Manaoebs of Election.?A meeting of this
Board was held yesterday afternoon at Masonic
Ball, Mr. Chaules Love in tho chair. Several
matters wero discussed, and vacancies filled. A
committee was appointed to confer with the au
thorities on all matters connected with tho forth
coming elections, to report at an adjourned meet
ing on Thursday afternoon next, at 6 o'clock.
Jiuch unanimity prevailed, and many doBircs were
expressed to have the election carefully and prop
erly conducted.
A Hot Dat_It seemed to ua that yestorday was
particularly warm?nay, that it was the hottest
?day of the season. Every one we saw, every friend
ve met, appeared to be suffering intensely from
ata fiovcrity. Wo grumbled and fretted through
the llrstpnrt of the day, until going into the low
er part of the city, wo heard in a houso a tam
borino, accompanied with "tho fiddle and tho
Jtiow," and innumerable feet shuffling over the
?Boors. Wc paused, and moralized after tho man
aier of Stebne: If pleasure, said we, prevents these
people, in a close room, from feeling the excessive
?cat, why should wc, who aro in the shado in the
open street, suffer it to annoy us merely because
y>e have to labor? This did the business?we
{prowled no more; but when we returned, we felt
that our philosophy, if it had not made us a cooler,
had made us a wiser man.

lished in General Orders No. 30, War Department, 1804,
for issue by the Subsistence Department, to adult refu
gees and to adult freedmen, when they are not employed
by the Government, and who may have no means of
subsisting themselves, is republished for the Information
of officers of the Subsistence Department who are issu
ing rations to the persons above mentioned:

II. Issues of provisions to the classes of persons above
described will be made on ration returns for short pc'
rlods of time, not exc?e<Ung seven days,- signed by a
commissioned officer, and approved by the commanding
officer of tho post or station, and, when practicable, by
the Assistant Commissioner or one of his agonte for tho
State or District In which the issues are made.
At the end of the month these original ration returns
will be entered on a separate abstract, compared, certi
fied to, etc. i an is described for issues to troops In para
graph 23, Subsistenco Regulations of June 8, 1863. No
subsistence atares will be turned over In bulk to any
Assistant Commissioner or Agent whatever to be by him
Issued.
