New York, have sent us a copy of their
twenty-sixth annual publication en
titled "Cotton Movement and Fluctua
tions," which has become a standard
reference book in the cotton business.
It is a handsome publication, and con
tains some interesting facts and ligures.
lt reviews tho crop of the past year,
and says it was unsatisfactory alike to
planter and dealer. The crop was the
largest over grown and tho average
price was lower than any year siuco
1844. Last year the farmers of tho
South produced more than 2,500,000
bales than tho year preceding, and yet
the crop was sold for $5,888,434 loss
than the crop of that year. Messrs.
Latham, Alexander &. Co. speak en
couragingly of tho growth of cotton
manufacturing in the South und the in
fluence which it will have upon tho
business. They say "the industry pri
marily belongs in tho South by all tho
right and advantages of natural laws,
and we aro pleased at the evident ap
preciation in the South of her incom
parable privilege and inherent ads au
tage. No less than UH cotton mills
have bren added during the last year
to thc list, of those previously establish
ed in the South, and those new mills
will operate in round numbers a mil
lion spindles.^The 'consumption of
cotton by thc Southern mills increased
last year 107,54$bales over the previous
year.-'_
The recommendation of the Grand
Jury lust week in reference to the im
position of penal servitude in lieu ot
the alternative and discretionary sen
tence of a linc is exactly in line with
the suggestions made to our members
of the General Assembly two weeks
ago. and we are glad to see that repre- |
tentative body ol' citizens take the ad
vanced and decided stand against an
evil that needs heroic treatment. They
liavcfgone into the matter n little move
thoroughly and probed a little more
deeply than we, in that they bring lo
light, as a resultant evil, n slavery as
damning to the Country's honor ns was
ever sanctioned in ante-bellum days.
This is a condition the Legislature cnn
not ignore. Tho exigencies of tho
occasion and the inadequacy of the law
to reach the seat of the trouble de
mands most stringent measures, and
the people, through their juries, voice
that demand and in no equivocal terms.
We do not consider it amiss now to
call the attention of all municipal au
thorities and others in judicial posi
tions having discretionary powers of
imposing a line or penal servitude, that
a tine always works a hardship on, and
a robbery of the poor criminal's family
