loons, and I ask apace for a few words to

by the sale of liquor in these llceneed
bar-rooms, and certainly a large majority
pf our beat citizens would be glad to reo
it stopped entirely. But some who ear
nestly desire to soo this result braucht
about aro deterred from voting for ''no
license" by tho fact that they do not be
lieve that tho salo of liquor can bo stopped
by a prohibition vote. Arguing from
past experience they say that it la Useless
to pass a prohibition act which will fail
to secure prohibition. They maintain
that in spite of all tho efforts of City
Council and friends of tempor?neo, more
or less liquor will bo Bold, clsndostlnely
if not openly, and that ihereforo lt la
useless and woruo than useless to pas? a
prohibitory net. As to this let mo say
two things:
1. Loss liquor will be sold. Some per
sons will continue to procure lt, and some
will still get drunk. But eotne who now
procure it whenever they want lt, will be
prevented from doing so, and as a result
tower will drink and fowor get drunk.
This will be a great gain, if only one
fourth loss liquor ls sold and one-fourth
fewer men get drunk, wo shall have less
ened by one-fourth tho crime, the misery
and tho degradation which follow from
drinking, and are consequent upon
drunkenness. Such a result would be
incalculable gain-gain to tho drinkers,
gain to their families, p,tdn to our cum
in unity, gain to everybody except tho bar
keepers, the wholesale dealer? and tho |
manufacturers. It would bo loss only to
those who aro fattening on the crime, tho
distress, the ruin, or men women and
children. Aa we learn the tricks of those
who Bell, we can, by moro stringent laws I
and closor watchfulness lessen still moro
tho amount of liquor sold, and decrease ]
the amount of evil resulting therefrom.
In time, I believe we can make prohibi
tion prohibit.
2. Another point will bo gaittod by tho
passago of a prohibition Act which I
opisldor of far greater Importance. Wo
bi.all moko liquor-selling unlawful ; we |
sball put it under tho ban of the law, sod
we sball make tho man who sells liquor,
be be saloon-keeper or druggist, a law
breaker. That will bo a great point gained.
Whenever you can get a thing condemned
by law, you bring the doer of it, under
the condemnation of all law-lovlug and
law-abiding citizens. And this will be I
truo even of those citizens who may not
at first disapprove of tho act, ana who
may to a certain extent be in sympathy
with the actor. Fe a little while preju
dice may blind a good citizen, and sym
pathy may lead bim to condone an offonce
against tho law, and even to defend it,
t>ut .sooner or later his bettor -judgment |
will come into play, and be will uphold
law and condemn law-breaking. He will
condemn an unlawf il act, not because bo
considers it wrong In itaolf, but simply
and sololy because lt ls unlawful-because
it violates tho law of tho land. For ex
ample- "inoonsbinlng," as the unlicensed
making of whiskey ts called, ls, per te, no
more morally wrong than tho liccnbod
making of it is. Yet you and I, my read
er, notwithstanding any sympathy we
may have felt for special individuals, you
and I do look on moonshiners aa outlaws.
Why? 8imply because they aro dolDg
unlanfully just what others may do-law
fully-i. e., distill liquor. That which
makes them criminals ls that they are
doing lt lu violation of the laws. So will
we ail come, gradually, to look upon tho
saloon-keeper or druggist, who sel .9 liquor j
contrary to law. He will become in our !
viow an outlaw, as much so as the moon
shiner, and for us to buy liquor from hi rn
will ">r>o:i seem to ns a participation in
lawlessness. Decent, respectable, law-lov
ing people will, os soon as prejudice wears I
away a little, come to look on the pur-1
L-liase of iiquor from a saloon-keeper or
druggist who is selling in violation of |
law, in tho samo light as they now do on
ita purchase from a "moonsnlno" wagon.
My fellow-jltizens, though we may not I
ho auto, all at onco to stop the salo of
liquor in our city, let ns at least mako its
salo unlawful and those who Bell it law
breakers. Let UM put the condemnation
:if the law upon tho sato and sellera, and
:he condemn a no i. ?f the whole community
will follow in time. If this accursed
traffic does still live In our midst, let UB I

at Trooped Park, Brooklyn, to low
er bis own record of 2.10, so as to
beat "Maud 8," Vanderbilt's great
mare, the fastest animal on record,
and whose time was 2.001. The ex
citement was intense, 0,000 people
having assembled to witness the
contest, every one being eager and
expectantly looking lor the favor
ite to sppear. At about S o'clock
p. m. "J. I. C.," amid tremendous
applause, came down the track*
passing tho Grand Stand of tho
Judges, throwing first oue ear and
then the other forward, os If in re
cognition of tho cheering of tho
crowd, then passing once around
the raco course, just to get warmed
up and prepare himself for the race,
the excitement running higher eve*
ry minute, until "ile is off! ?Ie
IB off!" echoed through tho crowd.
And sure enough, he was off ! With
rapid strides he moved on, on, in
creasing bis speed at ovary step,
fairly flying through tho air, as if by
magic, passing around the curvos
like a whirlwind ; then coming in
plain view of the spectators, every
body on tip-toe, and the excitement
of thopcoplo was at fever heat to
get a glimpse of tho beautiful black
steed as ho dashed along. Passing
by the Grand Stand ho slacked up,
and after returning in front of the
J udgos' Stand, in a fow moments
the Board announced the record at
2.18?, at the second trial at 2.14,
and tho third time at 2.121.
