Gov. Mcsweeney is eminent ly cor
rect in his refusal to continue the cus
tomary practice of giving rewards for
the seizure of contraband liquors to
constables or other officers in the dis
charge of their prescribed duties in
towns anti cities where there is no dis
pensary, officers aro usually paid an
adequate salary to justify them in do
ing their duty faithfully. Should they
fail to discharge their duty as contem
plated by the appointing power, there
are others quite as anxious for the job
stud who are competent to enforce the
law. The dispensary under (Joy. Mc
sweeney bids fair io cense its existence
Its a political pap-sucking machine.
At tlie next, session of Congress, the
Costal Telegraph Company will ask
for permission for thu Commercial Ga
ble Company to construct n lino from
some point in Florida to the city of
Havana, Cuba. This right has here
tofore been denied this Company by
the War Department for reasons not
obvious to the general public, lt is
nevertheless a fact that the Western
I nion people reduced theirratesabout
one-half immediately upan the first
steps being taken hy tho Commercial
Cable Company to establish a compe
titive line. Il the government can in
duce ami maintain healthy competition,
the growing necessity for government
al ownership of cable ami telegraph
lines ami railroads will be greatly ob
viated.
