States, believes that the South is on
the. eve ol' unprecedented industrial
expansion, and is itself working with
praiseworthy energy toward that end.
In its large special industrial edition
for December l i it present? a survey of
tho Southern held of enterprise from
the view of twenty-three prominent
and successful Southern men, who ar?4
"experts in iron, cotton, lumber, phos
phate and other bases of Southern
manufacturing, or enjoying well-earn
ed distinction in Southern develop
ment." These writers are not only
hopeful but enthusiastic, and it is in
spiring to follow their outline of our
beloved hind's achievements ami pos
sibilities. Tho Record itself sings the
song of the "lusty South*1 at a high
pitch of enthusiasm.

An experiment is being made in
Washington County, tia., on th?? line
of rural school consolid?t ion and free
transportation to and from school that
will be watched with interest mit only
in (?oorghl but in other States. Tile
plan that has been in operation, ami
has so far proved eminently satisfac
tory, provides lor the consolidation td
eight or ten small schools of one teach
er each into one academic institution
with several instructors. Transporta
tion to and from school <-osts, under
th?'experimental pinn, about one dol
lar a month per capita. The arrange
ment for continuous sessions is made
hy privat?; sub.-ei ?ptions ol' the patrons.
The plan has milch lo commend it. ami
though the school system ol'this Coun
ty is quite a satisfactory one, it would

The coming session of tin- General
Assembly will, it is hoped, realize the
vital concern ?d' attracting capital to
the State by providing for such inter
nal improvements as have been so
much neglected in the past. Wc it*fer
specifically to the building and main
tenance of ronda, the great arteries of
trade, the nerves of commerce and the
pulse of pride and prosperity. With
out good roads trade is stagnant, com
merce is prostrated amino better index
is wanted to establish mi estimate ol' a
country's thrift ami welfare, lt luis
been demonstrated hero in our midst
that it is a waste of money to construct
roads of clay, for not one. road in the
County can bo termed a permanent
thoroughfare. Given, then, tho amount
of money expended on dirt roads in
this County during the past six years
with very littl?v to show lor it, who
would oppose the substitution of a law
providing for permanent stone roads,
though the mileage must necessarily

Forty Children Drowned.
llitt ssKt.s, December 22.-Upward of
forty school children were drowned to
day in an ice accident at Frolinghetn,
near the French frontier. The child
ren of the district had been given a
holiday with permission to piny on tito
frozen river I.vs. When the merri
ment was at lull height the ice broke
suddenly and the children disappeared.
A few were rescued half dead, lott
tito majority were drowned. Thirty
six hollies have been recovered, hut
others are still missing. 'The catas
trophe spread consternation through
the town, when- nearly every family
sullcred loss.
