Thursday. This bill is intended to
take the place of the House bill-, on
this subject. If fixes I he tux ill I wellt \

jection by making this lav a charge lot
inspection ami analysis; provides for
analysis of a portion of the soil of each

the fertilizers best suited for I he differ
ent crops; to establish branch stations
in each county to experiment and make
reports, and that this tax shall be paid
into the State Treasury and held sub
ject to the ortler of the boan! of Trus
tees ol'Clemson College. If this bill
liasses in tho Senate, and in all prob
ability il w ill.it w ill meet w ith a strong
light in the House on the reduction
feature championed by our Mr. Ashley.
His amendment to the House bill to
reduce this tax lo ten cents wen!
through in the House with a fair ma
jority and it is scarcely to he expect eil
thal asimilar amendment tn this bill
would fail.
There was an interesting light in the
House last Thursday night on tl bill
providing timi the revenue derived
from the. sah' of alcoholic liqv.ora in
the State shall be apportioned among
the count ios of the State for thu benetit
of the common schools "in proportion
to the umount of profita derived from
the sale of alcoholic liquors in thu re
spective counties." The main light
appeared to be on the point that the
bill would bi' unconstitutional-anti it
really has that appearence-but the
delegations from the prohibition coun
ties kept Hie duba tu warm by deina ml .
lng their share under the constitution
and with the cry that dispensaries were
being forced upon them. Tin- bill
passed the House on a voto of fl! to 4(1,
the entire delegation from Anderson
voting for it. The remark now heard
is "if no dispensary, no school." lt is
thought this bill will be killed in thu
Senate on the ground that it is uncon
stitutional.
A "simon pure" prohibition bill was
introduced last week by Mr. McCul
lough, oft! reeiiN ?Ile. This is the t hird
measure looking to thc adjustment of
the liquor question, the Matildiu and
lite Kobinson bill being the other two.
The prohibitionists have no hope of
success, of course, but there are several
delegations iutlie General Assembly
pledged to prohibition, muong them
being Anderson, and the measure will
meei with very fair support, it is
understood that although the prohibi
tion bill wits last introduced it will be
given the right of way and Hutt no ob
jection will be made to the Mailldtll
bill being taken up ahead of the
Kobinson bill, and from this it can be
seen that the Kobinson bill is consider
ed the strongest and most likely of
success.
There is a matter in which the coun
ties of Anderson and Goonoo should be.
ami doubt less aro. \ erv much interested
and concerning which Senator Sullivan
has been giving much time and careful
attention lt is the matter ol' taxes
past due by the Kine Kidge Knilroad
company, which accrued between the
years of l^Tvi-si and amounts in the
aggregate, without interest, to $11.
7:??.I7. Hy an Act approved thu Pith
day of February, 1*.W. thc Commission
ers of tho Sinking Fund wore author
ized ami directed to collect this tax
and to pay to the Treasurers of Ander
son mid l leonel' counties respectively
their proportional part of this tax.
This Act. together with preceding
Acts, delegate all thc authority neces
sary for prompt action, but the Sink
ing Fund commissioners have neglected
the matter. Senator Sullivan has now
secured a promise from tho commis
sioners to take tho matter up at once,
ami. if necessary, apply to the United
States Courts, a step which may be
necessary because of thc fact that the
Kine Kidge Kailroad is in the hands of
a Keeoiver appointed by the Federal
Court. Senator Sullivan says he ?loes
not intend to let this matter rest until
active steps have been taken.

The Rains descend, thc Times and the

about the neck of Competition.
With the last days of the cver-to-be-remembered 1898 many a weary
heart dropped out of the race for fortuue through mercantile channels, and
many more will drag through the length of 1899 with heavy heart and weary
limb. Many have been the restless nights spent rolling and tossing on their

While time aud tide are sweeping aside
Many who struggle for name,
There's one still rides rough-shod o'er the tides,
And grasps both fortune and fame.
