nono. Tho banks of tho Northern States, which
were authorized on large capitals under tho mis
apprehension that thoy would not demand all
the currency which their capital entitled thorn
to, aro calling for the full amount, and heneo tho
Treasury Department flndB itself in a quanda
ry. Applications from tho Southern States aro
coming in rapidly, and tho Secretary of the Treas
ury, to satisty those most clamorous and meet the
exigencies of the situation, is occasionally forced
to authorize ono thoro in excess of tho authority
conferred by the act, trusting in Congress for ad
ditional legislation to help him out of the dilemma.
Tho Southern States, which nnd themselves en
tirely cnt off, havo good roauon to complain of tho
unequal distribution of tho national bank cur
roncy when they seo that Massachusetts alono
has sixty-fonr millions of it?an amount nearly
treble that to which sho was accustomed before
tho act ?'.imo into operation. From theBO facts it
would seem that tho Troasury has unintentionally
committed itself to an inflation beyond the ?utcn
iioh of Congress, and that tho force of cirouni
?taheos may compel tho latter to authorize a fresh
issue of national bank notes; for tho South cannot
bo ignored or deprived of tho benefit of the act
which ?b enjoyed by the Northern and Western
States. Wo havo always regarded tho' national
banking system as ono of tho surest engines of in
flation that could ho devised, and its ultiniato ef
fects will prove this to ho the caso. Meanwhilo
the Troasury Department will do well to bo candid
and public in its exhibits of all tho authorizations
nnd issues made nndcr the national banking law:
for secrecy will only tend to crcato distrust ana
complications.

positively in intelligent quarters that thoro is now
before tho Govornmenb something in tho nature
of a proposal from tho British authorities to pay
damages arising from the depredations of Con
federate privateers fitted out at British ports, and
also to arrive at somo agreement which shall pre
vent a recurranco of liko transactions hereafter,
ae between tho two nations, whether tho hostile
conditions exists in Great Britain or the United
States.
Tho Wirz trial is near its close. 1} is stated by
tho reportera, Messrs, Ilinks, Hayes, <fc Browne,
that tho amount of testimony is oqual to that
given in tho great conspiracy trial.
Wit is stated heroin inaido Republican circles that
John Sherman will bo returned a .Senator from
Ohio, instead of General Sohenck, for tho timo ex
piring with 1866. Tho former is rogarded aB fa
voring reforms in tho ourroncy. a just modifica
tion of tho rovonue, and exciso laws in tho interest
of taxes payera, and of reforms and retrenchment
generally.
Chief Justice Chaso reached home to-day. It is
considered that ho is in difficulties since tho robufT
of the Northern people to his doctrino of negro
suffrage, and especially that of tho President to
hhn in person for political proselyting to that end

Fortress Monroe, October 11.?Preparations
aro being modo to remove Mr. CUay and Mr.
Mitch el from tbo casements they aro occupying,
and have occupied since their Imprisonment hero,
to Carroll Hall. Each will have a room by him
self and on the aamo floor with that occupied by
Jeff. Davis. It is prohahlo tho proposed change
will ho mode within a few days. There will bo no.
diminution in tho number of guards placed over
tho prisoners. At present half of tho guard?the
entire detail is 72, besides officers?keep watch
over JelT. Davis. Regard for tho health and com
fort of the State prisoners has alono instigated
this chango in their quarters. And this kindly
regard in matters of food, in tho allowance of
daily out-door exercise, in tho medical attendance
th?y receive, in tho reading privileges accorded
them, havo served to keep them all in excellent
health, and in fine as well aB grateful spirits. The
contrast between the treatment these prisoners
receive and that of our prisoners in rebel hands
will not only furnish a thumo for tho futuro histo
rian, but servo to point a most effectivo and stir

The Loniavillo Journal, urging tho importance
of producing a largo cotton crop next season, ad
vises that the negroes should bo made to work, if
thoy will not work voluntarily, or, aa a last resort,
white labor should ho obtained on the beat terms
poauiblo. Tho Journal says :
1 'The present crop in tho 8onth will amount to
little, hut next year a great effort ought to be
made to raise a large crop. Prices for a year or
two to come, at least, aro likely to rulo high, pro
bably not much less than forty centB. Now, if
four million bales could ho raised during 1866 it
would amount, at that price, to tho onormouB
sum of 1640,000,000, or about one-fourth of* our
national debt.
"This nimplo statement is sufficient to Bhow of
what importanoe a great crop ?of cotton next year
will be both to the individual wealth of tho country
and to tho Government in the payment of tho na
tional debt. Such a crop would send now lifo and
activity through ovory channel of business from
tho Atlantic to tho Pacific Ocean.
"Therevenue of tho Government would be of
courso correspondingly increased and tho burdens
lifted from the shoulders of the people. Every
manufacturing village in tho extreme North ?h in
terested in tho cotton crop of next vcar as well as
every farm in tho Northwest."

reduction just issued by the Liont.-Goncral, is of
a ewoeping character, and quite justifies the opin
ions of thoso who had thought that Grant's de
signs for a permanent army woro of tho most mo
derate character. Two hnCB sweep out of the
service all volunteer cavalry cast of the Mississippi
River. A short sentence provides for tho garri
soning by colored troops of all scacoaBt forts south
of Fortress Monroe, with two exceptions, and
orders tho niuatoring out of all other colored
troops as fast as thoy can bo dispensed with.
Other sections of tho General Ordor make nrou
vision for tho garrisoning of tho Northern forts
by small detachments of regular Infantry or artil
lery. Nothing is said about tho regiments of the
Vetoran Reservo Corps, from which it may ho in
forrod thai the Lieutenant-General is waiting
until it shall bo aeon what action tho forthcoming
Congress will tako in roforonco to tho retention of
