townsmen, came forward, and spoke in
substance as follows : ' "1 cannot consent to

marks, but will not forego the opportunity
to urge upon you, fellow citizens, the ne
cessity of judicious voting. Forget, as fur
as possible the pretty speeches you have
heard here to day, forget the cluinis of
friendship, forget personal relations, forget
everything save the fitness of the respective

pire. Vote for the honest men, by all

actly, but think I have his thoughts. His
words were few, but they were words of
wisdom, and I state but the truth when I
say ihat they made a profound impression
on many who beard them. Every think
ing man, who has the good of his conn'.r
at heart, must realize the force of his re
marks and the importance of putting into
practice the doctrine he so earnestly 1 reach
ed. No man has any rightful claim to any
ntticc in the gift the people, save on the
score of fitness. The offices arc for the peo
ple, mid not for the candidate* : and it be
hooves the people to see to it that their of
fices arc all filled by those men who are best
qualified for a proper discharge of their of
ficial duties. Let the merits nnd demerits,
qualifications and disqualifications, ofevery
candidate now before the people, be care

Wo lind the following article in the
last issue of the Picken* (Sentinel, under
the caption quoted above, a few words
concerning which wo presume will not
be objectionable to our esteemed contem
porary. Inasmuch as both it and the
Commissioners of that County seem to
he at a loss to understand why "the Com
missioners of this County bava not paid
what the Commissioners of Pickcns have
been pleased to designate as their "part
of this agreement*' :
"The question is now, 'What has bc
comcof the Anderson part of this agree
ment V The Air Line Company lias com
plied with its part of the contract. The
IMckens portion of the fence-money has
been paid into the treasury, but nothing | }
has been heard from th? County Com
missioners of Anderson, dur County
Clerk has sent them a full statement of
the all'air, which they have treated with
silent contempt, if they wish moro leg
islation on the subjoct wo would like to
hear from them at onco."
The ' statement" was received by the I I
Commissioners of this County, but as it
was considered not only exorbitant but
unequally apportioned, it was rejected.
The statement shows that the wholo
umotiut of feuce built is .'il miles, al a
cost of $4,:ie:i.29, on -7 miles of which ?ho I 1
Air Line Kail mad paid 850 per mile, nia
ki.ig 81,350, from which tho County
Treasurer's commission was deducted,
Anderson's proportion Is one half of the
remainder on the "7 miles together with
one-hall on U miles in addition, aggrega
ting &L4K1.'jh. The proportion for Pick
ons Is tho sanio as ihat for Anderson with
the cost of uno mile additional, aggrega
ting SI,?l8S1.
Tho Act authorizing this building of
tho fence reads: "The County of Ander
son shall only be required to pay tho pro
portion provided lor that County for tho
number of miles for which tho said
County would be required to pay if tho
Air Liue Railroad run the lino of such
lenco," from which it is plainly seen that
I the Commissioner? of Pickena bave in
creased our proportion considerably from
what it should bo by rights. The Air
Lino Itailroad does not "run the lintofmch
fi? c^ ^, for a distance of 84 mile* by a good
deal ; and oven if it did wo cannot exact
ly see how the Picker.-. Commissioners
could expect Anderson to pay any por
tion of the expense of building this fonce
when she- had nothing whatever to do
with contracting for the work. Our Com
missioners were not consulted about tho
mutter, although the Pickens Commis
sioners considered that wo bad as much
interest in tho matter a' they did. More
over the prices at which the building was
done was exorbitant, and does not iciiuol
much credit upon the business capacity
of tho parties who attendisi to letting
out the contracts. The wholo conduct of
tho Pickons Commissioners is, to say the
least of it, as about as eool a piece of
business as wo have evor heard of."
It is submitted, therefore, that if any
liability e.ver existed to pa to Pickons
County, $1,481.08, for tho fence, it was a
liability created by the presold Hoard, in
stead of the old Hoard, os Mr. Hroazeale |
would make it appear.
I have said ubis much, not in a spirit of
fault-finding with any person, and with
uo inteni ion of creating any personal re
flections on any person's otllcial acts, but
that all parties may bave justice. There
ought to bo more fair play In this scram
ble for oflleo, and, if I may bo pardoned

ways to run for office on their own merits,
and not on tho demerits of others, and in
