A newspaper correspondent writing j
from Washington has directed attcn- j
tion to the fact that out of a total of i
ninety men in thc United Slates Sen- !
ate thirty-two are veterans of thc civil ?
war. This is rather remarkable when
it is remembered that that war ended
a generation ago. The hou.se also has j
a large per cenlage of war veterans, ,'
despite the rush id" younger men into .

facts causes one to feel like America i
is a good country to be born in and :
that chances here are for long life, ll .

ple.
There is no doubt as to the inten
tion of Congress in putting a small ,
stamp tax on telegraph and telephone
messages, sleeping-car and steamship
tickets, express receipts and various
other instruments and articles issued
or used by corporations. Its object
was to collect a portion of thc war '
taxes from thc great corporations that j
pay enormous profits and yet contrib- j
ute nothing to thc support nf thc <
Government which issues ami protects '
their patents, guards their property,
and in many eases pays them large
sums of money for servit e. Yet nearly '
all these corporations are making their
customers pay for thc stamps, (hus j
giving a new proof (d' thc truth of the
saying that ''the consumer pays ?or
all."
Thc bill, providing for voluntary ?
and involuntary bankruptcy, recently .
passed by Congress, has received the .
approval of the President and is now ,
a law. lt is not an ideal bill, but at
any rate it meets in a reasonably
effective way a long existent public
noed. IL provides for voluntary bank
ruptcy, leading to the dischargo of
the honest debtor who through mis
fortune cannot pay his debts, but who
gives to his creditors all that he hus
and asks for the privilege of begin
ning business life anew. It provides
for the involuntary and enforced bank
ruptcy of all dishonest debtors who
try by any trick or device to "break
with their hands full." lt simplifies
proceedings in order that the estates
of bankrupts may not be distributed
exclusively among lawyers, and it re
duces both the lawyers' and the court
fees to a minimum, lt is a pretty
good bankruptcy law as it. stands.
With such amendments as practical
experience shall suggest it may easily
be made into a thoroughly satisfactory
and permanent bankruptcy law. It is
at least free from the grosser vices
that compelled the repeal of thc two
former bankruptcy laws, lt docs not
pub a premium upon rascality, and it
docs not make of the bankrupt's estate
a earcass for thc vultures of the law
to consume.

The meeting of thc Association
next year will be held at Harris Lithia
Springs. Mr. d. T. Harris, proprietor
nf the Springs, was in <?reenville to
press the invitation to meet at his
place, and insured the journalists a
cordial reception.
(in Kriday afternoon at ii.?JO o'clock
ibout forty members, including a
number of ladies, boarded a private
I'ullman ear. which was attached to
thc famous Vestibule train on the
Southern Kui I way, and arrived in
W ashington at l..*'.<i o'clock Saturday
morning. We spent two days ut thc
nation'.- capital and were the guests of
thc National Hotel, on Pennsylvania
Avenue. This hotel is ono of the
most popular in Washington, and the
managers, Messrs. Burton and He
Witt, treated us royally. Saturday
ifternoon thc party was tendered a re
ception at the White House hy Prcsi
lotit McKinley, which was one of the
nest pleasant features of the trip.
i)ur stay in Washington was spent in
>'?siting the many points of interest
n and around the great city.
The Baltimore and Ohio Railroad
dlicials tendered our party a private
.ar and Monday we went to Baltimore,
nabing the run of forty miles in forty
ninutes. Our stay here was limited

Atlanta,'' of the Baltimore, Chesa

ipeake Hay was exceedingly pleasant.
We reached Old l'oint Tuesday

md enjoyment. This hotel certainly
lescrvesthe wide reputation it enjoys.
Nc have never before been the guest
if a more comfortable or a better kept
lotel, and if auy of our readers want
o have a good time we would advise
hem to visit Old Point and make
heir homo at thc Hygeia, which is lo
cated on the water front. Old Point
s an historic place and there arc mauy
[due s of interest in and around it.
As is well-known, Fortress Monroe,
ano of the largest and most substan
tial forts on thc Atlantic Coast, is lo
cated here. IC Icc trie cars take yon to
llamjUon Hoads and Newport News.
At [lampton Hoads you sec old St.
John's Church, which was erected
nearly 230 years ago, making it one of
thc oldest Cburch.es in the Knited
States. The Soldiers' Home is also
localed here, and it has, so we were in
formed, mme than 2,300 occupants.
Newport News is one of the most
progressive cities in V irginia. Here
we visited the ship yards of thc New
port Nows Shipbuilding and Dry Dock
Company, where we had the pleasure
of seeing the "Kearsarge," "Ken
tucky' and "Illinois," three immense
battleships now in course of crectiou
for thc United States Government. It
was a nove) sight to many of our parly.
I*'rom Oui Point you can take a
steamer almost any hour fur i^orfoik,
Ocean View and Virginia Beach. The
(wo latter places aro also popular sum
mer resorts.
At Old Point our pleasant party
separated, some going to Norfolk and
to Kichmond, hack to Washington and
llultimorc, and on tu New York, and
mme homeward hound, ft was ihe
