or not. Mr. Scuddny introduced a bil
to enrry ont the wishes of these petition
era, and providing for an election to b
held on thc subject next Augunt, nni

pressed in such election, the law for thi
County. This bill was very properl,
referred to the Auderaon delegation, bu
we aro amazed at the necessity of an
nouncing that our Representatives stooi
two to two upon the bill. Two of ou
Representatives were unwilling to le
the votera of this County have the op
portunity of expressing their wishes o
this question, in which they ore alou
interested. Two of our Representative
thought they knew more about this mat
ter than the peoplo do, and intend t
have their way instead of permitting tb
people who elected them to have tbei
way. Nothing has appeared as to th
proceedings in tho Senate on thia bil
It is a matter in which the peoplo hav
a vital interest. It makes no difTcrenc
whether they favor prohibition or oppoa

DEATH OF Dit. XV. C. IIKOWN.
Dr. William Carroll Brown died at hie
residence near Bolton, in thin County, on
lost Thursday morning, nt 4o'clock a. m.,
after an illness of eeveral weeks from
heart disease and malaria. He was a
little over 55 years of age at the limo ol
his death, having been born on the 3rd
day of December, 1821), in Pickens Dis
trict, in this State, he being tho third
son of the late Mr. and Mr. Mackey
Brown. His parents moved to Marion
County, Georgia, when be was eight years
of age, and he resided therefor ten yeaiB,
returning when 18 years old to his native
County, where he went to achoo! at
rickenu C. H. to tho late Wesley Lever*
ett, a distinguished instructor in thia
part of Carolina. Dr. Bror;n also cou?
tiuued bis Btudies under the same in
structor at Williamson, in this County.
He graduated in medicino in 1853, and
located for tbs practice of bis profession
In this County, where he prosecuted it
with great success, until some eight or
ten years ago, when be-retired from the
practice in order to look after his private
business, and also on account of the
hardships incident to a practice iu the
country. In 1876 be was elected to the
L?gislature from this County, and was
re-elected in 1878, serving both terms
acceptably to his constituents and with
reputation to himself. In 1880 he dc?,
dined a re-election because tho demands
of his private affairs wero too great to
permit bim to stay in politics. He
evinced fine financial talents, and accu
mulated a very handsome property as
the result of bis own efforts. Dr. Brown
was one of a femarkablo family of four
brothers who have atlalned an unusual
degr?s of prominence ?ad success. ' His
eldest brother being Senator Joseph E.
. Brown, of Georgia, bia second brother
being Judge James Brown, and his
youngest brother being Dr. Aaron Brown,
all of the same State. Dr. Brown was
an activo, enthusiastic and resolute man.
Ho was n kind neighbor, a benevolent
public spirited citizen, and devoted and
nappy in the dom cat ic relations of hus
band, parent and brother. In 1878 be
joined the Baptist Church st Belton, and
since that time has been an active mtfm
bcr, helping liberally ia all the affairs of
the church and bequeathing a part of bis
property to it. His remains wert in*
terreel in the Baptist cemetery iff Bolton
on Thursday evening, after appropriate
funeral nor vices, which were- attended by
[tx" large concourse of the neighbors,
friends and acquaintances of the deceased.

The Senate, by a vote of 18 to 15, de
feated tbs House bill to pr?vido for taking
che censo? of the State this year. Sena*
tor Moore voted against striking out the
enacting words of tho bill, on tbs ground,
that the Constitution requires tbe census
to bo taken thia year. Til? defeat of th?
bill will save the'State st least fifty
tooOBanni dollars, but it ls in plain'; vio
lation of the Constitution to neglect
taking the census this yetr. Some of
our moat distinguished Senators; howev
er, were among thoso who voted against

