Capt Mo Bee stands high in the railroad world and justly deserves t he most command ing positions. He is almost idolized by his men all along the line. A school teacher says that pupils who have access to newspapers at home, when compared willi those who have not, ari' better readers and better spellers, excellent in pronunciation and rend more understandingly and obtain practical knowledge of geography in almost half thc time it requires for others. Tin; newspaper is decidedly an important factor in modern life. Thc Camp of United Confederate Veterans at Birmingham, Ala., has adopted resolutions declaring that the invitation extended President McKin ley to attend the national reunion in Memphis this spring waa one of emi nently good taste and that criticism of tho act was unjustiiiable and should be condemned. Tho Camp takes the posi tion thnt tho President is President of tho whole country, and that his pres ence at any aggregation, bo it Federal or Confederate, would be proper. Tho frames of the new constitution in Cuba have found that they havo no small undertaking on hnnd. How to engraft American ideas on to an old Spanish system, is proving a serious problem. Soveral months hove already elapsed, nod tho work is nowhere near complete. February 15th is tho day when it is to bo submitted to the Presi dent who in turn will send it to Con gress. The greatest question yet to bo Bottled is the relation of the new gov eminent to the United States. That it cnn proceed to do as it pleases with out regard to the United States will be far more injurions to Cuba than to this country. The relations of the two countries should be clearly defined, and. the United States should and must re main in a position to protect life and property ir? the island if the govern ment now to be inaugurated fail to do so. Those who have made calcul?t ions on the appropriation bills pending and those passed at the lirst session of thu present Congress declare the total ap propriations for tho fifty-sixth Con gress will amount to about two billion dollars. This enormous sum is double tho appropriation of tho Heed Con gress, which was known tho world over for its extravagance, and the fact that such appropriations aro being made with no little not iee or comment is ono of tho best evidences of the wonderful change which has come over tho people during thcBo times of pros perity. Where they formerly regard ed appropriations of millions ns pro fligacy and extravagance they now look upon tho spending of a billion dollars as a matter of only ordinary importance. Tho Republicans argue that the government has the money, and that it might as well be spent. Cheap Cotton and Mill Boom. Cotton is going to be cheaper next fall than now, and there will not bo so amen money realized from tho crop. Cheaper cotton will help stimulate the mill boom and will mean a greater de ?land for country produce. People who begin to realize these facts now, have time in which to make the most of the .itaation. The people who will strike it right, will be those who tum their attention te chickens, pigs, cattle, po tatoes, onions, cabbage and the like. Of eonrse, if everybody would go into these lines there would be an over supply; but no ono need have fears on that score. Not ono out of twenty, even .f those who will vote this a good sug gestion, will ever take this trouble to act npon it. Among the Ads of general import ance ratified are tin; following: The appropriation for the Charleston exposition; to prevent salli of goods within a mile of a ea nip meeting ground: to require county commission ers to show the nature of the claims paid in tho reports: requiring a bond for pence ollicers in an unincorporated town; the bond amendments to the constitution voted on at the. last elec tion; to require courts to take cogni zance of tho ordinances of towns and cities. Tho Legislature has dodged nil gen eral legislation that could well bo got ten out of. They made a big bluff?t first about settling the county govern ment law so that it would meot tho demands of nil pcoplo and be n perfect instrument, but. when it came to tho scratch this, and everything of liko nature, was quietly continued to next yenr. lt is not that tho law makers aro lazy, but ns pro\ isly noted in this correspondence th*. ave stricken with with almost stringei.c form of conser vatism. They just hated to upset any thing. Tho Legislature has not been nig gardly if it bas been conservative. The appropriations for this season will bo about $250,000 more than those last year. These appropriations are divid ed among tho various State offices, be ing an increase of salaries to em ployees averaging about $400 to each oilier and $2,300 for the attorney gen eral to prosecute trusts with, appro priations for new buildings nt the va rious State colleges and the $100,000 proposed foi public schools, which has passed the House but may be again killed in the Senate, the $50,000for tile Charleston Exposition, bonds and in terest a little increase, and completion of the State House, $15,000 lighting and insurance. Pensions $100,000. A total increase of appropriations of $328,271. On the other hand there is an offset of $78,010 which was spent for a number of items last year that aro not called for this year, among them being elections, $17,700, tho $!15, 000 for Winthrop, $10,000 for a negro building nt Cedar Springs, various ex penses of Stato oflices and misccllane- | ous items. Trero is nn increase of four and a ?alf million in taxable property, which will cover tho addi tional expenditures. Tho Stato treas ury is in a good condition It has not been depleted but it is not a bottom less pit by any means. This week will see tho end of the session. It lins been without interest to tho State at large and its cost to the State will be abont $45,000. Maybe it was worth it. HAHTWKLI, M.
