Of course, tho bone-yard was full, mid the usual amount of trading carried on. The nmnber of bales of cotton brought to this market during the month of February amounts to 7S7 against 4.11 for tho sanio mouth last year. This swells the aggregate amount sohl herc during this season to tho respectable figure of 12,<K>7 bales against $,813 for the samo time Inst season. Tho theatrical company have appointed Friday evening, 11th inst., as the time for pro touting the drama "School of Reform" to the public. Wo regret to announce the death of Mrs. Elizabeth Gilmvr, which occurred at the r?sidence of her son, J. J. Mallison came herc from Helton last fall.A week or two rgo Thomas Coff, a white man living near Fuir Play, was ar rested and committed in Walhalla jail on the charge of trafllcing in illicit whiskey. He managed to escape, however, and had not been re-captured at lust accounts.Tho large and handsome residence of Hr. J. ?. Gaines, in this placa, was narrowly saved from destruction by fire on the 28th ult. Tba Hames, which were timoly discovorod a:ul suppressed, originated from the care lessness of a servant girl who had been iron ing in one of the apartments. If tho fire had golton under headway the dwoiling, st>.ru and other buildings adjacent would have been destroyed. YT. A. D. Calder, Annie Thomas, and other popu lar writers. There are tales of adventures of thrilling intcrost ; "Hippepotaiuus Hunt ing" and ''My First Lion Hunt" are partic ularly notable. There aro poems of consid erable merit. "Tho Nut-Brown Maid," is a fine ballad o' thc olden time. Thc mis cellaneous department abounds frith enter taining and instructive reading, embracing a vaat variety of subjects. WASHINGTON, February 27. The report of the Teller committee, mado to the Senate to-day, reviews tho testimony of the ninety-one witnesses in Louisiana and the ono hundred and seven in South Carolina. It states that the frauds in South Cand?na by tho uso of tie.suc ballots extended to every county in that State but one, and that between thirty and forty murders were committed in Louisiana. Tho committee, in drawling conclu sions, Bays : There appears to be a wide spread determination in these States to restrict thc freedom of speech as to po litical questions upon tho claim that the discussion of the relations of laboi tu capital, employers to employees, and other kindred Mibjccts, is calculated to array tho colored people against tho whites, and thus endanger thc safety of the people. This determination is not authorized by State enactments, but the Democrats who attend political meetings, not only of their own party, but also of the opposition, are in the habit of re fusing to allow the speakers to discuss these questions in their various forms. Any reference to the condition of the colored people before the war, and tho causes that led to thc war, are condemned as being of an incendiary character. All the attacks which havo been made on the colored people have boen attempted to be justified on the ground that they ha.e mado threats against the whites. However false and destituto of founda tion these reports may have been, they have been made tho excuso of thc most unheard of atrocities against these peo ple. As this pretended fear of negro in surrection ia made the excuse fur out rages on the colored people, it may not be amiss to say that thc Democratic wit nesses, when interrogated on that point, ali agreed that the negro was peaceful and unrovengeful, and that notwithstand ing ?ll report? w* thc uprising of lins class of people to murder and outrage the whites, there was no instance in American history within their knowledge wheo this had been done, and all admit ted that it would require great provoca tions to induce the colored people to re sort to violence against the whites. Is'o prosecutions have been instituted by the State of South Carolina against the vio lalo rs of her laws, and no efforts were made to punish the men who have thus wantonly outraged ?Ls citizens, and when the United States Courts have been re sorted to for the purpose of punishing the outrages on the ballot, tbs complain ant has in very many instances been ar rested clearly in violation of law bj' the State authorities on charges of perjury, and committed to jail unless he gave bail. Citizens are threatened that if thoy at tempt to punish offenders in United States Courts, the witnesses will be pun ished in thc State Courts, and thus thc State not only declines to punish these criminals, but refuses to allow it to bo done in thc United States. The Stato government is a white government, no colored men are represented in it, and ao far no man connected with it has had the honesty, courage or humanity to at tempt to redress thc outrages on these unfortunate men of color. Tho laws of South Carolina and Louisiana are un- I doubted ly sufficient for the protection of all their citizens, but lhere has bern a lamentable failure to enforce them. This course must in the end be the de struction of the governments of tbeso States. The committee say that it was not pos sible within the timo they had been in session to investigate the elections held in all tho Congressional districts in Lou isiana and South Carolina, but sutbeient testimony was taken to show that in sev eral districts in these States not only the election for Congressmen, but the elec tion for State and county officers as well, were neither fair nor free, and that by violence and fraud the honest expression of thc will of tlioso entitled to vote was prevented, and thousands of the citizens of these States deprived of tho elective franchis*). In Louisiana bo?h violence and fraud were extensively used. In South Carolina fraud was more largely relied upon. In both States these agen cies, so disreputable in themselves and so dangerous to the stability of a Repub lican form of government, wero used not only against candidates of the Republi can party but against Independent Dem ocratic candidates, and candidates by whatever name known who were in op position to thc regular Democratic can didates.
