eral Harber, who has recently been in

Thc Supreme Court of this Slate has
just banded down un opinion in the
famous Lowndesville Hunk case, which
is of great ?importance, particularly to
holders of bank stock. After the fail
ure of this bank, in 1804, tilt! creditors
instituted proceedings seeking to hold
Hie stockholders liable for the debts of
the defunct corporation hy virtue of
the. provisions of the Constitution of
18J8, and the Acts of the Legislature
passed pursuant thereto. The credit
ors employed Messrs Porker &. McGow
an, ot Abbeville, and Col. J. N. Hrown
and Mr. J. W. Quattlobaum, of the An
derson Har, to take care of theirsicco -
the case. The case was heard l>eforo
Judge buchanan nt Abbeville, who de
cided in favor of the creditors. The
defendants appealed to the Supreme
Court, which has aft Inned the Circuit
decree, except in one respect, to wit :
They hold that the Circuit Judge erred
ill allowing the claim of the Carolina
Savings Hank of Charleston. S. C. ;
that it was entitled to the proceeds of
the Mathews land, for the reason that
it held an equitable mott gage by the
deposit of the title deeds'to said land

shall inform himself, from tho County Auditor's
hooks or otherwise, of tho correct statement to
be made or the full amount oratio true value so
rein med or which should hu returned and shall
change saht return so that it ?hall contain a cor
rect statement or full amount or true valuo of
the property so returned, or which should be re

the tax books shall be kept open for the payment
of laxes from Keb. 1st to March 1st, 1899, ?ind
from August. Pith to Sept. 1st, 1899. provided
that any person may pay the whole of his taxes
during tho time for the payment of the first in

fuses payment of said taxes within the time
specified herein, tho Clerk of thu City Council ts
hereby authorized and required to add tu econ
per cent, penalty to the amount of tho taxes of
the persim thus refusing or neglecting payment
of thc-taxes, and if the fifteen per cont, penalty
and tho taxes arc not paid witton 20 days, it
shall tie the duty of the Clerk to issue execution
thereon immediately and collect tho same by duo
process of !aw, as provided by the Charter of tho
City of Anderson, 8. C.

tor's Cooks, and collect the taxes herein pro
vided for on thc excess of valuation a& assessed
on the Auditor's Cooks over and above the as
ses-ment mario for etty purposes, in the same
manner and to ibo same extent and with tho

license tax from any hook agent or canvasser,

or apples who have paid the annual license re

visions of this Ordinance shall be transferable

under foreclosure or mortgages or sales under
process of law.
SEC. 18. That it shall be tho duty of the city

And no driver or owner of such vehicle shall
charge more than 25 cents for adults nor morn
than hair price for children under 12 years of
age to any part of 1 he city, and any nich licensee,
owner or driver wbo shall violate, or fall or
neglect or refuse to conform to the provisions
of this Sectiou. shall be deemed guilty of a mis
demeanor, and npon conviction thereof shall be
tined not less than $1.1)0 nor more than $100.00 or
imprisoned not less than one day nor moro than

ury hy the owner thereof on every dog kept in
the city of Anderson, S. C., an annual tax or ono
dollar, which said tax shall bo due and payable

mai ked as to show that it is for tie- year 1889,

it was Uncle Santa's time to get presents, and my time to give them ; so I
went down to Christmas Headquarters-down to Mr. C. S. MINOR'S TEN
CENT STORE, you know-where Santa get? so many nice things for little
folks, and bless mc, Mama, if there wasn't. Old Santa down there just a pick
ing out things. Ho hid himself just as soon as he saw what I was up to, but
