Tino National Currency, And it? prcsonl position is thus discussed in tho money article of tho Herald : "It is well understood that thcro is a strong party ?in favor of an extension of tbo national banking system, and a consequent incroaso of tho amount of curroncy already provided for by act of Congress?namelyt tbreo hundred millions. Tbo wbolo of this sum, and eight millions in ex cess of it, was apportioned nnd subscribed for sonio time ago, tho Northern States being allowed to absorb almost tho ontiro amount, owing to a belief on tho part of tho Treasury officers that tho Bunt horn Statos would not bo in a condition to call for their quota for a long timo to como, and that tho banks of tho Northern States would not apply for tho maximum of tho currency to which their capital entitled thorn. Tho consequence is, that tho States of Michigan, Wisconsin and Iowa have not received moro than one-third of their quota, and that the South has received almost "nono. Tho banks of tho Northern States, which were authorized on large capitals under tho mis apprehension that thoy would not demand all the currency which their capital entitled thorn to, aro calling for the full amount, and heneo tho Treasury Department flndB itself in a quanda ry. Applications from tho Southern States aro coming in rapidly, and tho Secretary of the Treas ury, to satisty those most clamorous and meet the exigencies of the situation, is occasionally forced to authorize ono thoro in excess of tho authority conferred by the act, trusting in Congress for ad ditional legislation to help him out of the dilemma. Tho Southern States, which nnd themselves en tirely cnt off, havo good roauon to complain of tho unequal distribution of tho national bank cur roncy when they seo that Massachusetts alono has sixty-fonr millions of it?an amount nearly treble that to which sho was accustomed before tho act ?'.imo into operation. From theBO facts it would seem that tho Troasury has unintentionally committed itself to an inflation beyond the ?utcn iioh of Congress, and that tho force of cirouni ?taheos may compel tho latter to authorize a fresh issue of national bank notes; for tho South cannot bo ignored or deprived of tho benefit of the act which ?b enjoyed by the Northern and Western States. Wo havo always regarded tho' national banking system as ono of tho surest engines of in flation that could ho devised, and its ultiniato ef fects will prove this to ho the caso. Meanwhilo the Troasury Department will do well to bo candid and public in its exhibits of all tho authorizations nnd issues made nndcr the national banking law: for secrecy will only tend to crcato distrust ana complications. .?< Washington.
