Practical Education Needed.
Thc Monate Committee on Labor, in

causes, of some troubles that befall hun
dreds ol thousands of families whose
heads work hard yet earn bul little. Tho
witnesses practically agreed that skilled
labor is rare in this country, and that
what there is of il is done more by work?
men from abroad than by natives, ll ad
the gentlemen who gave this testimony
been aa familiar with the work-people of
tho whole country aa with those in this
city and vicinity they might have" modi
fied their statements to some extent.
On the other hand, however, "labor's
wrongs" arc scarcely heard of except in
large cities and manufacturing towns.
In the thirty or forty thousand villages
that dot th? country every man who
handlea tools or docs any mechanical
work must have so mastered ids trade as
to be abie with his own wits and bandi
to begin, forward ami complete whatever
l:o takes in hand. A country carpenter
inii-t select material for a house, and
then wotk with equal facility ut th? fram
ing, the Doors and ?ides, thc joiner work
and thc roof, and titus, by it variety ol
experience, he becomes u thorough work
man. Tho country shoemaker buys
leather, cuts it into shape and makes it
i uto shoes; he is his own salesman,
bookkeeper anti collector; BO he unites
in his person thc faculties and knowledge
ul the workman and the manager. Much
mun arc not so wise that not liing is left
fer them to learn ; bul they arc skil.ed
in their trade, and therefore HI ll reliant,
and as prosperous ns the majority of the
people about them.

man is compelled to become a liny part
of a great machine, lhere ure carpen
ters, no culled, who never did anything
bul lay lloors; in this special detail ol
carpentry they are very effective. 'I bero
are shoemakers who never did anything
but shape soles, which work they do very
well, lu all other trades similar sttbdi
visions of labor prevail, and to the great
pretil of employers. Hut when any
workman can lind nothing io do in ins
own speciality, and would like employ
ment in some other department of his
crail, bc linds himself almost helpless,
ami when employers want a competent
foreman, tiny cannot ?elect him from
among their men, unless some one who
learned his trade in the country or in
Europa happens to be of thu number.
Ile cannot lind a makeshift even muong
apprentices, for tho very good reason
that there are no apprentices nowadays ;
boys and men learn only so much us will
enable them to do one of the many va
rieties of work that constitute the trade.
The lack of skilled labor long ago be
came so alarming that many shrewd em
ployers began to scour the country towns
and some portions of Europe for compe
tent workmen, liven after this the sup
ply was not equal to the demand; for
moa who wero ulreody muster workmen
in their own towns, sttw but little induce
ment in New York wages to change
their place of nbode, mid larger wages
than these usually paid could not be
offered by employers without the risk ol
trouble with trude unions to which their
men belonged.
Then, and not until Iben, eur large
manufacturers began to talk of thu need,
in America, of technical schools. The
suggestion caine lute-very late, "but
better lato Iban never." They began to
seek apprentices mid workmen in the lew
trade schools that exist, but the supply
was utterly inadequate; so some,obliged
to choose between ibu wrath of their
workmen and tho deterioration of their
business, organized schools of their own
fur tho purpose ol' training boys to work
in their shops. Ono prominent manu
facturer told the Semite Committee last
week that he could not find natives who
could work from a drawing; in Kuropo a
workman so ignorant could not obtain
employment, in thu business referred to.
'tho basis of tho trouble is the lack of
practical teaching in tho freo schools,
lu nearly every country iii Europe tho
eye aud banu, ns wei i us thc memory, of
the pupil aro carefully trained, drawing
being tho means usually employed; in
America thu cour.iu nf education begins,
continues and ends with book?. Thrown
upon his owu resources, in a new coun
try, the American displays surprising
aptitude with bis hands ; but when, in
great shops and mills, he finds himself
in competition with workmen from
abroad, ho shows ut onco his luck of
training. Drawing and modelling are
regarded aa "ornamental branches" by
nearly every school board in tho United
States, aud when a progressive teacher
endu.vora to teach them he is stopped by
the protests of taxpayers who insist that
such studies are ouly for ibo rich, who,
if they desire to pursue them, should do
HO at their own expense. Hither eau bu
learned to an extent tbnt will greatly in
crease the learner's vnluo in any depart
ment of mechanics or art in less time
than ia nott spent on the strictly orna
menta! features of reading lessous, or on
gramatical distinctions that not one
child in a thousand applies or even re
members.
The necessities of the mechanical and
manufacturing arts in America require
that facilities for technical education
shall at once be placed within the reach
of every child and adult through tho
medium of our free school system.
Drawing and modelling should bo part
of the daily routine of every school
room, and special courses of instruction
for advanced pupil? who desire to take
advautagc of them, or for workmen who
wish to become moro skilled, should be
given in all largo towna and cities. In
Europe, any boy or girl who shows in
telligent earnestness to become proficient
in inly of the arts and sciences cnn ob
tain all necessary instruction nt the ex
cuse of the Community ; in the United
talos special technical instruction is now
beyond the reach of every one who is
not rich. The only high public schools
that our government ?nm.Mains-those at
West Point and Annapolis-are for the
purpose of teaching man how to most
quickly and effectually destroy his fellow
man.
Some little progress hos boen made in
the direction of technical or industrial
education through the effort s of a single
amateur teacher, Mr. Charlea Godfrey
Leland of Philadelphia, who bp.? opened
a school and written some instructions,
published by the Bureau of Education at
Washington, which have convinced many
tendiera thut to instruct children in lines,
forma and colors is not very difficult.
But how little is this compared with sys
tematic instruction under our Stare law
compelling attendance at school. The
workingman finds time lo make many
demands, sotue of which he enforces at
the (Kills ; can he not be sensible enough
to demand that bis children, in tho pos
sible event of their following their
father's calling, may go to it with a fit
ness, the lack of which has kept their
father poor and dependent ?- TA? Hour.

viduals whose wealth ia estimated from
$1,000,000 to $100,000,000.