Tho election for Judge of the Fifth
Circuit lost week rcsultod in the re-elec
tion of Judge Kershaw. For Directors
of the Penitentiary, Messrs. Geo. A.
Shields and N. W. Booker, were elected,
bealing Messrs. E. H. Allen and C. E.
.Sawyer. Col. T. J. Lipscomb was re
elected Superintendent of the peniten
tiary, beating Capt. li. li. Massey, cf
York, by a vote of 80 lo Gi). One other
director was to be elected on Tuesday.
Col. John D. Islanding, Sumter, WRH
unanimously re elected a member of the
Board of Trubteesof the State Universi
ty. . m
The tax levy by the present Legislature
for tho next year is as followfl: For
State purposes, oj mills; for Common
Schools, 2 mills; for Anderson County,
'.ii mills. Total, 10} mills, against 11}
mills last year, or lj mills less than last
year. There is an Act, however, requir
ing the County Commissioners of this
County to have the record? of the Clerk's
Office reindexed, and levying a special
'ax for that purpose. We have not sein
this Act, but presume it is an additional
tax, which may increase our levy from
one-quartertoone-halfofono mill,but not
more than that. Tho levy was made
when it was expected to have the census
taken, so that|it will probably raise more
money than is appropriated, thereby
reducing the levy next year.
Thc Senate bill to vest tho right of
tho State in certain lauds in Oconee and
I'ickens in one Brown, who claims to
represent a German syndicate which will
people these two Counties with immi
grants if the bill is passed, was very
properly defeated by the House. The
Pi ck cn s Sentinel expresses our sentiments
on this bill fully and exactly when it
says : "Tho proper thing to do is to pass
an Act re linquishing all the 8tate's right,
if she bsa any, to tho?? who aro now in
possession of the land. If there are to
be any favors or discriminations to any
body, in tho name of justice and al! that
is right and fair, mako them in favor of
our own pcoploand not in favor of a forign
syndicate who enre nothing for thecoun
try except for what they can make out of
it by speculation."
Mr. James R. Hagood, the Editor and
proprietor of the Easley Matenga, died
in Easley on Monday morning, at 2
o'clock a. m., after an illness of four days
from the congestion of the lunga. Mr.
Hagood was twenty-three yenni of age,
an exemplary member of the Methodist
Church, an intelligent, amiable, and in
fluential young gentleman. He founded
tho Easley Matenger a little more than a
year ago, and under his management
made it ono of the most interesting und
influential pspers in the up country.
Mr. Hagood had a future of honor to
himself and usefulness to his country
boibro bim. He had just entered upon
the threshold of manhood, and even now
his future was bright in the promise that
he should be one of the coming men of
his State. That future, howurer, has
been closed, and tho life of our friend
has been ended by that Power which
doeth all things well. In death, however,
he has le A the record of a life rich in
virtues, that are worthy of emulation by
the young men of our country, and of
admiration by men of all ages.
Thu Senate, by a vote of twenty-one
to eleven, passed the Houae bill to pro
vide for the completion of the State
HOUBO. The Senators from Pickens,
Anderson Union, Lexington, Edgefield,
York, Darlington, Greenville, Marion,
Ohester and ?lorry, voted against * the
bill. It appropriates $76,000 per year
for ten years towards completing the
building. Thia, with a judicious use of
convict labor for the heavy work, will
complete the State House on the origi
nal plan, and give to the Suite a capitol
worthy of our State. We think the
Legislature did right to pass thia bill, for
it will not only protect the building,
which is now being seriously injured,
but it will put the money necessary to
repair the building in permanent work
instead of into temporary repairs. Al
though the sum of the annual appropri
ation is large, ye Ut does not materially
add to the taxes, as the State tax is 1 only
one-fourth of one mill higher than it was
last year; or in other words, where a
man paid eleven dollars tax in thia Coun
ty last year, he will pay about eleven
dollars and twenty cent? this year. The
tax, however, for the State. House is
really about two-third;) of a mill, so that
tho taxpayer will pay about forty cents
on every thousand dollars worth of prop
erty this year towards the completion of
tho State Houae.
The u?bt is over in Columbia, and the
present Legislature has not revolution
ised tho country by upturning the most
important mattera of State policy which
have been attacked. The University,
the Citadel and the Columbia Canal,
have each been sustained by handsome
majorities in both Houses, and the Sen
ate has also stopped the repeal of the
Act which gives to factories exemption
from taxation for ten years. The Senate
has' likswise prevented "a repeal of the
lien law, which we think is uu foi tu nate.
The greater part of the elaborate discus
sions of the session were confined to the
consideration of these measures, 'and
atrango to say the House, with a heavy
calendar of other matters, devoted a con
siderable time to considering tho bill
repealing the factory exemption and io
opposing tho Caunl appropriation, when
in reality there is a aland lng Act appro
priating one hundred and fl fly convicts
and ten thousand dollars per annum to
the Ganai until it ls finished, so thal by
defeating the pending bill they could not
have stopped the Canal. It wonld have
out* the work down fifty convicts and fire
thousand dollars, which would have
impeded hat not stopped the work. The

tie, in which they wera bound to win* If
they passed their bill the canal progressed
more rapidly, bot if they failed, the

feared reactionary legislation. Nothing
of the kind bas occurred. IU work bas
been conserva' : t if not brilliant, and
the country is to be congratulated upon
the result of the session. We bave no
doubt that next session valuable work
will be done, as most of the important
new legislation bas been continued to
the next session. Thc Legislature seemed
determined to give tho new members u
chance to show what they would have
doue if they bad been in the Legislature
before, and accordingly devoted a large
portion of the present session to review
ing the work of previous Legislaturen.
A correspondent of the New? and
Courier, shaking of a hard night's work
in the House of Representatives lau
week,says :
As telegraphed to the New? and Cou
rier this morning, the House of Repre
sentatives on Friday night disposed of
fifteen pages of its Calendar. In order
lo do this, however, the members were
called upon to make great sacrifice of
their personal comfort and convenience,
as it required a session of eight hours
continuous work in a badly heated and
well ventilated hall, through which
draughts of freezing air from without
rushed hltberand thither in all directions,
bearing with tbcm coughs, colds, rheu
matism, catarrh, pneumonia aud all the
otber pulmonary disasters that human
lungs are heir to. It was known that no
House bill on the Calendur which did
not receive a second reading last night
could, by any possibility, become a law,
and ns ibero were several hundreds of
bills of thia character on tho Calendar,
tho situation was to say the least of it,
perplexing. Up to this time the progress
of the House had been painfully slow UH
to results, although more actual hours
bad beeen devoted to business probably
than by any previous House in the same
length of time. This was owing, doubt
less, to the increased number of orators
in the House, young gentlemen of an
oratorical and disputatious turu of mind
with a "record to make" on certain pet
measures and theories. The important
"issues" bad all been discussed and dis
?osed of at a vast sacrifico of time, by
'ridity night, mid it was understood that
that nijjht at least was to bo devoted to
real legislative work. Accordingly, when
Speaker Simons donned his robes of
oiiice and brought bis oltlcinl gavel down
upon his desk nt 7 o'clock, it was under
stood to be tho signal for "business" -
business in the strictest senBo of th? word,
and for tho next eight hours the House
devoted itself to "business."
- Among tho exhibits of the Fair at
New Orleans arc some specimens of con
vict labor from Texas. Their presence
h HM called forth severo criticism from the
managers of several trades organizations,
who think it degrades honest workingmen
to lot tho handiwork of crim?nala be
compared with theirs.
- Tho Pennsylvania State Orange
have adopted resolutions favoring the
teaching of agriculture in the public
schools.
Mr. Charles Eilen, of Trinidad, Colorado,
